    • Swedish municipalities are obliged to formulate housing provision policies in housing programs, as part of municipal strategic planning. This article explores how municipalities interpret this responsibility. We analyze housing provision programs by drawing from prospective responsibility and policy analysis. Our analysis shows three different prospective responsibilities in the municipality’s production of housing provision responsibility. The results show that municipalities take actions by different means, leading to ambiguities and inequalities in housing provision planning. © 2022 The Author(s).   • Systematic review and comparison of densification effects and planning motivations

    • Do higher urban densities contribute to more sustainable cities and communities? This paper examines the effectiveness of higher density (as a means) for achieving sustainable urban development (the goal) following three lines of enquiry. First, a systematic review of the scientific literature (n = 229 peer-reviewed empirical studies) is presented on the effects of urban density. Second, the motivations for increasing urban density are studied in a systematic review of Swedish planning practices based on the comprehensive urban plans in 59 municipalities. Third, these two studies are compared to find matches and mismatches between evidence and practice. Although positive effects exist for public infrastructure, transport and economics, there are also considerable negative environmental, social and health impacts. This creates a challenging task for urban planners to assess the trade-offs involving densification and accommodate current urbanisation rates. Some topics are found to be over-represented in research (transport effects), seldom discussed in practice (environmental impact), and misaligned when comparing motives and evidence (social impact). Furthermore, for some topics, urban density thresholds are found that are important because they may explain some of the divergences in the results between studies. PRACTICE RELEVANCE The transfer of knowledge from research to planning practice is a serious concern as planning strategies are not aligned with scientific evidence. Planning practice in Sweden is more positive about the contribution of higher density to sustainable urban development than the results of empirical studies warrant. The largest deviation is found in relation to the social impacts of higher density where the planning arguments are not aligned with the evidence. Several reported negative effects of densification (e.g. water management, recreational infrastructure, biodiversity) are not sufficiently accounted for in Sweden’s planning policy and strategy. The narrow planning focus on decarbonising cities and densification needs to be broadened to ensure cities are resilient against the effects of climate change and include mitigation strategies to reduce negative social, environmental and health impacts. The findings can be used to develop evidence-based planning strategies. Other countries can apply this process to assess their planning strategies.

    • [From the introduction] This volume is a special issue with contributions that stem from the collaborations of the 2018 AESOP PhD workshop, held 5-8 July at Tjärö island, Sweden. The overarching aim of the workshop was to establish inclusive spaces for dialogue and collaboration between PhD students across countries and continents on issues that pertained to the AESOP’s 2018 congress theme “Making space for hope”. Furthermore the PhD students got the chance to learn from the invited mentors with long experience from the academic planning field. The theme drew from a recognition of the severe challenges facing the world at present, for example, challenges coupled with the climate crisis, growing social inequalities, rapid population growth in urban regions and de-population trends in peripheral regions.

  • A Healthy City for All? Social Services’ Roles in Collaborative Urban Development

    • There is broad consensus among policymakers about the urgency of developing healthy, inclusive, and socially sustainable cities. In the Swedish context, social services are considered to have knowledge that needs to be integrated into the broader urban development processes in order to accomplish such ends. This article aims to better understand the ways in which social service officials collaborate in urban development processes for developing the social dimensions of healthy cities. We draw from neo‐institutional theories, which set out actors (e.g., social service officials) as acting according to a logic of appropriateness, which means that actors do what they see as appropriate for themselves in a specific type of situation. Based on semi‐structured interviews with social services officials in 10 Swedish municipalities on their experiences of collaboration in the development of housing and living environments for people with psychiatric disabilities, we identified that they act based on (a) a pragmatic rule of conduct through the role of the problem solver, (b) a bureaucratic rule of conduct through the role of the knowledge provider, and (c) activist rule of conduct through the role of the advo-cator. In these roles, they have little authority in the development processes, and are unable to set the agenda for the social dimensions of healthy cities but act as the moral consciousness by looking out for everyone’s right to equal living conditions in urban development. © 2022 by the author(s); licensee Cogitatio (Lisbon, Portugal).

  • Evaluating the effectiveness of impact assessment instruments : Theorising the nature and implications of their political constitution

    • The central role of impact assessment instruments globally in policy integration initiatives has been cemented in recent years. Associated with this trend, but also reflecting political emphasis on greater accountability in certain policy sectors and a renewed focus on economic competitiveness in Western countries, demand has increased for evidence that these instruments are effective (however defined). Resurgent interest in evaluation has not, however, been accompanied by the conceptual developments required to redress longstanding theoretical problems associated with such activities. In order to sharpen effectiveness evaluation theory for impact assessment instruments this article critically examines the neglected issue of their political constitution. Analytical examples are used to concretely explore the nature and significance of the politicisation of impact assessment. It is argued that raising awareness about the political character of impact assessment instruments, in itself, is a vital step in advancing effectiveness evaluation theory. Broader theoretical lessons on the framing of evaluation research are also drawn from the political analysis. We conclude that, at least within the contemporary research context, learning derived from analysing the meaning and implications of plural interpretations of effectiveness represents the most constructive strategy for advancing impact assessment and policy integration theory.

  • Detecting ditches using supervised learning on high-resolution digital elevation models

    • Drained wetlands can constitute a large source of greenhouse gas emissions, but the drainage networks in these wetlands are largely unmapped, and better maps are needed to aid in forest production and to better understand the climate consequences. We develop a method for detecting ditches in high resolution digital elevation models derived from LiDAR scans. Thresholding methods using digital terrain indices can be used to detect ditches. However, a single threshold generally does not capture the variability in the landscape, and generates many false positives and negatives. We hypothesise that, by combining the digital terrain indices using supervised learning, we can improve ditch detection at a landscape-scale. In addition to digital terrain indices, additional features are generated by transforming the data to include neighbouring cells for better ditch predictions. A Random Forests classifier is used to locate the ditches, and its probability output is processed to remove noise, and binarised to produce the final ditch prediction. The confidence interval for the Cohen's Kappa index ranges [0.655, 0.781] between the evaluation plots with a confidence level of 95%. The study demonstrates that combining information from a suite of digital terrain indices using machine learning provides an effective technique for automatic ditch detection at a landscape-scale, aiding in both practical forest management and in combatting climate change. © 2022 The Authors

  • A systematic review of motives for densification in Swedish planning practice

    • One of the current dominant strategies proposed for sustainable urban development is densification. While some advocate the very reasonable benefits of density, others emphasize the potential drawbacks. The main goal of this paper is to provide a systematic overview of the claimed benefits of densification in Swedish practice and relate this to the scientific evidence. For the systematic overview, comprehensive plans from 59 Swedish municipalities, covering plans from both highly urbanized areas as well as more rural regions, are included. The results show that in three out of four cases where density or densification is mentioned, no motive is given. For the other quarter, the most often used motivation is related to transport (19%), services (17%) and urban environmental qualities (14%). The least frequent motives used are related to health (8%) and ecology (2%). The motives in comprehensive plans are for the most part pointing to a positive impact of density on sustainable urban development (77%), which is not always supported by the empirical evidence that more often describe a negative correlation. Furthermore, many of the most frequently used motives in comprehensive plans have little scientific support, which puts new questions on the research agenda. © Published under licence by IOP Publishing Ltd.

    • This editorial addresses social infrastructure in relation to urban planning and localisation, drawing together the themes in this thematic issue on “Localizing Social Infrastructures: Welfare, Equity, and Community.” Having contextualised social infrastructure, we present each of the 12 contributions by theme: (a) the social consequences of the localisation of social infrastructure for individuals, (b) the preconditions for localising social infrastructure in the urban landscape, and (c) the social consequences for the long-term social sustainability of the wider community. We conclude with the openings for future research, such as the need to continue researching localisation (for example, the ways localisations of social infrastructure support, maintain, or hinder inclusion and community-building, and which benefits would come out of using localisation as a strategic planning tool); second, funding (the funding of non-commercial social infrastructure and who would take on the responsibility); and third, situated knowledge (the knowledge needed by planners, architects, social service officials, decision makers, and the like to address and safeguard the importance of social infrastructure in urban development and regeneration processes).

  • Mapping Drainage Ditches in Forested Landscapes Using Deep Learning and Aerial Laser Scanning

    • Extensive use of drainage ditches in European boreal forests and in some parts of North America has resulted in a major change in wetland and soil hydrology and impacted the overall ecosystem functions of these regions. An increasing understanding of the environmental risks associated with forest ditches makes mapping these ditches a priority for sustainable forest and land use management. Here, we present the first rigorous deep learning-based methodology to map forest ditches at regional scale. A deep neural network was trained on airborne laser scanning data (ALS) and 1,607 km of manually digitized ditch channels from 10 regions spread across Sweden. The model correctly mapped 86% of all ditch channels in the test data, with a Matthews correlation coefficient of 0.78. Further, the model proved to be accurate when evaluated on ALS data from other heavily ditched countries in the Baltic Sea Region. This study leads the way in using deep learning and airborne laser scanning for mapping fine-resolution drainage ditches over large areas. This technique requires only one topographical index, which makes it possible to implement on national scales with limited computational resources. It thus provides a significant contribution to the assessment of regional hydrology and ecosystem dynamics in forested landscapes.
