    • The outcome of the so-called Laval case and related judgments of the European Court of Justice (ECJ) has led to a debate about the future of the European social model. Although several analyses have focused on the downside of the judgments, in particular on the risk of ‘wage dumping’, one important but overlooked aspect is the connection to tendering regimes. This lacuna is crucial to labour recruitment practices in the construction industry because of the important role of public authorities as buyers of large construction services within the European Union. The research question is whether rigidity in how public authorities are required to tender contracts strengthens downward pressure on wages and induces a deterioration in working conditions. Case study material from Sweden is used in the context of extensive previous research and preliminary findings from an ongoing research project. Because of the short time span since the rulings of the ECJ there is only anecdotal evidence for establishing a mutually reinforcing connection between the system for awarding tenders in Swedish construction and the wider impacts of Laval on the labour market. Nevertheless, new evidence suggests that labour recruitment and human resource management practices are being shaped by a tendering regime governed by requirements of ‘cost flexibility’.

    • Equivalence is regarded as a central concept in contemporary Swedish education policy.  One important aspect in the education policy is to describe and determine the Swedish schools' assignment to bring up democratic citizens. The concept of equivalence, hence, plays an important role in this policy-making practice. In the 1990s equivalence is challenged by another concept: 'freedom of choice'. Here some possible outcomes of a changed conceptual framework in the education policy are tried out, regarding the political understanding of a democratic citizenship. Three questions are pulled forth in order to carry out this aim. The challenge of 'freedom of choice' on equivalence contributes to a change in the political understanding of a democratic citizenship in Swedish education policy. A phenomenon that occurs in at least three aspects: the political participation (from co-acting to re-acting), the political activity (from directing to voting) and the political role of the citizen in society (from being a designer to a consumer).

    • We live in times of search for an education that can transcend national, ethnical, religious and cultural borders. As it seems, contemporary education is to be found in despair. Or at least found to be unsatisfactory in relation to new challenges in the contemporary world. The aim of this text is to deepen the prospect of the potential of education, regarding what might seem almost like a visionary educational objective - to provide for a global democratic citizenship. The core issue in the text is to surface what appears as insufficiencies in present democratic citizenship education. The urge is to draw upon some feasible features of an alternative to these insufficiencies. Drawing on Stanley Cavell-s notion of voicing and language, I will suggest an altered understanding of democracy and of a democratic citizenship that may direct the mission of democratic education in another way. What is needed for a compelling democratic education, I will argue, is an existential orientation. In order to make my argument, I will use Swedish Education policy as a case in point.

    • Among the different meanings of equivalence in Swedish Education policy in the 1990ies, one can be related to the concept of -freedom of choice-. Even though this relation doesn't contribute to a replacement of the historically more unambiguous meaning of equivalence, it coexists with it and represents a constant tension to it. This tension can be described in terms of a -freedom of choice challenge- on equivalence. In this text I aim to highlight this tension in relation to the Swedish schools-assignment to bring up democratic citizens in the early 1990ies. The question I try to answer is how can the freedom of choice challenge be considered to stand out in the political understanding of the schools- up bringing of democratic citizens in Sweden in the early 1990ies? I take my point of departure in some nationally encompassing Education policy texts.

    • This article reflects on the European Court of Justice ruling in the case of Laval, involving Latvian posted workers in Sweden. It analyses the implications of the ruling and ensuing debate over the Laval case for the future of the ‘Swedish model’ and labour standards. It suggests that profound dilemmas now face trade unions both at Swedish national and European level as to appropriate strategies to adopt to defend national pay and working conditions in the light of the European Court decision and especially in the Swedish context due to the subsequent ruling by the Swedish Labour Court. Nevertheless, a human rights discourse is emerging in which the European Court of Human Rights may act as a counterbalance to the European Court of Justice, especially in the context of the Lisbon Treaty.

    • The interest for user experience (UX) and usability in libraries has grown rapidly over the past years and has now become an essential tool for developing and assessing a library’s digital services and physical spaces. It is necessary, though, to recognize that UX incorporates much more than just usability. Norman and Nielsen summarize user experience as something that “encompasses all aspects of the end-user’s interaction with the company, its services, and its products” and continues:“The first requirement for an exemplary user experience is to meet the exact needs of the customer, without fuss or bother. Next comes simplicity and elegance that produce products that are a joy to own, a joy to use. True user experience goes far beyond giving customers what they say they want, or providing checklist features. In order to achieve high-quality user experience in a company’s offerings there must be a seamless merging of the services of multiple disciplines, including engineering, marketing, graphical and industrial design, and interface design.Furthermore, they state that it is important to separate the overall user experience from usability, since the latter “is a quality attribute of the UI [user interface], covering whether the system is easy to learn, efficient to use, pleasant, and so forth.”At Linköping University Library (LiUB) we are slowly moving towards a “culture of usability” where users are being observed interacting with both physical and virtual spaces, the way Godfrey advocates, but this paper will only focus on the library’s online presence. The main objective with this paper is to argue for continuous usability testing, as a part of regular library activity.Usability testing within the library sector is nothing new per se, but it is usually done in the process of launching a new or redesigned website/UI or implementing a new library system. Most often it has a distinct focus on web development, and is not so much used to develop other services or physical spaces. This is confirmed in numerous articles and UX-blog posts and articles by e.g. Gasparini, Godfrey, Broadwater, and Dominguez, Hamill and Brillat. Sometimes the tests are not conducted by library staff, but by external consultants. Our approach, however, is to use an in-house, continuous process which is applied not only to the library’s website structure, but also to other digital services such as the search box on the library start page and link resolver user interface and the link resolver icon in the discovery tool.Rettig asks whether such a thing as “grassroots UX” exists in libraries. She wonders if “the UX hopeful, [who] do not have the mandate or team or job title”, can find “ways to apply UX methods to smaller-scale, day-to-day work in the library?” I am inclined to say that it is possible. A UX perspective can and should be integrated in any development project, big or small. The UX philosophy does not have to be initiated as a top-down initiative, and in a sense LiUB’s systematic way of doing usability testing started out as a grassroots initiative.

    • This paper reports on experiences of creating resilience-empowering simulation-gaming exercises concerning disruptions in the payment system. The aim of the exercises was to utilize gaming-simulation as a training environment where teams of practitioners can learn to develop in-depth understanding of systemic interaction (i.e., cascading effects of disruptions) and learn how to develop collaborative resilience across many different critical infrastructures. Interaction between different stakeholders in the payment system, such as business owners, banks, municipality crisis managers are considered as the foundation for building collaborative resilience. Designing the exercises in such a way that they encourage and support such interactions are therefore seen as a primary design goal. This paper describes lessons learned from the process of conducting the 17 exercises in terms of creating a well-balance simulation and an immersive experience.
