  • Citizen eyewitness images and audience engagement in crisis coverage

    • Amateur imagery has become an important component of news coverage of distant crisis events, and it plays a decisive role in shaping how audiences respond to crises. In this article, we discuss how the factors of authenticity, affectivity, and ethics play a role in the ways in which citizen images engage or disengage the distant audience. The article is based on 17 focus group interviews in Sweden and Finland that centred on a selection of visual news coverage of the Arab Spring in Syria and Libya - landmark news events in the use of citizen eyewitness images in the Nordic countries. The results indicate that citizen imagery is indeed a potential tool with strongly engaging characteristics, especially in terms of its authenticity and to some degree also its affectivity. However, disengagement may also result, especially due to the interpreted deficiencies in terms of ethics.

  • Efficient and effective learning for safety from incidents

    • Learning from incidents is important for improving safety. Many companies spend a great deal of time and money on such learning procedures. The objectives of this paper are to present some early results from a project aimed at revealing weaknesses in the procedures for learning from incidents and to discuss improvements in these procedures, especially in chemical process industries. The empirical base comes from a project assessing organizational learning and the effectiveness of the different steps of the learning cycle for safety and studying relations between safety-specific transformational leadership, safety climate, trust, safety-related behavior and learning from incidents. The results point at common weaknesses in the organizational learning, both in the horizontal learning (geographical spread) and in vertical learning (double-loop learning). Furthermore, the effectiveness in the different steps of the learning cycle is low due to insufficient information in incident reports, very shallow analyses of reports, decisions that focus at solving the problem only at the place where the incident took place, late implementations and weak solutions. Strong correlations with learning from incidents were found for all safety climate variables as well as for safety-related behaviors and trust. The relationships were very strong for trust, safety knowledge, safety participation and safety compliance.

  • Natural hazards as political events : framing and politicisation of floods in the United Kingdom

    • This study explores how disasters are framed and politicised in the media to provide a systematic assessment of discursive dynamics and external political contexts of natural hazards. Utilising an actor-focused approach, it contributes with knowledge on how politicisation of disaster discourses unfolds. Two similar natural hazard events, the United Kingdom floods of 2005 and 2015, are investigated by means of a content analysis and a political claims analysis. The study finds that a tension between the national government and its contestants following the 2015 floods led to a framing contest which was heavily affected by the external political context at the time. The opposition and journalists constructed a narrative of government failure, not least by intertwining the event with the politically tense situation in the United Kingdom to further populist claims about government spending and EU policies. In 2005, the lack of a comparable external context and polarisation between actors in the media prevented a politicisation of the floods in the immediate aftermath of the disaster. These results illustrate the importance of broader political contexts, even those essentially unrelated to the natural hazard, for the politicisation of a disaster.

    • This article examines patterns of oppositional behaviour in the German Bundestag’s Committee on European Union Affairs (EAC) for two separate legislative periods (2005–2009 and 2009–2013). The study makes two contributions to previous research. It, first, shed some much-needed empirical light on political opposition in the Bundestag by examining how much and what kind of opposition exists in the German EAC. Secondly, the article examines the differences in oppositional behaviour of the Members of Parliament between the two legislative periods following an institutional reform in 2009 that afforded the Bundestag with increased opportunity structures in Europen Union affairs.

  • A colossus on clay feet? Mechanisms of inertia in civil-military collaboration within the context of Swedish total defense

    • The study examines Sweden’s strategy for total defense, emphasizing inter-sectoral collaboration at the regional level. Specifically, it aims to identify potential challenges in such collaboration, leading to the following overarching research question: What are the principal challenges linked to cross-sector collaboration within Sweden’s total defense strategy at the regional level. The study is based on interviews and observations from various collaborative exercises. Six participants from different organizations specializing in total defense collaboration were interviewed. In addition to interviews, six observations were conducted during different collaborative exercises, each resulting in field notes forming the basis for analysis. Data collection took place between August 2022 and October 2023. The analysis of collected data identifies three overarching themes – inability, unwillingness, and lack of synchronization – depicting the challenges of collaboration in total defense. These themes intertwine and construct a complex situation, described as “a colossus on clay feet,” referring to various mechanisms of inertia in civil-military collaboration. The study concludes that the identified themes pose significant theoretical challenges, suggesting inherent vulnerabilities in the concept that may impede its effectiveness, with the most concerning aspect being the inability to address fundamental problems even amidst increased resources and determination, necessitating a focused research direction to tackle these dilemmas.

  • A Gender Perspective on Teachers as Crisis Managers

    • Stressful conditions affect communities at different levels and may involve occupational groups not normally associated with issues of crisis and security. Teachers in the compulsory school system are members of such a group. The purpose of this study is to examine teachers’ view of their own role as crisis management actors in a female-dominated occupation. A Grounded Theory approach applying a gender perspective was used as an analytical tool for data processing. In total, 16 informants from four different schools in two different municipalities in Sweden were interviewed. The analysis of these interviews shows that teachers’ perceptions of risk, crisis, and security are influenced and characterized by social and emotional regulation aimed at (a) reducing vulnerability, (b) increasing the sense of security, and (c) regaining or restoring a sense of order and control. These strategies have been discussed froma gender perspective as teachers do not regard themselves as legitimate crisis management actors.

    • The purpose of this study is to examine, explain and interpret concepts of gender in relation to information management, crisis communication and collaboration within the framework of (crisis) communicator tasks. Since the crisis management realm is malecoded and the communications profession is female-coded, there is reason to gain more knowledge of how these relate to each other. The ambition is to contribute to an underdeveloped area of theory. A total of nineteen participants joined the study. All the interviews were processed according to the guidelines for the thematic analysis method. Analysis showed that three themes are central to understanding the role of communicators in the crisis management system. These are a) crisis communication as a temporary organization; b) requirements imposed on, and expectations from, the role and the individual and c) organizational greed. Results are discussed theoretically from a gender perspective, and practical implications are given as well as proposals for further studies.

  • Becoming a Swedish military ranger : a grounded theory study

    • The armed forces in virtually all countries are traditionally male-dominated organisations. Military rangers constitute an elite unit whose chief skills and capabilities centre on unconventional warfare and intelligence gathering in enemy territory, as well as conducting low-intensity warfare. The purpose of this study was to gain a deeper understanding of the process of becoming a military ranger and what it means to be one in this context from a masculinity perspective. The study was carried out with informants from three military ranger units in Sweden: the Army’s ranger battalion, parachuting rangers from an airborne battalion and intelligence battalion, and coastal rangers. In total, 28 informants participated in the study. All of them were men. A qualitative analysis resulted in a model where the core variable was labelled on becoming a ranger through reproducing masculinity as a form of emotional regime. This core variable is built up by three different strategies, each of which contains a number of actions: building social identity by means of coolness strategies, observing symbols and rituals to build a sense of pride and building cohesion to maintain group intimacy, and emotionally exclude the external environment
