  • Exploring changes in hydrogeological risk awareness and preparedness over time : a case study in northeastern Italy

    • Hydrogeological hazards are increasingly causing damage worldwide due to climatic and socio-economic changes. Building resilient communities is crucial to reduce potential losses. To this end, one of the first steps is to understand how people perceive potential threats around them. This study aims at exploring how risk awareness of, and preparedness to, face hydrological hazards changes over time. A cohort study was carried out in two villages in the northeastern Italian Alps, Romagnano and Vermiglio, affected by debris flows in 2000 and 2002. Surveys were conducted in 2005 and 2018, and the results compared. The survey data show that both awareness and preparedness decreased over time. We attribute this change to the fact that no event had occurred in a long time and to a lack of proper risk communication strategies. The outcomes of this study contribute to socio-hydrological modelling by providing empirical data on human behaviour dynamics.

    • Purpose As climate change shocks and stresses increasingly affect urban areas in developing countries, resilience is imperative for the purposes of preparation, recovery and adaptation. This study aims to investigate demographic characteristics and social networks that influence the household capacity to prepare, recover and adapt when faced with prolonged droughts or erratic rainfall events in Mbale municipality in Eastern Uganda. Design/methodology/approach A cross-sectional research design was used to elicit subjective opinions. Previous studies indicate the importance of subjective approaches for measuring social resilience but their use has not been well explored in the context of quantifying urban resilience to climate change shocks and stresses. This study uses 389 structured household interviews to capture demographic characteristics, social networks and resilience capacities. Descriptive and inferential statistics were used for analysis. Findings The ability of low-income households to meet their daily expenditure needs, household size, and networks with relatives and non government organizations (NGOs) were significant determinants of preparedness, recovery and adaptation to prolonged droughts or erratic rainfall events. Originality/value Even the low-income households are substantially more likely to prepare for and recover from prolonged droughts or erratic rainfall events if they can meet their daily expenditure needs. This finding is noteworthy because the poorest in society are generally the most vulnerable to hazards.

    • The purpose of this work in progress paper is to report on the method development of the Shared Prioritiesmeasure to include content analysis, as a way of gaining a deeper understanding of team work incrisis/emergency response. An experiment is reported where the performance of six trained teams is comparedwith the performance of six non-trained teams. The experiment was performed using an emergency responsemicroworld simulation with a forest fire scenario. Dependent measures were simulation performance, the CrewAwareness Rating Scale (CARS), and content analysis. Trained teams performed better and scored higher onmeasures of team behaviors.

    • The threat of piracy to commercial shipping is a concern for the protection and safeguarding of human lives, property and environment. Therefore, ships under piracy threat should follow security measures suggested by the International Maritime Organization (IMO) and the Contact Group on Piracy off the Coast of Somali. It is, therefore, important to choose the proper security measures for the right situation.This study presents a simulation model that can be used for probabilistic risk assessments regarding the operation of commercial ships. This investigation specifically studies the pirate approach phase and quantifies the effect of ship speed and effective lookout. The purpose of introducing probabilistic risk assessment into the analysis of pirate attacks is to meet safety goals more effectively through a well-balanced combination of proactive and reactive measures whilst keeping focus on the intended over all purpose of the particular ship.The study presents collected and documented knowledge regarding pirate capability, intention and likelihood to perform attacks. The knowledge is collected from experts with experience from the situation off the Horn of Africa. The collected information is input to an influence analysis that identifies the network of influences that govern the skiff approach. The simulation model describes piracy characteristics and decision making on the threatened ship, the characteristics and countermeasures of the ship under attack, as well as weather.Based on a comparison with available statistics the overall conclusion of the work is that the threat analysis and the simulation model can quantify and explain how the studied risk control options affect the probability of a successful approach. The result therefore exemplifies how a quantified ship security analysis can support the recommendations in industry guidelines and also enable recommendations that to a greater extent can facilitate an educated decision by the ship operators.

    • Organizations can implement an innovation management system in order to address the multidimensional challenges they often have in their practical innovation work. Until the ISO 56002 standard was released in 2019, there was no international standard for the design of innovation management systems. The standard provides support as a framework and highlights important systems elements. We studied two early adopters that have used this international standard to design their innovation management systems. Based on the study findings, we devised a practical approach for framing the design of an innovation management system. The approach includes a set of steps and critical considerations that include understanding a company’s innovation ambitions and direction, analyzing the systemic dimensions of the system (the elements and how they interconnect), and introducing a balanced set of control mechanisms.

    • The goal of this study is to provide an analysis of cyber crisis management by identifying relations between this emerging field and the better established subject of general crisis management. This includes terminology and key concepts in these fields. This study further seeks to gain knowledge and understanding of the involved actors’ perspectives on the challenges for Cyber Crisis management within the European context.The purpose of the study is twofold: to compare concepts from the general crisis management systems with the corresponding systems related to cyber crisis management, and to conduct a conceptual analysis of the language and terminology within these two fields. The primary aim is to analyse the similarities and differences between general and cyber crisis management, employing examples from countries and organizations within the EU.Based on interviews with members of key national and EU institutions, and on an analysis of the differences between their practitioner perspectives and the theories of general crisis management, the study arrives at six key areas of recommendations for future activities in the cyber security realm.

    • The aim of this article is to present how Chinese strategies are manifested into offensive cyberspace operations targeting Sweden. It is commonly known that People’s Republic of China (PRC, and in this definition the meaning of thegovernment and its military), uses five-year plans (FYP) for social and economic steering strategy of their country. This has been going on since 1953 until today. In 2015, the national strategic plan Made in China 2025 (中国制造2025) was launched by Le Keqiang, the Premier of the State Council of PRC. The main goal with this plan is to strengthen the economic development. In addition, Chinese military strategists noted the importance of information warfare and intelligence during military operations. This article is based on open sources: the official English translated version of the 13th Five-year plan (FYP) and other reporting on cyberspace operations linked to the PRC. A number of cases are presented to highlight the link between the PRC FYP and their targets. Next, the current situation in Sweden is presented and how the country is targeted by PRC-linked activities, both in and through cyberspace, but also military infiltration on academia. The results show that Sweden has been, and is continuously the target of offensive cyberspace operations. In parallel, the country is also the target of military infiltration on the academia, and direct investment strategies such as Huawei attempting to compete for the 5G frequency actions arranged by the Swedish Post and Telecom Authority. In conclusion, Sweden will continue to experience cyberespionage from PRC on all levels and on all domains; science, technology, IP and privacy information theft. Previously unveiled cyberspace operations cases in this article have proven to be a convenient strategy for the PRC to reduce its research and development gap in several ways; innovatively, financially and to shortening the time-to-market (TTM).

  • Operations planning revisited : theoretical and practical implications of methodology

    • Parts of NATO’s contemporary planning framework called the comprehensive operations planning directive (COPD), and parts of the operation-level planning process should be revised since they suffer from methodological inconsistency. This claim is defended by discussing contradicting methodological properties and heuristics applied when framing and managing a military problem in accordance with the COPD. The methodological inconsistency within the COPD; in other words, simultaneously applying contradictory methodological properties, implies one theoretical and three practical implications. The theoretical implication is summarised in a meta-theoretical framework and explained by discussing five methodological properties: non-linearity, emergence, independently changeable generalisations, invariance and boundaries. The three practical implications of methodology imply that methodology is guiding: the problem-frame, conceptual development and action. To improve military planners’ understanding and management of these four identified implications, NATO is recommended to develop a “handbook of methodology.” The purpose of such a handbook should be to emphasise the utility of methodology when planning military operations.

    • A key motive in using gaming for educational purposes is to enhance user motivation and involvement to the subject matter. Within military education, games have always been utilized as a means to think clearly about military operations. However, some research results have shown that gaming, regardless of what the game is supposed to portray, is a meaningful activity in itself, and this can distract the learner away from the educational objective. Playing the game, then, becomes similar to competition, such as in sports where the objective is to only win the game. The player directs actions to achieving game goals even though some actions are inappropriate from a learning perspective. To shed light on the discrepancy between playing a game to win and playing a game to learn, we conducted an experiment on cadets playing an educational wargame. By varying the conditions of the game, playing with or without points, while still in line with the learning objective, we were interested to see what impact it had on the tactics employed by cadets. The results showed that adding reward structures, such as points, changed the outcome of the game, that is, groups playing with points played the game more aggressively and utilized the military units more extensively. These findings suggest that changes in the game design, although educationally relevant, may distract learners to be more oriented towards a lusory attitude, in which achieving the game goals becomes players' biggest concern.
