  • Effekter på havsmiljön av att flytta över transporter från vägtrafik till sjöfart

    • Antagandet av en nationell godstransportstrategi 2018 innebär att Sverige strävar efter att ”främja en överflyttning av godstransporter från väg till järnväg och sjöfart”. Ett delmål är att minska negativ miljöpåverkan från godstransporter. Men, om en överflyttning av gods från väg till sjöfart innebär ökat antal fartyg, eller ökad tillryggalagd distans med fartyg, innebär överflyttningen en ökad belastning på havsmiljön. Här föreligger därför en målkonflikt mellan transportpolitiska mål och flera miljömål. Tillståndet i havsmiljön runt Sveriges kuster uppnår idag inte god miljöstatus med avseende på exempelvis näringsämnen, miljögifter och främmande arter; för samtliga dessa belastningar bidrar sjöfarten till den negativa situationen. För att nå god miljöstatus behöver istället den totala belastningen på den marina miljön minska. Vid en eventuell överflyttning av godstransport från väg till sjöfart, är det därför angeläget att säkerställa att den ökade belastningen på den marina miljön minimeras. Ett sätt är att visa geografisk hänsyn genom att undvika sjöfart inom miljömässigt känsliga havsområden. Ett annat sätt är att ställa hårdare krav på fartygens prestanda. Miljöpåverkan från fartyg varierar framför allt mellan, men också inom, olika fartygstyper. Men att skapa nya regelverk med syfte att förbättra fartygens prestanda är en långsam process eftersom sjöfarten primärt regleras genom internationella konventioner där tillämpning av regionala eller nationella särregler undviks. Några förslag till åtgärder för att säkerställa att havsmiljön kring Sverige inte försämras till följd av överflyttning av godstransporter från väg till sjöfart är: Tillse att det skapas högkvalitativt och jämförbart underlag för sjö- och landtransporters påverkan på havsmiljön. Analysera och kommunicera samtliga typer av utsläpp, inte bara utsläpp av koldioxid. Utsläppsmängder och påverkan bör anges och jämföras i absoluta tal och relevanta enheter. Minimera antalet transporter genom att öka fyllnadsgraden. Optimera fartygens hastighet för att minimera drivmedelsförbrukningen och emissioner. Dagens fartygstrafik i Sveriges mest känsliga och skyddade havsområden måste minska. När- och kustsjöfart bör kanaliseras bort från havs- och kustområden med höga naturvärden. Skapa tydliga incitament så att fraktköpare enbart anlitar fartyg som har högsta miljöprestanda avseende såväl utsläpp av växthusgaser som av andra förorenande eller övergödande ämnen till luft och vatten. Säkerställ att införandet av ett NECA (kvävekontrollområde) i Östersjön och Nordsjön innebär att fler fartyg installerar kväverening och att införandet inte leder till att fler äldre fartyg utan regelstadgad effektiv kväverening trafikerar området. • Stärk samordningen mellan myndigheter så att framtidsfrågor som rör sjöfart och dess miljöpåverkan behandlas och åtgärdas i linje med ekosystembaserad förvaltning. Relaterat till sjöfartens striktare svavelregler som träder i kraft 2020-01-01: Förbjud utsläpp av skrubbervatten till havet då utsläppen innebär en stor risk för försämrad miljöstatus och överskridna miljökvalitetsnormer enligt vattendirektivet, med avseende på exempelvis koppar och zink. Utred konsekvenserna av den förväntade ökade användningen av lågsvavliga hybridoljor som fartygsbränsle. Då befintlig saneringsutrustning är mindre effektiv för hybridoljor innebär detta en ökad risk vid kommande olyckor och oljeutsläpp.

    • Appropriate evaluation and experimental design are fundamental for empirical sciences, particularly in data-driven fields. Due to the successes in computational modeling of languages, for instance, research outcomes are having an increasingly immediate impact on end users. As the gap in adoption by end users decreases, the need increases to ensure that tools and models developed by the research communities and practitioners are reliable, trustworthy, and supportive of the users in their goals. In this position paper, we focus on the issues of evaluating visual text analytics approaches. We take an interdisciplinary perspective from the visualization and natural language processing communities, as we argue that the design and validation of visual text analytics include concerns beyond computational or visual/interactive methods on their own. We identify four key groups of challenges for evaluating visual text analytics approaches (data ambiguity, experimental design, user trust, and "big picture" concerns) and provide suggestions for research opportunities from an interdisciplinary perspective.

  • Automation and the imbrication of human and material agency : A sociomaterial perspective

    • Automation is projected to transform many industries and work domains and enable both increased levels of safety and efficiency by reallocating many of the functions traditionally performed by operators. However, research on the relation between automation and work practice is lagging and needs to be further explored in order to ground the debate and design of automated work on a sound empirical basis reflecting work in actual organizational settings. In particular, research is needed that offers rich naturalistic representations of human automation interaction that accounts for the mutual shaping of human and material agency over time. The ethnographic workplace study reported in this paper draws on the sociomaterial practice perspective and on the theory of imbrication to analyze a case in which an automatic speed regulation system was installed onboard five large passenger ferries in order to improve the energy efficiency of the execution of voyages. The results show how the adoption, appropriation and use of automated technologies is inextricable from the local patterns of social interaction and collaboration. The study contributes with a deeper understanding of the relation and entanglement of the social and technological elements in human automation interaction.

  • Energy efficiency at sea : An activity theoretical perspective on operational energy efficiency in maritime transport

    • The mitigation of emission from shipping will require improvements in energy efficiency. In order to achieve this, sociotechnical changes are required, affecting all stakeholders within the shipping sector. Ship crews and their everyday work practices will play an especially important role in the transformation of the sector. It is therefore crucial to understand how new energy efficient technologies and practices are being introduced and enacted onboard ships. The case study reported in this paper investigates an attempt to improve the operational energy efficiency in a shipping company that was made by installing an energy monitoring system and introducing an energy saving policy onboard the ships in the fleet. The analytical framework in this paper is inspired by cultural-historical activity theory which is suggested as a novel and useful practice-based approach in energy studies. It is used in analyzing the contradictions and tensions in the work practices onboard the ships that preceded and followed the implementation of the energy monitoring system and energy saving policy. The empirical results revealed how the initial demand for operational energy efficiency and the subsequent introduction of the new monitoring system and policy gave rise to tensions in the existing activity systems onboard which crew members then tried, but did not always manage, to reconcile. It is concluded that a better understanding of the sociotechnical change processes, associated with organizational energy conservation and energy management, can be achieved if the situated paradoxes of practitioners’ everyday practices are examined.

    • Expertise in research integration and implementation is an essential but often overlooked component of tackling complex societal and environmental problems. We focus on expertise relevant to any complex problem, especially contributory expertise, divided into 'knowing-that' and 'knowing-how.' We also deal with interactional expertise and the fact that much expertise is tacit. We explore three questions. First, in examining 'when is expertise in research integration and implementation required?,' we review tasks essential (a) to developing more comprehensive understandings of complex problems, plus possible ways to address them, and (b) for supporting implementation of those understandings into government policy, community practice, business and social innovation, or other initiatives. Second, in considering 'where can expertise in research integration and implementation currently be found?,' we describe three realms: (a) specific approaches, including interdisciplinarity, transdisciplinarity, systems thinking and sustainability science; (b) case-based experience that is independent of these specific approaches; and (c) research examining elements of integration and implementation, specifically considering unknowns and fostering innovation. We highlight examples of expertise in each realm and demonstrate how fragmentation currently precludes clear identification of research integration and implementation expertise. Third, in exploring 'what is required to strengthen expertise in research integration and implementation?,' we propose building a knowledge bank. We delve into three key challenges: compiling existing expertise, indexing and organising the expertise to make it widely accessible, and understanding and overcoming the core reasons for the existing fragmentation. A growing knowledge bank of expertise in research integration and implementation on the one hand, and accumulating success in addressing complex societal and environmental problems on the other, will form a virtuous cycle so that each strengthens the other. Building a coalition of researchers and institutions will ensure this expertise and its application are valued and sustained.

  • Obstacles to Applying Electronic Exams amidst the COVID-19 Pandemic : An Exploratory Study in the Palestinian Universities in Gaza

    • In the context of the COVID-19 pandemic, we aim to identify and understand the obstacles and barriers in applying electronic exams successfully in the process of distance education. We followed an exploratory descriptive approach through a questionnaire (one general, open question) with a sample of university teachers and students in four of the largest universities Palestinian in Gaza. A total of 152 were returned from 300 distributed questionnaires. The results indicate that the university teachers and students faced 13 obstacles, of which 9 were shown to be shared between teachers and students, with a significant agreement in the regression analysis. Several of the obstacles perceived by respondents are in line with the literature and can be addressed by improved examination design, training, and preparation, or use of suitable software. Other obstacles related to infrastructure issues, leading to frequent power outages and unreliable internet access. Difficult living conditions in students’ homes and disparities in access to suitable devices or the internet make social equity in connection with high-stakes examinations a major concern. Some recommendations and suggestions are listed at the end of this study, considering local conditions in the Gaza governorates.

  • Winners and Losers in Marine Conservation : Fishers' Displacement and Livelihood Benefits from Marine Reserves

    • Marine reserves can create both benefits and costs to fishers. This article explores the perceptions of fishers in Kenya and Seychelles about displacement, spillover, and overall impacts of local marine reserves on their livelihoods. We test whether these perceptions are different among fishers from different geographic and socioeconomic conditions. Sixty-six percent of fishers had been displaced from marine reserves or coastal development and 90% believed they had caught fishes that spilled over from marine reserves. Poorer fishers in Kenya were both displaced from, and also felt like they benefited from, marine reserves. This highlights how people's experiences with marine reserves, both positive and negative, are affected by a range of social considerations that may not be incorporated in typical evaluations of ecological and economic marine reserve success.

    • Human societies and natural ecosystems are under threat by growing populations, overexploitation of natural resources and climate change. This calls for more sustainable utilization of resources based on past experiences and insights from many different disciplines. Interdisciplinary approaches to studies of historical commons have potential to identify drivers of change and keys to success in the past, and offer advice about the management and use of shared resources in contemporary and future systems. We address these issues by applying an ecological perspective to historical data on social-ecological systems. We perform comparisons and time series analyses for nine successful Dutch commons for which high-resolution data on the regulatory activities and use of shared resources is available for on average 380 years (range 236 to 568) during the period 1300 to 1972. Within commons, institutional developments were oscillating, with periods of intense regulatory activity being separated by periods of low activity, and with the dynamics of regulations being largely independent across commons. Ecological theory posits that species that occupy similar niches should show correlated responses to environmental challenges; however, commons using more similar resources did not have more parallel or similar institutional developments. One notable exception was that sanctioning was more frequent in commons that directed more regulatory activities towards non-renewable subsoil resources, whereas there was no association between sanctioning and the use of renewable resources. This might indicate that commoners were aware of potential resource depletion and attempted to influence freeriding by actively trying to solve the underlying social dilemmas. Sanctioning regulations were more frequent during the first than during the second part of a common’s life, indicating that while sanctioning might have been important for the establishment of commons it was not key to the long-term persistence of historical commons.

  • Designing interagency responses to wicked problems : Creating a common, cross-agency understanding

    • Wicked problems are open-ended, highly interdependent issues that cross agency, stakeholder, jurisdictional, and geopolitical boundaries. In response, there has been advocacy for interagency working. However, this confounds conventional approaches to government because policies and budgets tend to be aligned within organizational boundaries and not across them, making it difficult to bring the appropriate talent, knowledge and assets into an interagency approach to tackle the interdependencies of whatever wicked problem is at hand. In addition, the purposes, perspectives and values of the various government agencies and other stakeholders can often be in conflict. This paper reports on research to develop and evaluate a systemic intervention approach involving the use of multiple methods underpinned by boundary critique to address a wicked problem. The major focus is how to create a common understanding of a wicked problem among multiple agencies using a participatory problem structuring method called ‘systemic perspective mapping’. The wicked problem we tackled was international organized drug crime and its intersection with local urban gang activity (using Chicago, USA, as a representative city). Perspectives on the problem were structured with participation from various local, regional and federal agencies involved in countering illegal drug trafficking. Our research found that the combined use of boundary critique and systemic perspective mapping was able to generate enough of a common understanding to provide a foundation for the design of an interagency organization using the viable system model (the latter is reported elsewhere in the literature).
