  • IMPLICATIONS OF EU INSTRUMENTS ON COMPANY CAPABILITIES TO DESIGN MORE SUSTAINABLE SOLUTIONS-PRODUCT ENVIRONMENTAL FOOTPRINT AND DIGITAL PRODUCT PASSPORT

    • In the EU, initiatives with concrete instruments for measuring and storing sustainability-related product data are now introduced in legislation. Based on literature review and semi-structured interviews, this study investigates two EU instruments, the Product Environmental Footprint method and Digital Product Passports, and their potential implications for company capabilities to design and select more sustainable solutions in a strategic way. The results show that these instruments can lead to increased transparency and traceability in the design and comparison of solutions, allowing for more effective collaboration across the value chain. By applying a strategic sustainability perspective, it was found that these EU instruments have major limitations as they lack a systems perspective, do not include a full socio-ecological sustainability perspective, and do not support strategic decision-making. This results in risks for suboptimization and the design of solutions that turn out to be costly dead-ends on the way towards a sustainable society. Research is therefore recommended to investigate how these instruments can facilitate a strategic development of sustainable solutions. © The Author(s), 2023. Published by Cambridge University Press.

  • Context-Adapted Urban Planning for Rapid Transitioning of Personal Mobility towards Sustainability: A Systematic Literature Review

    • Sustainability related challenges in mobility planning have been recognised at the international level, and the urgency for change has been widely discussed among scholars. However, there seems to be no general agreement on the best ways to pursue such change. To seek answers to the question of how to pursue change, this study analysed the development of the broad research fields of mobility, urban planning and transitions, and the overlap of these bodies of literature. Both academic and non-academic literatures were covered. By means of a systematic literature review, as well as bibliometric studies, several prominent research themes that address change from planning and transition perspectives were identified. Moreover, these themes describe different viewpoints and challenges in mobility planning. These include planning and policy for sustainable mobility and accessibility, backcasting and scenario planning, indicators in planning, modes of transport, decision-making, studies of global North and global South, as well as overarching themes of equity, equality and justice, roles of institutions, and co-production of knowledge. Strategies for staying up to date with these fields were also identified. In the literature covered, the temporal dimension in mobility planning was described in four different ways, but little was found about how accelerated transitions towards sustainable mobility can be achieved. Further knowledge gaps were identified in relation to behavioural change, policy development, institutionalisation of planning capacity, and social sustainability in mobility planning. This created an outline for possible future studies.

    • Many current sustainability considerations in industry constrain design space by emphasizing reduced material and energy flows across product life cycles. However, there are also opportunities for sustainability awareness to extend design space and drive innovation. Product-service systems (PSS) in particular can be a vehicle through which sustainability-driven innovation occurs. A framework for strategic sustainable development, including a backcasting approach, provides the basis for understanding sustainability in this work and provides insight into how incremental and radical approaches could be aligned within product innovation. This work explores how sustainability considerations can be better integrated into existing product innovation working environments, with an emphasis on opportunities that occur as sustainability knowledge leads to innovation through a product-service system approach. It is demonstrated and ideas are discussed around how sustainability can be used to drive innovation processes through product-service systems that companies rely upon, while also supporting global society’s movement toward sustainability.

  • Introduction of large-scale biofuel production in a district heating system - An opportunity for reduction of global greenhouse gas emissions

    • In this study, cooperation between Stockholm's transport and district heating sectors is analysed. The cooperation concerns the integration of biofuel polygeneration production. A MODEST optimisation model framework is used, assuming various energy market and transport sector scenarios for the year 2030. The scenarios with biofuel production and increased biofuel use in the region are compared with reference scenarios where all new plants introduced into the district heating sector are combined heat and power plants, and the share of biofuel used in the transport sector is the same as today. The results show that the cooperation implies an opportunity to reduce fossil fuel consumption in the sectors by between 20% and 65%, depending on energy market conditions and assumed transport sector scenarios. If we consider biomass an unlimited resource, the potential for greenhouse gas emissions reduction is significant. However, considering that biomass is a limited resource, the increase of biomass use in the district heating system may lead to a decrease of biomass use in other energy systems. The potential for reduction of global greenhouse gas emissions is thus highly dependent on the alternative use of biomass. If this alternative is used for co-firing in coal condensing power plants, biomass use in combined heat and power plants would be more desirable than biofuel production through polygeneration. On the other hand, if this alternative is used for traditional biofuel production (without co-production of heat and electricity), the benefits of biofuel production through polygeneration from a greenhouse gas emissions perspective is superior. However, if carbon capture and storage technology is applied on the biofuel polygeneration plants, the introduction of large-scale biofuel production into the district heating system would result in a reduction of global greenhouse gas emissions independent of the assumed alternative use of biomass.

    • Genus och miljö är två områden som sällan kopplas samman, men som båda ska integreras i olika verksamheter som undervisning, samhällsplanering och samhällsutveckling. Utgångspunkten för denna bok är att de båda områdena förutsätter varandra och måste hanteras samtidigt. Strävan efter jämställdhet måset ta hänsyn till de miljökonsekvenser som följer med förändringar som görs. Ansträngningar att minska belastningen på ekosystemen måste på motsvarande sätt belysa genusaspekter kring frågor som odling och vattenförsörjning eller energianvändning. Strävan efter jämställdhet leder till att vi inte alltid kan se tydligt hur framtidens miljöpolitik ska formas, och miljöproblem leder till att jämställdhetsarbetet måste omformuleras efter hand. Vägen in i framtiden är inte solklar och spikrak, och vi måste beträda den med varsamhet och lyhördhet för olika röster och nya insikter. Boken presenterar grundläggande genusvetenskapliga teorier kopplade till miljöfrågor, naturvetenskap och teknikvetenskap och vänder sig till studenter inom miljövetenskapliga utbildningar samt till studenter inom genusvetenskap med intresse för miljöfrågor.

  • Law and Spatial Planning. Socio-legal Perspectives on the Development of Wind Power and 3G Mobile Infrastructures in Sweden

    • This PhD thesis in Spatial Planning argues for the importance of understanding the approaches to knowledge and rationalities embedded in spatially relevant decision-making. It emphasises the significance of seeing law as an empirical object of study for planning and environmental management. The Swedish development of wind power and 3G mobile infrastructures are used as cases to study these issues of principal interest. It is a compilation thesis consisting of a comprehensive introductory framework and five articles or chapters that have also been published elsewhere. The study is based on three main perspectives: Level of decision-making, legitimacy of different forms of knowledge involved in the process, and the sociolegal tension between formal law and its practical consequences. The thesis deals with problems stemming from the multi-level tensions in the planning and implementation that exist between the national, the regional and the local authorities. The legal context is analysed from the sociolegal perspective, in particular how the juridification of siting and permit conflicts determines what type of knowledge that can legitimately affect the decision-making and thereby set conditions for public participation. Finally, the thesis elaborates on the largely counterproductive results of the strong emphasis on “efficiency” in the revision of planning and permit processes for wind power and 3G-infrastructure, and what can be learnt from the experiences of the attempts at increasing efficiency. A combination of methods has been employed in the studies, and the data comes from a range of sources such as a large set of mast building permits, a sample of wind permit cases, as well as appealed permit cases. In addition, interviews have been conducted with judges from relevant courts, including regional handling officers who assess wind turbine applications. Legal documents such as preparatory work and licence conditions have also been analysed. The results show that there is a legal-rhetorical adaptation to the expert-based decision-making in court when permits are appealed. Further, the administrative levels interact poorly in the overall implementation. The national decisions, irrespective of the normative viewpoint of who should control the landscape planning, could be better informed of the preconditions at a local level that factually define the outcome of the implementation. The author, Stefan Larsson, holds a PhD in Sociology of Law, an LLM and is a sociolegal researcher who generally studies issues in the intersection of conceptual, sociolegal and technological change. The thesis has been supervised by Professor Lars Emmelin, The Swedish School of Planning, BTH, and co-supervised by Professor Karsten Åström, the Department of Sociology of Law, Lund University. The thesis is the result of research within the programme Tools for environmental assessment in strategic decision-making, MiSt, funded by The Swedish Environmental Protection Agency and the Centre for Work, Technology and Social Change at Lund University.

    • In Swedish municipalities, householders are addressed as important actors in the efforts to improve the quality of sewage sludge. Householders and sanitation professionals are regarded as integrated and active co-producers of the sanitation system, while limited by the functions offered by the technical and organizational structure. Through interviews with both householders and sanitation professionals, recognition of interdependence was identified in both groups although more communication with counterpart was asked for. If the aim is to increase sustainability in the sanitation system, regardless of technical changes, we argue that two-way communication between householders and sanitation professionals needs to increase and embrace not only advice about choice of products and ways to carry out water related activities, but also planning of activities, feedback on results and other aspects of interest.

    • GreenCharge Sydost är en sammanslutning av regionförbund, kommuner, landsting och företag medett övergripande syfte att främja införandet av elfordon i främst sydöstra Sverige. Blekinge TekniskaHögskola är huvudman för projektet med ansvar för att driva forskningen, och Miljöfordon Syd attdriva den operativa projektledningen avseende demonstrationer och samverkan med intressenter.Under 2013 gjorde forskningen inom GreenCharge en beräkningsstudie som påvisade att elbussar urett livscykelperspektiv har mycket mindre utsläpp än dagens dieselbussar och totalkostnaden skullekunna bli 25 % lägre över en 8-års period i Karlskrona på linje 1 och 7, 21 % i Jönköping på linje 1och 3, samt 17 % i Sundsvall på linje 2 och 4. Detta gäller under antagande att bussen drivs med nygrön el, att realränteökningen blir 1 % per år samt att energi-pristrender sedan 10 år tillbaka fortsättergälla framöver.. Beräkningsstudien antog också efter simuleringar utifrån befintliga linjer och aktuellavärden från busstillverkare en energianvändning på 1,04 kWh/km för eldrift.

    • A quarter of energy-related greenhouse gas emissions (GHG) originate from the transportation sector. Continuously increasing demand for transportation services worldwide is one of the main urban challenges addressed by Sustainable Development Goal 11, target 2. One way to address this issue is to develop an integrated transportation system that can ensure confidence and comfort for the passengers. This will contribute not only to the customers’ experience, but also to operators and authorities through sustainable, cost effective and profitable services. Conversely, the lack of such a system or a poorly managed system prevents the economy and society from realizing its potential. In the transition towards sustainability the planning process of complex systems such as transportation, often requires supportive tools and methods, such as futures methodologies that assist decision making by providing information about possible futures. In today’s rapidly changing environment, forecasting tools do not always provide the expected outcomes since it is difficult to predict all the unexpected events. Therefore, there is a demand for alternative methods that not only grasp the constant changes, but also create additional value (for example, meeting the needs of multisectoral collaboration and creation of common vision). The present article investigates the usefulness of three such methodologies, namely backcasting, foresighting and SymbioCity, for the planning process of the bus park and railway station in Kisumu, Kenya and Centralen in Gothenburg, Sweden. The paper’s contribution is a description of the Kenyan transportation system (which has not been studied in detail before), planning process and pertinent issues related to the stations both in Kisumu and Gothenburg, located in the sharply contrasting contexts of global South and global North respectively. On the basis of field research, interviews and feasibility study of futures methodologies, the paper concludes that backcasting is the most suitable of the methodologies for both places, since it can be applied at a small scale, provides creative solutions and has a high level of integration of stakeholders. Furthermore, the paper examines the application of the futures methodologies in multisectoral urban transitions apart from transportation and draws conclusion on what can be learnt from it.

    • Product-Service Systems (PSS) have been justified by a desire to find sustainable solutions that go beyond contemporary approaches. The characteristics of PSS offerings are to link goods and services in development and to provide systemic performance-based solutions to the customers. This paper investigates how established strategic product development tools for socio-ecological sustainability could be adapted for PSS development. An approach is suggested for how to apply these tools in early PSS development phases.
