    • Energy communities are emphasized by the EU as important for developing sustainable energy systems that include and engage many people. While many renewables are highly compatible with a more decentralized energy system, research indicates that participation in 'desirable' energy activities and energy decision-making is influenced by social and economic factors, including gender, economic status and home ownership. The overall aim of this article is to contribute to this line of inquiry by exploring how and under which conditions energy communities allow for broader participation in the energy system. This article examines how gender, as a more specific condition, influences the extent to which parties can or cannot engage with collective solar ownership models by means of a qualitative study of 11 solar energy communities and one housing association in Sweden.Results: The study revealed that despite the relative potential for inclusion that they hold, energy communities can raise justice concerns in terms of inequities concerning access, capacity, and opportunity to engage in decision-making.Conclusions: While solely focusing on gender offers a limited view of the dynamics of inclusion and exclusion in renewable energy projects, it is our position that integrating it into the analysis will provide insights into possible measures to remedy limitations and accelerate the renewable energy transition.

  • The role of the individual : a key to learning in preparedness organisations

    • A well functioning societal response to crises is benefited by individuals having adequate skills and knowledge. From a municipal perspective this requires the creation of a learning organization. The objective of this study is to determine whether individual municipal employees, who have the responsibility for preparedness planning, reason and act in ways that promote learning about crises and preparedness issues throughout the municipal organization. Analysis of interviews with preparedness planners in six Swedish municipalities on their strategies for preparedness planning, reveal that preparedness planning too often becomes a demarcated activity, restricted to not more than a handful of individuals. This study indicates that one reason for why the preparedness work becomes demarcated is that individuals central to the preparedness planning are not taking on roles for acting in ways that are required in order for a learning organization to be established.

    • Values and opinions about what is valuable, are of centralimportance in risk and vulnerability analyses. Yet what is considered valuableis seldom explicitly established. The aim of this study is to explore what groupsof civil servants express as valuable and worth protecting when performing riskand vulnerability analyses in their organisations and to discuss the underlyingreasons for their stipulations. A theoretical framework is elaborated and appliedon the outcome of four seminars, in which participants from Swedish publicorganisations express what they consider valuable and worth protecting. Theresults show considerable variation in what is expressed as valuable and worthprotecting. Possible explanations for the variation and the usefulness of theoutcomes of the different seminars are discussed.

  • Challenges of delivering TOD in low-density contexts : the Swedish experience of barriers and enablers

    • Transit Oriented Development (TOD) is key to the success of public transport and for sustainable urbanand regional development. Previous research has often focused on delivering TOD in urban areas with high population and building densities. This highlights the need to broaden the scope of TOD approaches to also include less densely populated areas located outside the immediate urban cores as a key concern for policy. The aim of this paper is to increase the knowledge of how to deliver TOD in such low-density contexts. Three case studies of attempts at delivering TOD in sparsely populated areas in three Swedish city-regions are made. The data for the case studies consist of planning documents and 13 interviews with key stakeholders involved in the planning processes of the three cases. The results show that many of the barriers and enablers are rather similar to those identifed in research onTOD in much more urban contexts in other parts of the world, but the relationships between them are diferently nuanced in low-density contexts. The lack of clear quantifed defnitions of what TOD is (or is not) allows a more fexible, site-specifc understanding of TOD to emerge in this context. It is important that a shared vision of TOD in each location is developed by the organizations involved—and such a shared vision appears to be crucial for the development to have a good chance of being delivered. Informal defnitions, and individual perceptions (including those of the public) are important; and in locations that are quite “marginal” for TOD, all enablers must interact together positively for the development to have the maximum likelihoodof going ahead as planned

  • Drivers of changing urban flood risk : A framework for action

    • This study focuses on drivers for changing urban flood risk. We suggest a framework for guiding climate change adaptation action concerning flood risk and manageability in cities. The identified key drivers of changing flood hazard and vulnerability are used to provide an overview of each driver's impact on flood risk and manageability at the city level. We find that identified drivers for urban flood risk can be grouped in three different priority areas with different time horizon. The first group has high impact but is manageable at city level. Typical drivers in this group are related to the physical environment such as decreasing permeability and unresponsive engineering. The second group of drivers is represented by public awareness and individual willingness to participate and urbanization and urban sprawl. These drivers may be important and are manageable for the cities and they involve both short-term and long-term measures. The third group of drivers is related to policy and long-term changes. This group is represented by economic growth and increasing values at risk, climate change, and increasing complexity of society. They have all high impact but low manageability. Managing these drivers needs to be done in a longer time perspective, e.g., by developing long-term policies and exchange of ideas.

  • A study of changes in everyday mobility during the Covid-19 pandemic : As perceived by people living in Malmö, Sweden

    • Sweden's strategy to manage the spread of Covid-19 has not included any form of lockdown, in contrast to the approaches adopted by most other countries. Instead, the strategy has been largely based on strong recommendations for society. Even though Sweden has not had any form of lockdown, the Covid-19 pandemic has during a relatively short period of time brought changes for society, significantly disrupting everyday life. The pandemic poses both challenges and opportunities for sustainable future transport, not least public transport provision, supply and use. The purpose of this study is to investigate how changes for society have translated into changes for mobility as an element of everyday life during the early stages of a pandemic. This study draws on a map-based online survey (public participatory GIS) which was purposefully designed to allow people to contribute with their experiences in order to capture how the current situation has affected several different facets of people's everyday life. Results suggest that effects on mobility, such as the possibility to telework, affect different groups differently and may exacerbate existing differences in terms of gender, geography and mobility. In order to mitigate negative effects, transport policy needs to be tailored in order to take these heterogeneities into account. Both spatio-temporal adjustment and modal adjustment were dominant themes for most activities, although the dominance of these themes varied among the activities. Our findings give an indication of both the short and long-term impacts on everyday mobility in the Swedish context, for groups of inhabitants in the city of Malmö. Through deepening our understanding of the processes at play, we suggest eight possible policy responses that can be carefully tailored, both in the interim and into the future.

    • AI in the Engineering, Procurement and Construction (EPC) industry has not yet a proven track record in large-scale projects. Since AI solutions for industrial applications became available only recently, deployment experience and lessons learned are still to be built up. Several research papers exist describing the potential of AI, and many surveys and white papers have been published indicating the challenges of AI deployment in the EPC industry. However, there is a recognizable shortage of in-depth studies of deployment experience in academic literature, particularly those focusing on the experiences of EPC companies involved in large-scale project execution with high safety standards, such as the petrochemical or energy sector. The novelty of this research is that we explore in detail the challenges and obstacles faced in developing and deploying AI in a large-scale project in the EPC industry based on real-life use cases performed in an EPC company. Those identified challenges are not linked to specific technology or a company's know-how and, therefore, are universal. The findings in this paper aim to provide feedback to academia to reduce the gap between research and practice experience. They also help reveal the hidden stones when implementing AI solutions in the industry.

  • Examining Inequalities in Cycling Motility : A Pathway Towards Cycling Justice

    • Realizing the environmental and social benefits of cycling requires effective policies that deliver increased and inclusive cycling. This thesis aims to contribute to the development of such policies by providing insights into what could make cycling achievable for more diverse social groups through engaging with theoretical perspectives from transport geography, the mobilities paradigm and social justice. In doing so the thesis examines the various elements that constitute an individual’s potential to use a bicycle and the connected inequalities.The thesis employs conceptions of accessibility and motility in combination with measures of inequality to examine the socio-spatial inequalities in cycling potentials. The first paper designs a new composite indicator based on Theil’s index of inequality and accessibility measures to study inequalities in bike-and-ride opportunities in Malmö. The second paper develops a quantitative operationalization of cycling motility by applying GIS-based and statistical analyses to empirical data collected using a survey study. Specifically, cycling motility is operationalized along three dimensions of access, competence, and appropriation. This is done by measuring cycling-related material and nonmaterial, as well as objective and subjective factors related to individuals and their social, cultural, and geographical environment.The subsequent papers put the concept of cycling motility in practice. The third paper builds on the approach developed in the second paper and examines inequalities in the cycling motility across different social groups from the three-dimensional justice lens of Nancy Fraser. Finally, the fourth paper provides insights into the relationships between individuals’ cycling motility and their realized mobility. The empirical findings highlight that such relationships vary across three urban contexts of Malmö, Gothenburg, and Beijing. Overall, the findings support that the operationalization of cycling motility is useful for studying individuals’ cycling potentials and capturing the connected between-individual differences, thereby helpful for development of policies that could realize the social and environmental potentials of cycling.

    • För att få fler människor att välja kollektivtrafiken behöver ny bebyggelse lokaliseras till platser med god kollektivtrafik, till exempel, till stationsnära lägen och genom att förtäta och blanda bostäder, service och grönområden för att ge invånarna närhet till olika aktiviteter. En kollektivtrafikorienterad bebyggelseplanering (KOB) – innebär att man skapar en tätare och mer stadsmässig bebyggelse kring kollektivtrafikens noder och stråk. I mindre tätorter och på landsbygden är förutsättningarna för det annorlunda än i större städer, och KOB måste därför anpassas till dessa förutsättningar. Planeringen av KOBpåverkas därtill av flera offentliga och privata organisationer, och deras samverkan är av central betydelse för att KOB ska kunna förverkligas i mindre tätorter och på landsbygden. I denna rapport beskrivs hur man kan främja KOB i mindre tätorter och på landsbygden i Sverige. Följande fem övergripande rekommendationer syftar till att stimulera KOB på platser med lägre täthet men möjligheter till god kollektivtrafikförsörjning:a) Utveckla en regional KOB-strategi och en regionalt anpassad KOB-typologib) Ta fram strategier för kollektivtrafikorienterad fastighetsutveckling i samarbetemellan myndigheter och marknadsaktörerc) Utveckla kommunala förtätningsstrategier för kollektivtrafikorienteradbebyggelsed) Utveckla kommunala kollektivtrafikstrategiere) Utveckla en väl fungerande samverkan kring KOB
