  • Swedish shippers’ strategies for coping with slow-steaming in deep sea container shipping

    • When container shipping lines experience over-capacity and high fuel costs, they typically respond by decreasing sailing speeds and, consequently, increasing transport time. Most of the literature on this phenomenon, often referred to as slow-steaming, takes the perspective of the shipping lines addressing technical, operational and financial effects, or a society perspective focusing on lower emissions and energy use. Few studies investigate the effects on the demand side of the market for container liner shipping. Hence, the aim of this study is to elaborate on the logistics consequences of slow-steaming, particularly the strategies that Swedish shippers purchasing deep sea container transport services employ to mitigate the effects of slow-steaming. Workshops and semi-structured interviews revealed that shippers felt they had little or no impact on sailing schedules and were more or less subject to container shipping lines’ decisions. The effects of slow-steaming were obviously most severe for firms with complex supply chains, where intermediate products are sent back and forth between production stages on different continents. The shippers developed a set of strategies to cope with the low punctuality of containerised shipping, and these were categorised in the domains of transfer-the-problem, transport, sourcing and distribution, logistics and manufacturing, and product design. All firms applied changes in the transport domain, although the lack of service segmentation limited the effects of the strategy. Most measures were applied by two firms, whereas only one firm changed the product design.

    • EU recently decided to include shipping, meaning all intra-European shipping and 50% of extra-European voyages, in the EU Emissions Trading System (ETS) beginning in 2024. This article provides an early assessment of the impacts of the EU ETS on the shipping sector’s potential reductions in greenhouse gas emissions for different types of ships. It further examines selected mitigation measures and the impact on modals split and costs. The study employs a mixed-methods approach combining quantitative estimates (based on data from the EU monitoring, reporting and verification system) with qualitative data and information from interviews with key actors and from previous literature. This approach aims to provide a comprehensive understanding of the impacts of the EU ETS. The inclusion of shipping in the EU ETS is expected to introduce significant incentives to reduce emissions. We estimate that switching to bio-methanol at an emissions allowance price of €90–100/tCO2 will be cost-effective for a minor share of shipping segments (representing about 0.5-5% of all ships), whereas at a price above €150/tCO2 it could be cost-effective for a considerable share (potentially 75%) of ships. In the short term, the costs incurred by the EU ETS will be passed on to transport customers as a surcharge. The increased cost may, unless properly addressed, drive carbon leakage. Meanwhile, a modal shift away from shipping may occur in the roll-on, roll-off (RoRo) and roll-on passenger (RoPax) segments due to direct competition with road and rail transport and the relative ease of shifting to other modes of transport.

  • CEOs’ understanding of blockchain technology and its adoption in export-oriented companies in West Sweden: a survey

    • Purpose – The purpose of this paper is to study current practices in adopting blockchain technology amongst export companies in West Sweden and to capture their CEOs’ knowledge of and attitudes towards blockchains. Design/methodology/approach – Factors enabling or hindering the adoption of blockchains were identified from a comprehensive literature review and a survey of 72 chief executive officers (CEOs) of exportoriented firms in West Sweden, all with turnovers exceeding e2m, regarding their knowledge of and attitudes towards blockchains. Findings – Blockchain technology is not currently perceived to provide benefits that would outweigh the costs of introducing it into West Sweden’s export firms. Nevertheless, the findings suggest that such technology, though currently too immature to meet today’s industrial requirements, could experience more widespread use if certain key factors (i.e. lower cost, traceability, improved security or trustworthiness and new blockchain-enabled business models) are prioritised. Research limitations/implications – Answered by 72 CEOs, the survey achieved a response rate of 6%, meaning that the findings are only exploratory. Even so, they offer new insights into CEOs’ attitudes towards blockchain technology. Practical implications – The CEOs reported comparatively limited knowledge of and experience with implementing blockchains, the lack of which has hampered their large-scale implementation in multi-actor supply chains. Social implications – Negative sentiment amongst CEOs towards blockchain technology may lower onthe-job satisfaction amongst tech personnel aspiring to develop and implement blockchain applications in their firms. Originality/value – Knowledge of and attitudes towards blockchain technology amongst top-level managers, as well as about factors enabling or hindering its adoption, guide managers in crafting strategies for implementing blockchains in their organisations and maximising the benefits therein. Unlike past studies focussing on technological aspects or views of experts and middle-management, the study was designed to capture the views of CEOs.

    • Förstudien illusterar hur de svenska inre vattenvägarna kan användas för lokala och regionala godstransporter. Värden identifieras som potentiellt kan realiseras till nyttor på systemnivå. Det är ökad framkomlighet och bättre markanvändning i urbana miljöer, minskad belastning på väg och järnvägsnät, redundanta transportvägar (lägre sårbarhet), systemflexibilitet genom snabba förändringar, energieffektivitet och lågt buller. Vi ser att det finns potentiella nyttor på systemnivå och svagheter kring fartyget och dess gränsytor till väg- och järnväg som kan handla om omlastning och tillgänglighet till kajer och hamnar. Det senare är en fråga för stads- och regionplanerare som förefaller ovana att se kajer och strandlinjen som en potentiell på- och avfart till vattenvägen. Ett övergripande mål för projektet, Vattenvägen -den intermodala pusselbiten till resurseffektiva regional- och tätortstransporter är att visa hur, på vilket sätt och i vilken omfattning, vattenvägen kan användas för att energi- och resurseffektivisera region- och tätortstransportsystem och därmed bidra till de transportpolitiska målen. Förstudien har påbörjat arbetet och identifierar en rad avgränsade steg som kan genomföras som delprojekt och samtidigt leda mot de övergripande projektmålen.

  • International container shipping through the Covid-19 pandemic - Disruptions from a Swedish perspective

    • At the onset of the pandemic in spring 2020, the Swedish shipping sector was first affected by border closures preventing passengers to use RoPax shipping and cruise ferries. There were some blank sailings but in general they kept operating to foster intra-European trade by trucks despite the missing revenues from passengers. Shipping in general was affected by port disruptions and complicated crew changes. Eventually, however, it was clear that the most dramatic disruptions on a global scale where experienced in the container segment. General media reported on delayed goods, high freight rates and, however not related to the pandemic, the Ever Given blocking the Suez Canal for a week in March 2021. Currently, there are few reports of supply chains and shipping suffering from disruptions and capacity constraints related to the pandemic. The peak in freight rates was rather replaced by depressed rates and there is a certain risk that some logisticians and supply chain managers regard the pandemic as a once-in-a-lifetime event and just want to get back to a previous behaviour seeing container shipping as a commodity with indefinite capacity at a reasonable price. Nevertheless, the war in Ukraine, the drought in the Panama Canal and the attacks by the Houthi rebels in the Red Sea create other problems for container shipping. Freight rates increase significantly, but from very low levels. The purpose of the report is to describe and analyse how international container shipping was affected by the Covid-19 pandemic and other disruptions. The analysis takes a Swedish perspective on disruptions and tries to go beyond the anecdotal reporting and capture what happened and why. Container shipping is put into a context of economy, consumption, world trade, supply chains and logistics. The pandemic and more current events affecting container shipping market are described together with how shipping lines responded. A series of interviews with Swedish actors revealed how they perceived the disruptions and what countermeasures the actors have applied to mitigate the effects, their organisational learning and how they prepare for future disruptions.

    • Trans-ocean liner shipping companies adopt slow steaming during periods when the market is characterised by low demand, high fuel prices, low freight rates and overcapacity. The most recent instance in which this occurred was the period following the 2008/2009 global financial crises, and the speeds have not yet rebounded to the pre-crisis levels. Most of the existing research regarding slow steaming takes environmental, economic and maritime engineering perspectives, meaning that the phenomenon is studied from the viewpoint of ship owners. The purpose of this paper is to explore the effects of slow steaming from the shipper's perspective.

    • Many geographically peripheral member states of the EU are critically dependent on short sea Roll-on/Roll-off (RoRo) and mixed freight–passenger (RoPax) shipping services for intra-European trade. The implementation of the Sulfur Emission Control Area (SECA) regulation was expected to raise the operating cost for RoRo and RoPax shipping, and slow steaming was proposed as an immediate solution to save the increased cost. Previous research has investigated the issue of slow steaming and SECA using a quantitative approach. However, the reaction of the RoRo and RoPax shipping firms toward slow steaming as a mitigating factor in the face of expected additional SECA compliance costs using qualitative methodology has not been explored yet. In addition, the knowledge regarding the impact of slow steaming on the competitiveness of short sea RoRo and RoPax with respect to service quality is limited. This article has addressed these issues through the analysis of multiple cases focusing on RoRo and RoPax firms operating in the North and Baltic Seas. Overall, our findings suggest that the 0.1% SECA regulation of 2015 requiring the use of higher-priced MGO has not caused slow steaming in the RoRo and RoPax segments to a large extent. The increased bunker prices are partially transferred to the customers via increased Bunker Adjustment Factor and partly borne by the shipowners. We have found that out of 11 case firms in our study only one RoRo and one RoPax firm have reduced vessel speeds to compensate for the additional SECA compliance costs. We conclude that for RoPax and RoRo segment bunker prices, rigorous competition and, most important, different service quality requirements have significantly restricted the potential implementation of slow steaming.

    • This paper’s purpose is to explore flexibility-based countermeasures that enable actors in maritime supply chains to mitigate the effects of disruptions with different characteristics. Semi-structured interviews were conducted with shipping lines, shippers, forwarders and ports. Data on the COVID-19 pandemic’s effects and countermeasures were collected and compared with data regarding the 2016–2017 Gothenburg port conflict. Spatial, capacity, service and temporal flexibility emerged as the primary countermeasures, whilst important characteristics of disruptions were geographical spread, duration, uncertainty, criticality, the element of surprise and intensity. Spatial flexibility was exercised in both disruptions by switching to alternative ports. During the COVID-19 pandemic, ensuring capacity flexibility included first removing and then adding vessels. Shipping lines exercising service flexibility prioritised certain cargo, which made the spot market uncertain and reduced flexibility for forwarders, importers and exporters that changed carriers or traffic modes. Experience with disruptions meant less surprise and better preparation for spatial flexibility. Comparing flexibility-based measures in a pandemic versus port conflict provides insights into the important characteristics of disruptions and the relevance of mitigation strategies. The resilience of maritime supply chains, although underexamined compared with manufacturing supply chains, is essential for maintaining global supply chain flows.

  • Modal shift to inland waterways: dealing with barriers in two Swedish cases

    • This paper analyses strategies to overcome barriers to a modal shift to inland waterway transport (IWT). Barriers identified in research literature have been categorised as regulatory, financial, service quality and market characteristics. Using two cases involving Swedish entrepreneurs initiating IWT, this paper has shown how barriers to the modal shift to IWT can be managed where markets are limited. Modal shift involves multiple actors, and the entrepreneurs interacted with ports, shippers, shipping companies, regulatory actors, forwarders and hauliers, depending on the barrier. Strategies to manage barriers included negotiating, educating stakeholders, securing volumes, conducting a proof-of-concept run and identifying business opportunities for stakeholders. The findings can increase stakeholders’ knowledge of IWT. Policy makers aiming to promote modal shift must understand that fees and legislation act as barriers.
