- Engineering is an important force in the building of society. Engineers are identified as problem solvers, but also criticized for causing new problems due to a narrow focus on technology. Feminist theorists as well as researchers within sustainable development have called for a more democratic and accountable practice among engineers, in order to cater for widespread societal and environmental risks as well as moral questions of technological innovations. The introduction of sustainable development has been introduced by the Swedish government into the school system at all levels and specifically in higher education of engineers. Engineering education has a potential to prepare future engineers for engagement in societal aspects to a higher degree, but this requires a more integrated education program where values and discussions are integrated in courses.

- Studies have shown that societal change related to economic growth and development policies can affect the adaptive capacity of communities to a multitude of stressors including climate variability and change. Concerns have recently been raised about the consequences of climate mitigation and adaptation on vulnerable groups and the impacts of large-scale globalization processes on the adaptive capacities of local communities. This chapter addresses how side effects of technological and socioeconomic changes, which we refer to as spinoffs have potential to strengthen climate adaptation strategies. The spinoff examples fall under a two-dimensional framework according to whether they arise from orchestrated or opportunity-driven initiatives and technological or socio-economic changes. Three cases in developing countries undergoing rapid economic growth have been chosen as examples of different types of spinoffs and how they can positively influence climate adaptation and more particularly adaptive capacity. They are: information and communication technology (ICT) in South Africa, changing lifestyles in China and empowerment in India. The cases illustrate that new objects, inventions and trends constantly emerge which have potential to help people improve their livelihoods in ways that can be climate smart. People working as development workers and policy makers need to be observant and engage in open-minded dialogue with communities in order to recognize emergent technologies, lifestyles and trends to facilitate the use and development of on-going or potential spinoffs that positively affect adaptation to climate change.

- This chapter outlines the development of the Swedish Higher Education System that led to the evolution of the profession of research management and administration (RMA) in Sweden. Evolution from an informal network towards more formalised and structured work within the Swedish RMA community is highlighted. Discussion on the level of salaries development depending on the education level, gender, experience and roles are elaborated too. The majority of the Swedish RMA community are women, which does not differ from most other RMA communities around the world. Swedish Association of Research Managers and Administrators (SWARMA) is the bridge between national research and innovation funding agencies and researchers. SWARMA selected members actively participate in the reference groups for EU R&I programmes. The future for RMAs in Sweden looks bright!.

- In the last decades public policy-making had borrowed approaches and methods from the business world. Managers in business firms are seen, as role models for public policy-makers in their acting. Strategies have become the key concept in public policy-making. Public policymaking has become strategic management. By applying the strategic management approach regions, nations or the EU are regarded as organizations comparable to firms like Google. But states and regions are not organizations with owners, top management and employees like a company. They are territories populated by inhabitants, entrepreneurs, firms and organizations each of them with their own agenda but acting inside the institutions decided by an elected political assembly. These institutions represent the rules of the game to be followed by the actors playing on the territory. Otherwise they are free to ignore public strategies and act in accordance with their individual aspirations. The lack of dedicated support for public policies, among many actors make that historical circumstances normally exerts a greater impact on social and economic development than public strategies. Strategic management has gained popularity because its signal effect. It is a way for policy-makers to send a signal on their willingness and determination to create a better future. The major weakness of the approach is that the willingness of the policy-makers exceeds the policy-makers’ capability. © 2017 Nova Science Publishers, Inc.

- Sweden is nowadays a country of housing shortage and the latest changes of the Planning and Building Act are intended to simplify an increased house-building. The Swedish Parliament thus decided in July 2014 to allow a new type of house; the so called “attefall house”, named after the answerable minister Stefan Attefall. In most cases only an application to the municipality followed by a starting permit from the building committee is needed without involving the neighbours, but in some special cases an ordinary building permit is still needed. The political cause to ease restrictions was to make it easier for house-owners to build and to let rooms in times of housing shortage, especially in the metropolitan areas. The national association of Swedish house-owners thus calculated with 200 000 new possibilities of dwellings for rent. The “attefall house” is however intended for second home use as well as permanent living. According to a questionnaire by the Swedish Television, the number of applications related to independent complementary dwellings, is negligible (totally 19 applications) in the three greatest cities in Sweden; Stockholm, Gothenburg and Malmö during the first year of the reform. The main part of the 5150 approved applications are connected to guest-houses etc. The interest has been topmost in municipalities well-known for large numbers of second homes. The article discusses the outcome in these kinds of coastal areas.

Traditionellt sett har svensk kommunal planering varit inriktad på att försöka tillgodose en prognostiserad ökad efterfrågan på bilresor, och bilen har varit en given parameter att ta hänsyn till i stadsplaneringen.Vi vet idag att en omställning av transportsektorn är avgörande för uppfyllandet av de klimatpolitiska målen och FN:s 2030-mål. Såväl forskare som praktiker har därför framhävt behovet av att öka andelen energieffektiva transportslag som gång, cykel och kollektivtrafik.
