    • We analyze the architecture and functioning of wolf governance in the European Union revealing some of the dynamics between biology conservation and social management. Comparing Germany, Galicia (Spain), Portugal and Sweden as illustrative examples the paper highlights important similarities and differences in the governance conceptualizations and architectures. In the second part, the article examines struggles and challenges to the EU’s protective governance paradigm. Our findings indicate that active opposition to wolves becomes especially visible in Sweden and Germany, the two countries with the least number of wolves but their fairly recent re-appearance. We conclude that such opposition cannot be sufficiently explained by rationally grounded disadvantages due, for example, loss of farm animals caused by the large carnivores and/or insufficient compensation measures. We argue it’s more accurate to assume a clash of paradigms, which have in themselves vaster ontological, epistemological, experiential and axiological issues and which, in turn, strongly shape opinions, values and attitudes.

    • In the context of the difficult issue of managing fishing in a sustainable fashion, this study develops strategies to support more efficient and effective management of the Baltic Sea Regional Advisory Councils (BS RAC). Established by the EC as a new governance process in order to include new voices into the decision making process, the BS RAC consists of representatives of the fishing industry, national representatives, and environmental groups. It is charged with providing advice to the Commission in a consensus report based upon data on the status and prognosis for the fisheries, provided by scientists. Both the process of consensus building and the use of scientific advice have been problematic. This study analyses the communication process within the BS RAC through observations and in-depth interviews. Based on identified obstacles and areas of conflict, strategies and methods will be developed which seek to improve conflict solutions among stakeholders, increase understanding, and support an efficient consensus achievement. The strategies include individual conversations to address the perspectives and ideas of RAC participants and develop a common core of understanding, as well as joint fact-finding and the design and implementation of neutral, independent, expertly-mediated dialogues as a pilot program. The successfully tested strategies can be replicated and used to improve the long-term outlook for the Baltic Sea fisheries, as well as serving as a model to ameliorate other conflicted issues of governance of common resources.

    • The Polish fishing fleet in the Baltic Sea consists to ca. 70% of small‐scale vessels and is regulated under the European Union‟s Common Fisheries Policy (CFP). With about 2000 rules, the CFP is one of the most comprehensive fisheries governance agreements worldwide. However, from all the countries surrounding the Baltic Sea, Poland has the highest amount of illegal unregulated and unreported fishing (IUU) as a recent study by Rossing et al. (2010) suggests. In some years, the estimated Polish IUU for cod reaches 300% of the reported cod landings. This indicates the ineffectiveness of the current fisheries governance system that is especially apparent in Poland for a number of reasons.Despite the transformation from socialist to market oriented society, Poland is still characterized by an authoritarian culture, little experience with deliberative decisionmaking and skepticism and distrust towards EU regulations. Local and regional fishermen‟s organizations hardly exist or are highly fragmented. A unifying voice in policy formation is therefore missing. The so‐called “mazonerias” that managed fisheries as local, co‐operative organizations in the command economy before 1991 have almost completely disappeared.Along with these institutions, the cultural norms of localized collaboration and mutual selfhelp vanished as well. In their places emerged an ideology of pure self‐interested behavior on the part of individual fishermen and minimal legitimacy attributed to coordinating, regulating institutions (Marciniak and Jentoft, 1997) including the scientific advisory system (Stöhr and Chabay, 2010).Against this background this talk presents first findings regarding the establishment and institutionalization of the “Polish Baltic Sea Fisheries Roundtable” (PFRT) as the first attempt to move towards more stakeholder participation in Polish fisheries governance. The PRFT is a forum for Polish Fisheries stakeholders, scientists and administrators to discuss current topics of relevance to the Baltic in order to increase trust between the stakeholders and build social capital. As a cross‐link between the local, national and the EU‐level, the PFRT aims to develop a more coherent and effective Polish voice in the Baltic Sea Regional Advisory Council (BS RAC), to the European Commission and to the Polish government. It started in January 2009 as a joint initiative by a fisherman, an environmentalist, a scientist and our group.The talk highlights the most important steps for the successful initiation of the PRFT in the difficult Polish environment and reflects on the results and challenges that have occurred so far. After 7 conducted meetings the PRFT is on its way to become a well established crosslink between different hierarchical and vertical levels with regular participation of fishermen, environmental NGOs (ENGOs), scientists as well as government and BS RAC representatives. The dialogue among the different stakeholder groups is improving and regarded as useful and relevant by both the stakeholders as well as government officials. However, despite early successes there are also challenges that have not been resolved yet. Among those are the development of consensus‐based PRFT position statements and the participation of PFRT members as advisors in government meetings. From a general perspective, the talk addresses the question of the right development speed for the institutionalization process of participatory instruments such as the PRFT.

    • In project-based, interdisciplinary engineering courses, teachers face the challenge of not only imparting technical knowledge but also facilitating effective project- and teamwork. In this study we conducted a thematic qualitative analysis of 11 teachers' reflections on interdisciplinary project-based learning (PjBL). The results show that teachers appreciated PjBL as a means to motivate students and that one challenge was handling differences in terms of student disciplinary background. While most teachers did not see a need for further training, teachers who did identify such needs also seemed to already apply a wider range of PjBL teaching strategies. We discuss the implication of our findings for both practitioners and researchers.

    • More inclusive forms of governance are increasingly advocated that allow for stakeholder participation and joint capacity building. Platforms for dialogue and the exchange of knowledge are seen as one tool to integrate different knowledge systems such as science and local knowledge. In this study, we examine a Swedish Co-management Initiative of fisheries using an integrated version of Plummer and Fitzgibbon’s ‘Adaptive Co-Management’ (2004) and Senecah’s ‘Trinity of Voice’ (2004) frameworks in analysing the participation process, communication, and learning outcomes. The results show that participating actors were successful in developing trust and enhancing learning, starting with a conflict situation and diverging interests. Attention to ‘access’ and ‘standing’ as part of participation, and skilled facilitation, were key issues in achieving these results. The article provides insights with regard to the use of established frameworks, here applied to an empirical case, enhance our understanding of learning in conflicted contexts, and helps practitioners in designing and institutionalizing learning processes and platforms in other contexts.

    • In this paper we apply multiple perspectives in order to investigate a co- management initiative of fisheries in Sweden, using the frameworks of Adaptive Co-Management and the Trinity of Voice along with a cognitive and social perspective. The analysis and evaluation of participation in environmental governance, here fisheries, focuses on the context, pre-conditions and outcomes, as well as the participatory and communicative process of the initiative, identifying critical factors supporting and hindering the success of the exercise in relation to expected outcomes. We conclude that the project generated positive outcomes and discuss the supporting factors of this result. The discussion also focuses on the need to bring a cognitive and social perspective in to the analysis as it explains the pre-conditions - in terms of the differing ways that participants view and understand ecological problems and changes - and that these views are crucial aspects of the communicative process and need to be addressed and attended to.

    • Recent years have seen a growing interest in how student groups regulate their learning when taking part in collaborative and interdisciplinary project-courses that are increasingly becoming popular in Engineering Education programs. While there is a rich research landscape on self-regulated learning, more empirical studies are needed on social regulation of peer-learning in collaborative group work. This study addresses this gap by conducting a narrative comparative case study to document shared regulation in three student groups from three project-based courses. Qualitative data was collected through interviews with members from those interdisciplinary groups working on real world challenges. The interviews were analysed for regulation episodes and synthesised into narratives representing key aspects of the groups regulative behaviours. The results are expected to highlight numerous instances of social regulation of learning within the various groups’ at different stages of the project. Preliminary results presented here demonstrate challenges faced by a group when attempting to socially regulate their learning, underlining the importance of scaffolding for collaborative learning. Findings from the full study will highlight the important role that social regulation processes play in group learning and add to the current understanding of the interplay between different modes of social regulation in groups.

    • Engineering education has seen a growing interest in how students regulate their learning as a group in interdisciplinary projects. This study adds to the current literature on social regulation of learning by conducting a comparative case study of three interdisciplinary group projects addressing real-world challenges. Semi-structured qualitative interviews were synthesised into narrative episodes representing key aspects of the groups’ regulative behaviours. We found indications of co- and socially shared regulation across all groups, with noteworthy differences in the project phases that led to varying student experiences. We discuss key factors that affected regulation along four themes we identified: (1) goal setting and planning, (2) implementation, monitoring, and evaluation, (3) the role of supervisors, and (4) the impact of disciplines. We offer insights for practitioners and provide a foundation for future research on social regulation in interdisciplinary group learning.

  • Governing Power, Knowledge and Conflict in Complex Commons Systems

    • This thesis contributes theoretically and empirically to the research about complex commons governance systems that are characterized by numerous and diverse agents, complex distributions of power, incomplete and competing knowledge as well as diverse contestation and conflict processes. Governance refers to a system of public and/or private coordinating, steering and regulatory processes established and conducted for social (or collective) purposes. The thesis identifies challenges and responses for the governance of natural and digital commons systems based on case studies of Baltic Sea Fisheries, Wolf governance in Europe, an action research project in Polish fisheries and a meta-synthesis of the governance of Open Source Software. The analysis of the different governance systems is thereby guided by a universal governance framework enabling a comparative perspective. The findings suggest that while both hierarchical and self-governance can be successful, cases characterized by agents with diverse cognitive-normative frames and by high socio-ecological or socio-technical complexity tend to struggle to achieve the desired collective action outcomes. As a consequence both natural and digital commons systems appear to move towards middle-ground forms of co-governance attempting to combine hierarchical governance modes with means of participation and inclusion. The research shows that it is not participation per se, but its quality that is critical to overcome the struggles created through powers relations and competing knowledge claims. The findings support a process-oriented and context sensitive approach to participation, which has to be seen in the existing institutional and cultural landscape. Rather than a focus on consensus, well-designed communication processes fostering trust building, learning and capacity building are identified as key mechanisms. The thesis provides some guiding principles for participatory governance in environmental commons scenarios. Indicative evidence suggests those share important characteristics with success factors in digital commons governance. As theoretical contribution, the thesis enhances the development a unified conceptual framework for the analysis of different governance systems based on distinguishable categories of socio-organisational and cognitive-normative governance features. Through its universal applicability to governance analysis, the framework fosters the accumulation of a broad empirical base for theoretical development that is essential to cumulative science.
