  • Capturing the citizen perspective in crisis management exercises: possibilities and challenges

    • Purpose – Supporting and communicating with citizens is a vital part of societal crisis management. Training exercises may offer an opportunity to develop capabilities among managers in this regard. The purpose of this paper is to examine this potential in an analysis of how citizens were portrayed and perceived by participants in a major crisis management exercise.Design/methodology/approach – Observation, document analysis and short interviews during the exercise were used as data collection methods. Data were subjected to thematic analysis to capture core themes in relation to the research aim. Findings – Patterns in how citizens’ reactions were portrayed in the exercise were identified to form a citizen behaviour typology. Observations during the exercise also demonstrated some of the challenges in incorporating the citizen perspective. However, findings regarding the perception of the citizen perspective also demonstrate the ability of exercise participants to meet and respond to public behaviours with respect and seriousness.Originality/value – Variation is an important condition for learning in exercises, and the identified typology is suggested as a starting point for achieving this in incorporation of the citizen perspective in training scenarios. The results of the study are discussed in terms of a learning framework with the aim of explicitly developing crisis managers’ ability to interact and communicate with citizens in crisis situations.

    • Syftet med denna kvalitativa studie var att få djupare förståelse för förskollärarnas och barnskötarnas upplevda organisatoriska arbetsvillkor så som de beskrevs i vittnesmålen i den 689-sidor långa förskoleuppropet #pressatläge. Studien baserades på anonymiserade vittnesmål från personal i barnomsorgen från hela Sverige. Analysen av datamaterialet resulterade i tre huvudsakliga teman: a) prekariserande arbetsförhållanden, b) förskolemiljön som en krisplats och c) barns utsatthet nu och i framtiden. Slutsatsen av studien visar att konsekvenser av dåliga arbetsvillkor i en kvinnodominerad yrkesgrupp är kortsiktiga i form av psykisk ohälsa men också långsiktiga vad gäller barnens bästa och verksamhetens framtida utveckling.

    • Syftet med denna kvalitativa studie var att studera hanteringen avsexuella trakasserier ur ett ledarskaps- och ett organisationsperspektiv såsom det framställs i vittnesmål genom #metoo. Till grund för analysen ligger upprop från tre mansdominerade organisationer: Försvarsmakten (#givaktochbitihop), polisen (#nödvärn) och räddningstjänsten(#larmetgår). Analysen av datamaterialet visar förekomst av fyra olikaorganisationskulturer: macho-, tystnads-, bestraffnings- och motståndskultur som i sin tur påverkar de ledarstrategier som används i hanteringen av sexuella trakasserier. De identifierade ledarstrategierna beskrivs som antingen positiva eller negativa ur ett individ- och ett organisationsperspektiv. Resultatet diskuteras teoretiskt och praktiskt med förslag på framtida forskning.

  • Emotion matters : Emotion management in Swedish Peace Support Operations

    • The thesis makes an overall contribution to the qualitative research on soldiers’ experiences from service primarily in low-intensity mission areas, this operational environment being placed within a framework of emotion sociology. The central argument put forward states that even on this type of mission the emotional demands are considerable, and that the need for emotional management in Peace Support Operations (PSO) should therefore generally follow other demarcations than the formal military divisions of high and low intensity conflicts respectively. In contrast to the prevalent view stating that the successful soldier is someone with emotional control in the sense that he ‘lacks’ feeling towards what he is doing, this thesis argues that soldiers’ emotion management work when choosing, modelling, managing, and displaying the ‘right’ emotional expression is what it takes to get the job done. Further, the thesis argues that emotion management demands are not restricted to the tour of service. Returning home often involves feeling both cognitively and emotionally disorientated, even if the mission has been militarily quite uneventful. A new theoretical concept, Post-Deployment Disorientation (PDD), is introduced to explain and highlight the origin of these feelings. PDD is not a diagnosis, however, but a term reserved for a phenomenon invisible in statistics that likely confronts the majority of Swedish soldiers on return.The thesis comprises four essays and draws on qualitative data collected mainly from soldiers deployed to Kosovo and Liberia in 2006/2007. Two of the essays also include data from Afghanistan. Jointly, the four essays help us understand that from an emotion management perspective, serving abroad is both a varied and challenging experience. Nevertheless, the informants seem to muddle through many difficulties and the study broadly confirms Bolton’s (2005) accounts of the multi-talented emotional actor, who is quite capable of handling contradiction while negotiating feeling rules. However, this does not mean an adjustment with negligible effort or without substantial emotional costs.

  • Managing visibility and differentiating in recruitment of women as leaders in the armed forces

    • Recruitment is one of the Swedish Armed Forces' (SAF) main challenges today. Recruiting more women into the organization is one of the organization's aims, as well as providing them with more opportunities for career development. The purpose of this article is to gain a deeper understanding of how female military officers perceive barriers and advantages on their way to higher leadership positions. A total of 10 women from a variety of backgrounds and positions in the armed forces were interviewed. Their ranks ranged from Captain to Colonel and they represented army, naval units and air force. The interviews were analysed using a Grounded Theory approach. The qualitative analysis resulted in two main themes: Supporting visibility of women as leaders and differentiation of women as leaders. The former concerns positive strategies on an individual and organizational level that support an increase in the number of female leaders in the SAF, and is a way of responding to political incitements and the SAF's fundamental values. The second concerns ways how women are portrayed as different and divergent from the male standard. The suggested model may be valuable in recruitment, educational settings and leader development of high-level military officers from a gender perspective.

  • Flotation REST as a Stress Reduction Method : The Effects on Anxiety, Muscle Tension, and Performance

    • The purpose of the study was to investigate the influence of flotation REST upon skilled and less skilled golfers’ anxiety in terms of physiological indicators of stress, self-rated anxiety scores, muscle tension, and the effect on golf putting. Prior to performing the putting task participants underwent a treatment of flotation REST or a period of resting in an armchair. Participants completed both treatments in a randomized order with a two-week interval. The results showed that both flotation REST and the armchair treatment reduced systolic blood pressure and heart rate, with no differences between treatments or athlete skill levels. No significant differences between treatments were revealed regarding self-ratings, level of muscle tension or putting precision. The results indicate that flotation REST may be useful for reducing negative symptoms related to stress and anxiety in general; however, no support for direct positive effects on golf performance were found.

  • Risk and Safety Attitudes Among Conscripts During Compulsory Military Training

    • The purpose was to examine relationships between individual characteristics, leadership, group cohesion, and risk and safety attitudes among Swedish conscripts (N = 389). The longitudinal questionnaire study revealed positive associations between safety-specific leadership and safety attitudes, while safety skepticism and leadership promoting risk taking were associated with stronger attitudes of necessary risk taking. Attitudes of unnecessary risk taking, on the other hand, were negatively related to safety-specific leadership and group cohesion, but positively associated with safety fatalism and leadership promoting risk taking. Decreases in safety attitudes were found between basic and unit training. The results highlight the importance of a balanced leadership.

    • Issues concerning risks in the military have gained increased attention within the Swedish Armed Forces, particularly relating to the new focus on an all voluntary force participating in international missions. Military activities inevitably include an element of calculated risk-taking, while at the same time the unnecessary taking of risks must be minimized. Within the context of the specific mission and situation, a number of factors relating to demographic variables, traits and beliefs may influence individual inclinations towards risk behaviour. The purpose of this study was to examine the relationship between such factors and individual risk propensity. Data were collected from two samples of Swedish soldiers and officers. Examining demographic variables, negative safety values and risk propensity were found to decrease with age, while men demonstrated a more sceptical view of safety measures and a higher risk propensity than women. The trait known as lack of deliberation, reflecting an inability to think ahead and foresee consequences, was positively related to risk propensity. A more sceptical view of safety was shown to be associated with a higher sense of personal invincibility and together with lack of deliberation predicted variations in danger-seeking scores. The distinction between functional and non-functional risk-taking is discussed on the basis of the relationships found in the study. Implications for recruitment to the military as well as for training and leadership are suggested, emphasizing the need for military leaders to balance their leadership in terms of safety-oriented and risk-promoting behaviours.

  • Disaster risk reduction and the limits of truisms : Improving the knowledge and practice interface

    • Action toward strengthened disaster risk reduction (DRR) ideally builds from evidence-based policymaking to inform decisions and priorities. This is a guiding principle for the Sendai Framework for Disaster Risk Reduction (SFDRR), which outlines priorities for action to reduce disaster risk. However, some of these practical guidelines conceal oversimplified or unsubstantiated claims and assumptions, what we refer to as 'truisms', which, if not properly addressed, may jeopardize the long-term goal to reduce disaster risks. Thus far, much DRR research has focused on ways to bridge the gap between science and practice while devoting less attention to the premises that shape the understanding of DRR issues. In this article, written in the spirit of a perspective piece on the state of the DRR field, we utilize the SFDRR as an illustrative case to identify and interrogate ten selected truisms, from across the social and natural sciences, that have been prevalent in shaping DRR research and practice. The ten truisms concern forecasting, loss, conflict, migration, the local level, collaboration, social capital, prevention, policy change, and risk awareness. We discuss central claims associated with each truism, relate those claims to insights in recent DRR scholarship, and end with suggestions for developing the field through advances in conceptualization, measurement, and causal inference.
