  • Developing local crisis leadership : A research and training agenda

    • The crisis triggered by Covid-19 has exposed the interdependencies of modern society and sparked interest in local response to protracted and complex crisis situations. There has been a growing awareness and interest in the key roles of political and professional stakeholders, their emotional regulation and how they influence team performance and outcomes in dealing with uncertainty and complex crisis situations. While cognitive and behavioral aspects of crisis leadership are well researched, less is understood about how one can mitigate negative emotions, instill trust, or restore public faith and support of security forces and emergency response teams during crises. In addressing this gap, we propose a simplified conceptual roadmap for research and training of local crisis leadership. In this, we emphasize complex problem solving, team interaction, team context and technology and team training design. These four factors represent significant barriers if neglected. On the other side, they may be considerable force multipliers when better understood and managed. We suggest how seven research and training questions could be linked to the four conceptual factors and guide an evidence-based approach to develop local crisis leadership.

    • IN THIS BRIEF, we investigate what forms of protection of civilians (PoC) provided bypeacekeepers that enjoy more support thanothers. We compare peacekeepers’ perceived level of proactive engagement, with the expectations and demands from local populations. We find that civilians who are at risk prefer peacekeepers who show resolve in protecting civilians, and their support is based on assessments of robustness.

  • Leader development using group dynamic interventions : a systematic literature review

    • This literature review aimed to synthesize the existing research on group dynamic interventions that are designed to enhance individual leadership development in organisations. Such interventions are typically intended to help leaders learn about both themselves and interpersonal relationships. A systematic mixed studies literature review with an integrated design was undertaken. The selection process resulted in nine articles that met the inclusion criteria. The scarcity of studies means that no reliable conclusion could be drawn on the sizes of effects and, thus, whether group dynamic interventions are effective or not. Given this situation, four tendencies could still be identified. First, interventions involving practical skills (e.g., problem-solving techniques) appear to be effective. Second, interventions focusing on inner processes (e.g., self-awareness, self-acceptance, and sensitivity to group processes) appear to have some favourable effects. Third, little evidence was found regarding the effectiveness of interventions aimed at improving leaders’ interpersonal skills. Fourth, identified enablers and neutralizers include group characteristics, facilitator qualities, intervention goals and focus, a safe climate, and opportunities for practice. The lack of evidence regarding effectiveness does not mean that group dynamic interventions are ineffective. It means only that more research is necessary to evaluate this type of developmental intervention.

    • Bioweapons deliberately spread to humans and animals is one of the most complex and intersectoral CBRNE threats. It requires multi-sectoral collaboration between law enforcement, public and animal health and in severe cases civil-military collaboration. By building a collaborative management culture between these sectors, through joint education, training and exercise activities, better methods and tools will be obtained in order to reach interoperability and an integrated preparedness approach. Lessons learned and experiences from previous projects, courses, workshops, and simulation exercises require a rationale knowledge transfer. Horison scanning is one example of a method that can be recommended to educate strategic analysts jointly from various sectors and the “Decision Theater” is a dynamic and flexible tool that is useful to train decision makers to examine complex bio-agro defense and biosecurity problems.

    • PurposeThis paper aims to systematically review the extant research on social psychological aspects of civil-military inter-organizational collaboration, particularly in a total defense context.Design/methodology/approachA systematic scoping studies review was performed. Peer-reviewed articles were searched in PsycInfo and Sociological Abstracts. Inclusion criteria were met by 25 articles.FindingsFour higher-order categories with underpinning categories were derived in the analysis. They were modeled as follows: antecedent conditions affect, informal processes and practical efforts, which, in turn, affect inter-organizational trust and collaboration. These higher-order categories are all influenced by formal organizational aspects and the society in which they are found.Research limitations/implicationsThe existing literature covering the chosen study focus is limited. Further studies are needed and the presented model can serve as a road map. Practical implications A series of questions derived from the categories of the model is presented. The questions are included as a tool for practical reflection for collaborating actors in common education, training or exercise settings or in after-action reviews.Originality/valueThe focus on social psychological aspects of civil-military inter-organizational collaboration, particularly in a total defense context, is new. The suggested relationship between superior themes adds knowledge to a research field dominated by sociological and political science approaches.

    • Effective interorganizational collaboration is a pivotal ingredient of any community or nation’s capacity to prepare for and bounce back from disruptive crisis events. The booming research field of collaborative public management (CPM) has been yielding important insights into such collaboration that as yet await transfer to the study of crisis management (CM). Also, we argue that the general CPM literature has not sufficiently addressed the distinctive collaboration challenges involved in coping with crises. This article bridges this twofold gap. Based on a systematic review of prior research in collaborative CM, this study identifies dominant areas of theoretical emphasis, methodological practices, and patterns of empirical enquiry. The article highlights areas where CPM research has potential to further inform the understanding of collaborative CM, including performance, success factors, managerial skills, and learning. The article then identifies five properties associated with CM—uncertainty, leadership, magnitude, costs, and urgency—which deserve further analysis to advance the understanding of the application of CPM principles and strategies. We conclude with outlining a research agenda and offering a set of testable propositions aimed at investigating the likelihood of effective collaboration in different types of crises and as expected indifferent CM paradigms.

    • The poliheuristic theory of decision (PH) is placed in its proper historical context through a brief diachronic overview of the evolution of the foreign policy decision-making tradition from Snyder, Bruck, and Sapin to the present. The PH program is examined and contextualized in synchronic fashion via juxtaposition with three parallel lines of theoretical and empirical foreign policy decision-making research: cognitive institutionalism, problem representation, and decision units. These approaches are found to exhibit different methodological strengths and weaknesses and to emphasize different aspects of the decision-making process. Substantial complementarities exist, suggesting that the potential for synergy and cross-fertilization is great.

    • During life-threatening danger people may react in ways that decrease their chances of surviving or coping with the event. Several empirically demon­strated reactions have a potentially maladaptive effect on per­formance, due to limitations in our cognitive and emotional processing capacity or the activation of obsolete adaptation mechanisms. The possible psychological explanations for this are discussed in terms of assumptions derived from three major psychological paradigms: Darwian, Freudian, and cognitive psychology. These theoretical models all illustrate useful concepts and assumptions, which do not logically exclude one another, necessary to understand more thoroughly how psychological adaptation occurs in danger situations. However, no theory alone explains the empiri­cal find­ings and the various theories should be integrated into a model that includes different levels of psychological function, from consciously controlled processes to emotional and automatic process.
