  • Sustainability transitions at the frontline. Lock-in and potential for change in the local planning arena

    • This paper explores challenges and possibilities for integrating goals of long-term sustainable development into urban planning practice, with a specific focus on local institutional conditions for sustainability transitions. The analysis is based on a qualitative single case study of a large urban development process: the development of a new city district in Hyllie in the city of Malmö, Sweden. Hyllie was branded as a flagship project for sustainable urban development, with particularly high ambitions on climate neutrality and sustainable energy consumption. Several innovative elements were initiated in the development process, for instance the "climate contract" between the municipality and large energy companies. In the paper, this climate contract is discussed as an initiative with a promising potential for sustainability transitions. In practice, however, the outcome of the development in Hyllie in terms of sustainable development is ambiguous, since the district is also framed around luxury shopping, entertainment, and an ambition to attract visitors from a long distance. The Hyllie development illustrates pre-requisites for work on sustainable development in a decentralized and market-oriented planning context. Theoretically, the analysis is inspired by the multi-level perspective (MLP) and institutional theory. The results illustrate how the development process was shaped by a complex interplay between actors with differing agendas and targets at different stages in the process. These results are applied in a general discussion of challenges and possibilities for urban planning to contribute substantially to a transition to long-term sustainable development. Overall, the analysis demonstrates the importance of considering specific local institutional conditions in strategic work for long-term sustainability.

  • How to measure efficiency in risk prevention?

    • Risk assessment methods form corner stones in the striving to reduce risks and threats to human life and society. Proposed actions can be physical or non-physical and adopted or declined after political evaluation, with consideration taken to available resources and estimated effect on risk. To optimize and avoid regrettable actions, decision-makers are in need of well-founded analyses of how efficient different options might be. Analytically, there are several possible steps that can contribute.Firstly, the correlation between a measure and its effect should be based on causality, which often is difficult to establish quantitatively. High frequent accidents (e.g. traffic) can normally be treated statistically , while low frequent accidents with severe consequences (e.g. natural hazards) are more restricted to qualitative descriptions of correlation. Systematic monitoring of injury and damage data and gathering into databases, are a crucial activity for causality valuation. Secondly, economic valuation of effect is an important contribution in a cost-benefit perspective. Thirdly, a measure often brings several different effects and some may fall outside the actual purpose. An additional problem is how to handle effects that exert varied influence on different stakeholders or social groups in society. Fourthly, certain criteria are required for final prioritization. For instance, in analysis of goal fulfillment, effects are compared with politically decided quantified goals.In cases where basic data from steps 1-3 are incomplete, alternative criteria like “acceptable risk” might be necessary to agree about politically. To use similar approaches on how to describe and quantify effect correlations, promote gathered efforts at local level where risk reducing measures are decided upon by different actors and with regard to diverse local conditions. Tests of suitable methods and approaches to measure efficiency of planned or accomplished actions in gain for risk prevention, are described and discussed.

  • The complexity of changes in modal choice : A quasi-experimental study

    • Background: Changes in modal choice is argued to be one way to reduce the emission of greenhouse gases. Increasing modal choices in favour of more environmentally friendly travel modes requires a better understanding of how these choices are actually made. The first aim of this study is therefore to examine how modal choice is related to subjective experiences as perceived accessibility, perceived satisfaction , habit, both before , after an intervention promoting public transport. The second aim is to examine how modal choice is affected by the intervention. Finally, the third aim is to examine how subjective experiences as perceived accessibility, perceived satisfaction, and habit are affected by the intervention.Method: The design used is a before-and after-study with free public travel passes as the intervention (30-or 14-days free travel pass). Altogether, 52 travelers - distributed on two intervention groups and one control group - participated in the study. The 30-days free travel pass group constitutes 18 participants, the 14-days free travel pass group constitutes 19 participants while the control group constitutes 15 participants. During the before -period the participants were asked to register their modal choice using a digitalized application downloaded on their smart phones (the TravelVu app), to complete a short app-based questionnaire, and a web-based questionnaire. During the after-period, they were once again asked to register their modal choice and to complete a web-based questionnaire. All data collected were analyzed by variance or correlation analyses using the change between before-and after period as the dependent variable.Conclusion: The intervention did not affect the modal choice or the subjective experiences. Over time, the participants did however increase their use of public transport and their cognitive evaluation of their everyday travel overall, while they decreased their use of car and became less reflective and less interested in trying out new alternative travel modes. These changes might be attributed to their participation in the present study.

  • An integrated method for assessing climate-related risks and adaptation alternatives in urban areas

    • © 2015 The Authors. The urban environment is a complex structure with interlinked social, ecological and technical structures. Global warming is expected to have a broad variety of impacts, which will add to the complexity. Climate changes will force adaptation, to reduce climate-related risks. Adaptation measures can address one aspect at the time, or aim for a holistic approach to avoid maladaptation. This paper presents a systematic, integrated approach for assessing alternatives for reducing the risks of heat waves, flooding and air pollution in urban settings, with the aim of reducing the risk of maladaptation. The study includes strategies covering different spatial scales, and both the current climate situation and the climate predicted under climate change scenarios. The adaptation strategies investigated included increasing vegetation; selecting density, height and colour of buildings; and retreat or resist (defend) against sea-level rise. Their effectiveness was assessed with regard to not only flooding, heat stress and air quality but also with regard to resource use, emissions to air (incl. GHG), soil and water, and people's perceptions and vulnerability. The effectiveness of the strategies were ranked on a common scale (from -3 to 3) in an integrated assessment. Integrated assessments are recommended, as they help identify the most sustainable solutions, but to reduce the risk of maladaptation they require experts from a variety of disciplines. The most generally applicable recommendation, derived from the integrated assessment here, taking into account both expertise from different municipal departments, literature surveys, life cycle assessments and publics perceptions, is to increase the urban greenery, as it contributes to several positive aspects such as heat stress mitigation, air quality improvement, effective storm-water and flood-risk management, and it has several positive social impacts. The most favourable alternative was compact, mid-rise, light coloured building design with large parks/green areas and trees near buildings.

    • In a project funded by the Swedish Civil Contingencies Agency, the effort and work to reduce different kinds of accidents are being evaluated. The project wants to illuminate the links between actions and outcome, so we can learn from today’s performance and in the future select more effective measures and overall deal with accidents more efficiently. The project ESS covers the field of frequent accidents such as sliding accidents at home, in house fires and less common accidents such as chemical and land fill accidents up to even more rare accidents such as natural accidents and hazards. In the ESS project SGI (Swedish geotechnical institute) will evaluate the work and effort concerning various natural hazards limited to landslides, erosion and flooding. The aim is to investigate how municipalities handle, especially prevention, of such natural disasters today.The project includes several aspects such as:which are the driving forces for risk analysis in a municipalitydo one use risk mapping (and what type) in municipal risk analysiswhich aspects are most important when selecting preventive measuresin which way do one learn from past accidentsand from previous accidents elsewhere, by for example use existing databasesetcThere are many aspects that play a role in a well-functioning safety promotion work. The overall goal is to examine present work and activities, highlight what is well functioning and identify weak points. The aim is to find out where more resources are needed and give suggestions for a more efficient security work. This includes identification of the most efficient “tools” in use or needed. Such tools can be education, directives, funding, more easily available maps and information regarding previous accidents and preventive measures etc. The project will result in recommendations for more effective ways to deal with landslides, erosion and flooding. Since different kinds of problems can occur depending on level of authority the investigation of the security work will be done with authorities on both regional and local scale. At the moment the investigation process are in progress and preliminary results will be presented.

  • Dominating factors contributing to the high(er) costs for public bus transports in Sweden

    • The purpose of this study is to deepen the understanding of what are the underlying reasons for the increasing cost of public transport in general and bus services in particular in a Swedish context. Data were collected through in-depth interviews with managers at the bus operators as well as the authority organizations. This paper contributes by identifying nine categories that can be the dominating factors behind the increasing costs of public bus services in Sweden.The identified categories of cost drivers are; of traffic appearance (peak times), greening of buses, age requirements, the contract period, the accessibility customization, special requirements on buses, collective agreements (working time regulation), tendering and contracting process, and finally, counterproductive political governance. It can be concluded that many of the cost drivers originate from the circumstances of the process of public procurement, such as different demands for different regions in Sweden as well as the trade-off between the bus operators' wishes for higher flexibility in the contracts and the traffic authorities' fear of more risks and thereby higher bids in the end.

  • Flexibility in contract design - is that possible?

    • Public procurement is widely used in order to incorporate competition into public services. Competition in procurement often leads to efficiency but the process can also raise some problems. While providing the procurement documents you do not know who will be your upcoming partner. Another aspect is how flexibility can be managed in contract design while maintaining a high service quality. The aim of this study is twofold. Firstly, the aim is to investigate how flexibility has been expressed and historically described in bus tendering documents. Secondly, to explore how the actors define or describe flexibility and its importance in tendering. Data was collected from ten years of tendering documents in the bus sector in Sweden and from interviews and a workshop. The results showed that flexibility in tendering documents has been and still is low for the operators. However, the actors wish for more flexibility and new forms of contracts can make it easier to include higher degrees of flexibility in future contracts. The paper contributes to the ongoing discussion about how to design contracts and to manage flexibility. The study has potential to create knowledge and contribute to better decision making for future procurement of bus transport.
