    • Piracy can lead to risks so high that they, according to the International Maritime Organization, are tolerable only if risk reduction is not practicable or is disproportionate to the benefits achieved. Therefore, there is a need for reducing ship security risks in relation to antagonistic threats such as piracy. The aim of this study is to identify challenges for ship operators when developing their ship security management. Furthermore, this study also investigates two central aspects in the analysis: understanding the threat and understanding how a security threat affects the crew and operation of the ship. It is clear from the analysis that the importance of subjective aspects beyond a ship operators’ direct control is high. This seems to be the fact for all aspects of the risk management process. The situation is also dynamic as the security risk, as well as the risk perception, can change dramatically even though there are no actual operational changes. As a result, the ship security management process is highly iterative and depends on situations on board as well as conditions out of the ship operator’s control. In order to make ship security manageable, the risk management has to put particular focus on methodological understanding, relevant system understanding and well-defined risk acceptance criteria as well as on including all levels of the organization in the risk reduction implementation and on a continuous monitoring.

  • Quantitative risk analysis – Ship security analysis for effective risk control options

    • This study reviews ship security assessment. The objectives are to explore the possibilities for quantifying and performing a more thorough ship security risk analysis than that described in the International Ship and Port Facility Security code and to evaluate to what extent this more detailed analysis increases ship security and facilitate the effective selection of risk control options.The study focuses on Somali-based maritime piracy, using piracy on the Indian Ocean as a case study. Data are collected using questionnaires and interviews with civilian and military security experts who possess firsthand experience of piracy off the coast of Somalia. The data are collected specifically for this study and describe and quantify the threat’s capability, intent and likelihood of exploiting a ship’s vulnerability. Based on the collected description of the threat, the study analyzes and describes: probability of detection by pirates, probability of successful approach, and probability of successful boarding.The performed work shows good agreement between calculated probabilities and frequencies in the cited incident reports. Also, the developed scenarios describe the most important influences on the analysed areas. The research therefore shows that the proposed risk-based approach, which uses structurally collected and documented information on the threat, can increase ship security by assisting in selecting risk control options. The approach also allows for a better understanding of the causal relationship between threat and risk than that provided in today’s security analysis by ship owners, for example. This understanding is crucial to choosing effective and robust risk control options.

    • Successful decarbonisation of the supply chains for buildings and infrastructure, including the production of basic materials, will involve the pursuit - in parallel - of measures to ensure circularity of material flows, measures to improve material efficiency, and to radically reduce CO2 emissions from basic materials production. Emphasis in this work has been on how “intangible” factors such as implicit or explicit constraints within organisations, inadequate communication between actors in the supply chain, overly conservative norms or lack of information, hinder the realisation of the current carbon mitigation potential. Although this work draw primarily from experiences in Sweden and other developed economies we believe the focus on innovations in the policy arena and efforts to develop new ways of co-operating, coordinating and sharing information between actors (SDG17) and on practices and processes that could enable more sustainable resource use in infrastructure construction may be of relevance also elsewhere. Not the least, since there are still many regions of the world where much of the infrastructure to provide basic services remains to be built (SDG6-7, SDG9, SDG11) a challenge that must be handled in parallel with efforts to reduce/erase the climate impact from infrastructure construction (in line with the Paris Agreement and SDG13).

  • Risk-based ship security analysis – an approach based on civilian and military methods

    • The demands on maritime operations today are increasingly higher in terms of control, efficiency and cost. The margins for accidents and security incidents are therefore decreasing. In the area of ship safety the regulations, guidelines and methods have a history and culture of systematic research, development and implementation. In contrast, international security is highly politicized and therefore not as transparent. The result is that a tradition of ship security is not as well established.The overall aim of this thesis is to propose a method for ship security analysis that increases the overall safety of the crew and the ship. The objective is to develop a method that is systematic in order to ensure that assessment and response are complete and effective, and that the process is documented to provide evidence of decision-making.The method used is probabilistic risk assessment where quantitative analysis is central. The proposed approach is consistent with the requirements of maritime safety work. However, in the work here, the proposed methods are specifically tested for security cases. This is because hazards (without intent) and threats (with intent) evolve in different ways into risk. Therefore, they must be analysed differently in order to capture the causal relationship.The proposed approach consists of three steps: the first step consists of a threat description that documents qualitative and quantitative aspects that together describe how the threat most likely will act in relation to the ship’s vulnerability; the second step uses the threat description to define the system studied as well as the scenarios that collectively describe the harmful consequences; the third step evaluates the risk with tools from probabilistic risk assessment.The overall conclusion is that the proposed method brings the procedure and results of ship security analysis into the open and therefore allows for criticism, improvements and shared risk knowledge, not possible with less structured methods. The results also show that the calculated probabilities agree with available statistics, which indicates that the analysis succeeds in describing the central causal relationships of the scenarios modelled.

  • Exploring Quality Challenges and the Validity of Excellence Models

    • Purpose: The purpose is to identify and explore important quality-related challenges facing organizations, and how current excellence models incorporate these challenges.Methodology: The article is based on a Delphi study in Swedish organizations, 49 challenges were generated and ranked according to importance. The top 10 ranked challenges were compared to the principles of four excellence models.Findings: The excellence models seem to still be relevant since their content matches many of the challenges identified. The MBNQA and the SIQ models were found to have the most comprehensive coverage, while the ISO model had limited coverage.Research Limitations/Implications: Three areas for further research were identified: 1) how QM can evolve in different contexts with varying needs in terms of adaptive and explorative capabilities, 2) the interfaces of QM and sustainability, and ways to understand how customers and stakeholders can be active contributors to improvements and 3) the roles of the owners and board of directors in QM, and how to organize and distribute responsibilities of the QM work.Practical and Social Implications: Three important challenges could be addressed in upcoming revisions of excellence models: 1) making QM a strategic issue for company owners; 2) involving customers in the improvement activities; and 3) developing processes that are robust, while still easily adaptable.Originality/Value: The Delphi study has identified upcoming challenges in the QM area based on input from 188 quality professionals.

  • Material efficiency measurements in manufacturing : Swedish case studies

    • A major factor in the continued deterioration of the global environment is unsustainable management of resources that includes the type and quantity of resources consumed and manufactured as well as the subsequent generation and treatment of wasted materials. Improved material efficiency (ME) in manufacturing is key to reducing resource consumption levels and improving waste management initiatives. However, ME must be measured, and related goals must be broken down into performance indicators for manufacturing companies. This paper aims to improve ME in manufacturing using a structured model for ME performance measurements. We present a set of ME key performance indicators (ME-KPIs) at the individual company and lower operational levels based on empirical studies and a structured literature review. Our empirical findings are based on data collected on the performance indicators and material and waste flows of nine manufacturing companies located in Sweden. The proposed model categorizes ME-KPIs into the following categories: productive input materials, auxiliary input materials, output products, and residual output materials. These categories must be measured equally to facilitate the measurement, assessment, improvement and reporting of material consumption and waste generation in a manufacturing context. Required qualities for ME-KPI suggested in literature are also discussed, and missing indicators are identified. Most of the identified ME-KPIs measure quality- and cost-related factors, while end-of-life scenarios, waste segregation and the environmental effects of waste generation and material consumption are not equally measured. Additionally, ME-KPIs must also be connected to pre-determined goals and that defining or revising ME-KPIs requires communication with various external and internal actors to increase employees’ awareness and engagement.

    • Virtually every company has implemented a Business Performance Measurement System (BPMS) with the purpose of monitoring production and business performance and to execute the corporate strategy at all levels in a company. The purpose of this article is to shed light on common pitfalls related to the practical use of BPMS and further to present a life cycle model with the purpose of introducing structured approach to avoiding the pitfalls. The article contributes to further development of the BPMS life cycle concept and practical examples of how it can be used.

    • Improved material efficiency is a key to improve the circular economy and capturing value in industry. Material efficiency reduces the generation of industrial waste, the extraction and consumption of resources, and energy demands and carbon emissions. However, material efficiency in the manufacturing sector, as a means of improving the recyclability, reusability, reduction and prevention of industrial waste, is little understood. This study aims to investigate, on a micro-level, further material efficiency improvement opportunities, barriers and strategies in selected manufacturing companies in Sweden, focusing on increasing waste segregation into high quality circulated raw material. Improvement opportunities at large global manufacturing companies are investigated; barriers hindering material efficiency improvement are identified and categorized at two levels; and strategies that have been deployed at manufacturing companies are reviewed. Empirical findings reveal (1) further potential for improving material efficiency through higher segregation of residual material from mixed and low quality fractions (on average, 26% of the content of combustible waste, in weight, was plastics; 8% and 6% were paper and cardboard, respectively); (2) the most influential barriers are within budgetary, information, management, employee, engineering, and communication clusters; (3) a lack of actual material efficiency strategy implementation in the manufacturing companies. According to our analysis, the majority of barriers are internal and originate within the manufacturing companies, therefore they can be managed (and eradicated if possible) with sufficient resources in terms of man hours, education and investment, better operational and environmental (waste) management, better internal communication and information sharing, and deployment of material efficiency strategies.
