    • The anchoring effect is a well-studied subject. This article connects the effect with the rules-in-use within a military intelligence institution. Particularly the rules-in-use that dictate that an analyst takes his or hers starting point from recently conducted assessments of the specific area or threat. The threat assessment as well as the written assessment were affected. The results show that officers have an aversion to lower a previous given threat assessment. This gives that to understand risk assessment we not only need to understand the methods used, we also need to understand the institutions in which they are used. This is especially relevant for military intelligence as the assessments are conducted in an environment of high uncertainty.

  • The representation of nano as a risk in Swedish news media coverage

    • Focusing on the role of language in categorization and on the broad conceptual field centred on the morpheme nano, this study addresses the association between phenomena referred to by words having nano as a constituent and risk in Swedish newspaper reporting. The study raises the question of how nanoassociated phenomena (e.g. nanotechnology and nanoparticle) are represented as risks? Articles considered for analysis contain both a word having nano as a constituent and the Swedish words for risk or danger. Articles representing nano-associated phenomena (e.g. nanotechnology and nanoparticle) as risks mainly fall into one of five groups: (I) nanotechnology, without reference to particles, materials or products; (II) nanotechnology, nanoparticles, nanomaterials and/or products containing such particles and materials; (III) nanoparticles in products, but without reference to nanotechnology; (IV) nanotechnology and nanorobots; and (V) non-nanotechnological nanoparticles. For each group, using a theoretical approach addressing the relational nature of risk, the paper analyses representations of objects at risk, bad outcomes, causal conditions, reference to applications and sources cited. Various patterns of these categories emerge for the five groups, indicating a diversified set of associations between nano and risk. In certain respects, the findings support the results of other studies of media reporting on nanotechnology, suggesting certain international patterns of newspaper coverage of nanotechnology drawing on both science and science fiction.

    • This article analyzes the conditions for mobilizing the science base for development of public policy. It does so by focusing upon the science-policy interface, specifically the processes of direct interaction between scientists and scientifically trained experts, on the one hand, and agents of policymaking organizations, on the other. The article defines two dimensions - cognitive distance and expert autonomy - which are argued to influence knowledge exchange, in such a way as to shape the outcome. A case study on the implementation of congestion charges in Stockholm, Sweden, illustrates how the proposed framework pinpoints three central issues for understanding these processes: (1) Differentiating the roles of, e.g., a science-based consultancy firm and an academic environment in policy formation; (2) Examining the fit between the organizational form of the science-policy interface and the intended goals; and (3) Increasing our understanding of when policymaker agents themselves need to develop scientific competence in order to interact effectively with scientific experts.

  • Knowledge management in transition management : The ripples of learning

    • Despite the extensive literature on learning in urban transitions, we still have a limited understanding on how higher-order learning takes place in transition management and is spread within the transition arena. In this paper we analyze the efforts of transferring such embedded knowledge and its interrelation with learning through the examples of three Swedish municipalities engaged in urban transition management. To do so, we developed a framework of learning ripples that conceptualizes learning across social boundaries as an active and two-way process that goes beyond transferring and receiving knowledge, but also requires higher order learning that includes knowledge integration in the form of defining and formulating one's role and contributions to transitions. We found that higher order learning is largely influenced by the quality and frequency of interactions between the transferer and receivers. The further a stakeholder was located from the center of the transition arena in terms of direct interactions, the less chance occurred for higher order learning that resulted in tensions and conflicts in the collaboration. Our results show the problem as a lack of knowledge integration or a lack of conditions which allow stakeholders to articulate their views or develop an idea about their own role in the whole process.

    • In many countries, current research policy is dominated by managerialism and excellence, manifesting the aim of making universities into national strategic assets in the globally competitive knowledge economy. This article discusses these policy trends and their mirror in recent developments in public funding for academic research, with special attention to Sweden. A review of the language in three consecutive Swedish governmental research bills from the past 10 years shows a clear policy shift towards the promotion of excellence and strategic priority on the level of higher education institutions. Reforms to the funding system, especially the launch of specific strategic excellence funding programmes, are introduced to put the policy in practice. While the policy shift itself might be discursive, the changes to the funding system clearly show a determination on behalf of the Swedish government to increase strategic profiling and the pursuit of excellence in research on behalf of universities. © 2012 Copyright Taylor and Francis Group, LLC.

    • Although the nuclear era and the Cold War superpower competition have long since passed, governments are still investing in Big Science, although these large facilities are nowadays mostly geared towards areas of use closer to utility. Investments in Big Science are also motivated not only by promises of scientific breakthroughs but also by expectations (and demands) of measurable impact, and with an emerging global market of competing user-oriented Big Science facilities, quantitative measures of productivity and quality have become mainstream. Among these are rather simple and one-sided publication counts. This article uses publication counts and figures of expenditure for three cases that are disparate but all represent the state-of-the-art of Big Science of their times, discussing at depth the problems of using simple publication counts as a measure of performance in science. Showing, quite trivially, that Big Science is very expensive, the article also shows the absurd consequences of consistently using simple publication counts to display productivity and quality of Big Science, and concludes that such measures should be deemed irrelevant for analyses on the level of organizations in science and replaced by qualitative assessment of the content of the science produced.

    • Twentieth-century massification of higher education and academic research led to mission diversification and structural diversification of national higher education systems (HESs), but also a tendency of non-university colleges to seek to develop into full-scale universities by the emulation of practices of established academic organizations, a tendency that has been called academic drift. The drift as such can have multiple causes, and in this article, we relate academic drift to the concepts of institutional logics and isomorphism from neoinstitutional organization theory, delineating policy-making, norm shifts and organizational action in response to uncertainty as three component processes of academic drift. Using the case of the organizational field of the Swedish HES and its recent 35-year history, we draw both empirical and theoretical conclusions, and demonstrate the weight of the research mission in the building of institutional legitimacy for university colleges.

    • This special section of an issue of Science and Public Policy grew out of an interest in following the politics of the European Spallation Source (ESS) Facility at Lund, Sweden. The ESS spectacle provided a platform from which to review different research infrastructure projects and to place them in the context of science policy as a whole. Large-scale research infrastructure investments are often very visible and controversial science policy investments. This group of five papers provides insights into the persistence of these types of investments in an era where cost efficiency and the contribution of science to innovation and economic development appear to be the dominant rationale for investment.
