    • Various researchers and policy analysts have made empirical studies of innovation systems in order to understand their current structure and trace their dynamics. However, policy makers often experience difficulties in extracting practical guidelines from studies of this kind. In this paper, we operationalize our previous work on a functional approach to analyzing innovation system dynamics into a practical scheme of analysis for policy makers. The scheme is based on previous literature and our own experience in developing and applying functional thinking. It can be used by policy makers not only to identify the key policy issues but also to set policy goals. © 2007 Elsevier B.V. All rights reserved.

    • As global consumption expands, the world is increasingly facing threats to resource availability and food security. To meet future food demands, agricultural resource efficiency needs to be optimized for both water and nutrients. Policy makers should start to radically rethink nutrient management across the entire food chain. Closing the food loop by recycling nutrients in food waste and excreta is an important way of limiting the use of mineral nutrients, as well as improving national and global food security. This article presents a framework for sustainable nutrient management and discusses the responsibility of four key stakeholder groups—agriculture, the food industry, consumers, and waste management—for achieving an effective food loop. In particular, we suggest a number of criteria, policy actions, and supporting strategies based on a cross-sectoral application of the waste hierarchy.

    • Despite three decades of political efforts and a wealth of research on the causes and catastrophic impacts of climate change, global carbon dioxide emissions have continued to rise and are 60% higher today than they were in 1990. Exploring this rise through nine thematic lenses-covering issues of climate governance, the fossil fuel industry, geopolitics, economics, mitigation modeling, energy systems, inequity, lifestyles, and social imaginaries-draws out multifaceted reasons for our collective failure to bend the global emissions curve. However, a common thread that emerges across the reviewed literature is the central role of power, manifest in many forms, from a dogmatic political-economic hegemony and influential vested interests to narrow techno-economic mindsets and ideologies of control. Synthesizing the various impediments to mitigation reveals how delivering on the commitments enshrined in the Paris Agreement now requires an urgent and unprecedented transformation away from today's carbon- and energy-intensive development paradigm.

    • Science Parks convey the idea that technological innovation originates in scientific research. A triple helix configuration provides all the necessary conditions for science parks to achieve their goals. This paper aims to investigate the existing interactions of science parks with triple helix actors related to the development of talent attraction activities. Talent is a necessary resource to meet the growing demands for innovation of park firms. In fact, a firm’s ability to innovate and, consequently, to be successful seems to be related to its capacity to find and retain employees with relevant skills. This study analyses five case studies on three Swedish Science Parks and demonstrates the importance of the relationship with stakeholders to ensure support and the adequate development of attracting talent to Science Parks. Also, this study showed that the studied parks carry out different activities to attract talent, and the involvement of government agents and the local university proved to be essential for developing such activities.

    • Few empirical studies have focused on what quality management practitioners actually do, with even fewer studies focusing on what it actually takes to do quality management work, i.e. the competencies of quality management. The purpose of this paper is to introduce a competence-based terminology for describing general competencies of quality management work in organisations and to create a competence framework in order to understand what is needed to be a quality management practitioner. This paper is based on an embedded, qualitative multiple-case study design incorporating four Swedish large size organisations where designated quality management practitioners (n = 33) were selected and interviewed. A quality management competence framework incorporating four main quality management competence dimensions is presented: the human, the methods & process, the conceptual and the contextual competence dimensions. Four generic quality management role responsibilities are also posited: centralised & strategic, centralised & operational, local & strategic and local & operational role responsibilities. The competencies and role responsibilities are discussed in relation to the notion of emergent quality management and the emerging need of more integrative and business excellence-oriented quality management.

  • The effects of driving situation on sleepiness indicators after sleep loss : A driving simulator study

    • Almost all studies of sleepy driving are carried out in driving simulators and with monotonous road conditions (no interaction with other cars). The present study investigated indicators of sleepy driving in a more challenging scenario after a night awake. 17 participants drove a high fidelity moving base driving simulator experiment while sleepiness was monitored physiologically and behaviourally. Short periods of situations of free driving (no other vehicles) alternated with short periods of following another vehicle (car following) with and without the possibility to overtake. The result showed that a night of prior sleep loss increased sleepiness levels at the wheel (eye closure duration and lateral variability) compared to after a night of normal sleep. Blink duration while overtaking was significantly lower compared to the other situations, it was at the same level as after night sleep. Speed when passing a stopped school bus was not significantly affected by sleepiness. However the warning caused a more rapid reduction of speed. In conclusion, a moderately challenging driving contest did not affect sleepiness indicators, but a very challenging one did so (overtaking). This suggests that it is important to monitor the driving situation in field operational tests of sleepy driving.

    • In the European policy debate, tradable green certificates (TGC) have been suggested to be a superior regulatory framework for promoting the diffusion of renewable electricity technologies. The purpose of this paper is to assess the performance of the Swedish TGC system, contributing to the European debate on the suitability of different types of frameworks. The expectations of the TGC system were that it would: (a) be effective in terms of increasing the supply of "green" electricity; (b) do this in a cost effective manner (from both a social and a consumer perspective): (c) generate an equitable distribution of costs and benefits and (d) drive technical change. So far, it has performed adequately in terms of effectiveness and social cost effectiveness. However, consumer costs have been substantially higher than expected, very large rents are generated and, at best, it contributes marginally to technical change. Thus. a TGC framework should be selected if the overriding concern is to minimize short term social costs of reaching a certain goal with a high degree of predictability. However, it cannot be expected to also drive technical change, keep consumer costs down and be equitable. Such trade-offs need to be revealed and not obscured by analysts.
