    • In this article, we illustrate the creation of the education policy paradigm that constitutes the framework of vocational education and training (VET) programmes, and analyse local school representatives’ perception of VET in upper secondary schools in Sweden. The education policy paradigm, established through three periods of reform during the twentieth century, undervalues VET as being less worthy than general/academic education. This paradigm generates the rhetoric used by interviewed school representatives that encourages school pupils to choose the ‘right’ (academic) programmes in order to foster a specific citizenship competence, even if this competence is not fully compatible with labour market demands. Young people who cannot, or will not, attain the ‘right’ education, and thus the advocated citizenship competence, lose out in a school system where general/academic education and higher education preparatory programmes are consistently prioritised over VET. An educational system that advocates discrimination and suspicion of VET limits career options and restricts entry into the labour market, as well as risk stigmatising pupils undertaking VET; this paradigm is neither justified nor democratic.

    • What is the significance of regulations of job contracts and wages when it comes to young people’s access to labour market? This is an issue that has attracted and continues to attract a great deal of interest in both research and politics. Proposals for deregulated employment protection and reduced entry-level pay recur regularly in public debate. In our view it is incomprehensiblehow sectors of the labour market that are dominated by jobs with low productivity and unstable employment conditions could be expected to offer a permanent solution for the large group of young people who are currently finding it difficult to enter the labour market and reach an acceptable standard of living. Instead, the responses to the challenges facing young people inthe labour market could involve training in the form of apprenticeships rather than more insecure jobs and/or lower pay. Essentially, our starting point is that apprenticeship training could provide a more accurate response to the challenges facing young people in working life. This response would not involve the costs in terms of increased social polarisation and increased social risks that may follow in the wake of an increasingly deregulated labour market.

    • Apprenticeship training is a form of education that arouses a great deal of interest as regards the challenges that characterise conditions for young people on the current labour market. This is obvious both in Sweden and in other comparable countries. This chapter begin by illustrating the changed conditions for establishment of young people, a factor that may help to enhance understanding of why issues of apprenticeship training are so high on the political agenda. After that, we will look at relevant experiences linked with vocational education and training (VET) and apprenticeship training in Sweden as well as at the European Union (EU) level. Our main issue relates to what basic requirements that have to be in place for establishing an apprenticeship training model and what challenges a country like Sweden – with its tradition of school-based VET – will face when aiming to initiate more of a classical apprenticeship training approach.

    • The basis of this article is a follow-up study of a cohort of pupils in the third largest city of Sweden, Malmö. The pupils finished fourth grade at compulsory school in 2008. We have data about every individual in the cohort as well as corresponding information about their parents. The information concern educational choices, educational accomplishments, employment relations, incomes from work and different kinds of social benefits and allowances. We got annual data on these variables from 2008 until the last follow-up year 2019 when most of the individuals were 21 years old. Most of them left upper secondary school in 2017 when they were 19 years old. They were therefore in the beginning of their transition 2019, either aiming for education or work. The results show that vocational education generated favourable conditions for work and incomes provided that the diploma goals ware reached. Individuals with foreign background and with unfavourable socio-economic origins were overrepresented among those that didn’t reach the diploma goals; this was true for students on VET-programmes as well as higher education preparatory programmes. It should also be mentioned that experiences from a national programme in upper secondary school generally improved conditions for establishment. Those that didn’t reach the goals of compulsory school and weren’t eligible for studying at a national programme met the greatest difficulties in finding jobs and decent income levels.

    • Denna studie är en bred genomlysning av socionomfältets dimensioneringsaspekter utifrån ett sammanhållet perspektiv där arbetsmarknadsutsikter, utbildningsfrågor och kompetensfrågor belyses dels var för sig men måste också relateras till varandra. Lärosätenas dimensionering av såväl grundutbildning som vidareutbildning måste ses i relation till arbetsmarknadens föränderliga behov av högskoleutbildade socionomer. På samma vis måste personalkompetensen vid lärosätena anpassas till utbildningarnas volymer och profiler. I det sammanhanget är det särskilt viktigt att undersöka ämnets fortgående tillskott av forskarutbildad personal i huvudämnet socialt arbete. Studien visar på en fortsatt kraftig expansion av såväl socionomernas yrkesfält som dimensioneringen av socionomutbildningen under det senaste decenniet. Den akademiska vidareutbildningen lyfts fram som den mest outvecklade och akuta aspekten i socionomernas professionsutveckling. Forskningen har fortsatt att öka men måste betecknas som fortsatt   underdimensionerad i relation till såväl yrkesfältets som grundutbildningens kraftiga expansion.Prognoser för 2020-talet pekar på ett fortsatt ökat behov av socionomer med ytterligare 10 000 till totalt 50 000 yrkesverksamma. Många lärosäten har fortsatta utmaningar att lyckas rekrytera ämneskompetent personal. För att klara socionomfältets långsiktiga kompetensförsörjning behövs såväl en nationell strukturerad vidareutbildningsverksamhet (master), förstärkt gemensam struktur för handledning och kursgivning på doktorandnivå.
