  • Friluftslivkonflikter i svenska kustlandskap ur ett planerings- och användarperspektiv : Studier av Luleå och Blekinge skärgårdar

    • Hav och kust har alltid varit viktiga för oss människor. I svenska kustlandskap har boende, infrastruktur och fiskenäring existerat sedan lång tid tillbaka samtidigt som områdena också varit viktiga för nöje och rekreation. Men mellan olika intressen, samt mellan och inom olika användargrupper samt förvaltning, kan det uppstå målkonflikter. Utgångspunkten för den här avhandlingen är att beskriva och analysera eventuella målkonflikter kopplat till friluftsliv utifrån både ett planerings- och ett användarperspektiv genom två fallstudier i Luleå och Blekinge skärgårdar. Friluftslivet är en del av samhället och dess relevans för fysisk och mental återhämtning ger planering och förvaltning av friluftsliv ett ökat politiskt stöd, samtidigt som tidigare forskning visat att friluftsliv är stark i retoriken - men svag i planeringspraktiken. Därför behövs kunskap som kan utveckla planering och förvaltning av friluftsliv i svenska kustlandskap.Resultaten från den här avhandlingen visar att användarnas perspektiv på målkonflikter i Luleå och Blekinge skärgårdar ännu inte till stora delar har inkluderats i den kommunala planeringen. En slutsats är alltså att det finns skillnader i hur konflikter i samband med friluftsliv beskrivs och identifieras i den fysiska planeringen jämfört med användarnas upplevelser. Det har betydelse för förståelsen av friluftlivskonflikter och hanteringen av dessa. Förutom analys och diskussion av konflikter kopplat till friluftsliv, ingår en fördjupande studie av buller och tystnad som konflikt. Upplevelserna av lugn och ro samt tystnad är centrala för användarna i Luleå och Blekinge skärgårdar. Ett problem som avslöjas är att metoder med decibelnivåer inte avgör skillnader i buller som upplevelse i sig. Upplevelsen av buller och tystnad är nämligen subjektiv. Även zonering undersöks som ett planerings- och förvaltningsverktyg för att hantera friluftslivkonflikter i svenska kustlandskap. Som denna avhandling visar, finns det flertalet exempel på olika sorters zonering i Luleå och Blekinge skärgårdar. När man i planering och förvaltning utgår från ett perspektiv där naturvård och bevarande är utgångspunkterna, så måste ytterligare värderingar och verktyg inbegripas som att inkludera användare med deras olika behov, upplevelser och aktiviteter som äger rum i skärgårdarnas landskap. Att landskapet i sig är av betydelse syns också i resultaten. I fallstudiernas översiktsplaner markeras det värdefulla, attraktiva och unika med skärgårdslandskapet, medan användarna betonar det äkta, naturliga och opåverkade landskapet som grund för deras friluftsupplevelser.Den här avhandlingen tillför kunskap om spänningen mellan olika attityder och synsätt i den fysiska planeringens processer, förvaltning samt friluftslivets användare i svenska kustlandskap. Avhandlingen är också ett tillägg till tidigare kunskap om zonering som ett sätt att hantera konflikter i svenska kustlandskap, där särskilt användarperspektivet är en viktig del. Avhandlingen bidrar även till en grundläggande översikt av fysisk planering i relation till friluftsliv.

    • Outdoor recreation areas are exposed to several causes of conflict. Many interests, along with different types of recreation activities, are competing in the same area. In these areas, conflicts are handled by spatial planning and by the separation in space of different functions. One source of conflict is noise. The lack of noise-free areas in the Swedish coastal areas has become an amenity problem. Does this make noise an important problem to consider in planning? An assumption is that the sound environment is relevant for the visitors’ experience; spending time in nature is associated with peace and quiet, where one should not be disturbed. In this study, it will be investigated how silence and noise actually are considered in the Swedish municipal planning. “Silence” is one of the amenity categories reported in the Swedish tourism data base. Is there a discrepancy between the existing municipal planning and the visitors’ opinions, attitudes and experiences? Furthermore, there will be an analysis of how silence and noise could be handled in spatial planning. One possible method is zoning. By excluding certain outdoor recreation activities from some areas, zoning may handle, or at least reduce, the problem of conflicts. The biosphere reserve concept (where zoning is an important part) will for that reason be discussed as a potential tool. A case study of the Blekinge archipelago, Sweden is the foundation of the study, which data consist of planning documents and questionnaire surveys considering outdoor recreation and nature tourism.

  • Zoning and opportunity Spectrum Planning in a Discontinuous Environment : Planning for Tourism and Outdoor Recreation in the Luleå Archipelago, Sweden

    • Zoning is generally used as a planning instrument to handle land use conflicts. In recreation planning in Sweden, zoning systems such as the recreation opportunity spectrum model has been applied in mountain areas. An underlying assumption of the ROS-system is a gradient from the urban to wilderness allowing the planner to provide a spectrum of recreation opportunities. In contrast, the Swedish coastal areas consist of a discontinuous environment which challenges a zoning. Archipelagos are essentially discontinuous with respect to many of the important spatial variables. Zoning in the archipelagos in Sweden has so far followed a zoning logic from physical geography; the assumption being that the gradient from inner, wooded zones to outer treeless would also be a gradient from the more urban or human influenced cultural landscape to a more pristine, �marine wilderness� in the outer. In 2003, a questionnaire survey to visitors was conducted in the Luleå archipelago, Sweden. Based on the results, the study examines the spatialization of the visitor characteristics, the activity patterns etc in relation to the ongoing planning of the area. This paper explores the planning challenges in adapting zoning to cope with recreation and tourism development as well as with the other land and resources uses that municipal comprehensive planning is charged with. Thereby possible conflicts are identified, and the potential of zoning is explored.

    • Awide range of methods exists for on-site visitormonitoring in parks and recreation areas. Self-registration methods have proven to be popular because of their low cost and relative ease of administration, but little is known about the extent to which the data collected from self-registration boxes are representative of the population of visitors, and the degree that bias exists as a result of non-compliance. This article examines these concerns based on research at Fulufj¨allet National Park in Sweden. On-site registration card and follow-up mail survey data from a sample of visitors who did not voluntarily register were compared with the same kind of data for visitors who did register voluntarily. In total, 10 registration card items and 284 mail survey items were tested for variations between compliant and non-compliant visitors. Of these, one third of the card items, 12% and 3% of the survey items for Swedish and German visitors, respectively, yielded statistically significant differences. Implications for management and suggestions for further research are discussed.

    • The effects of using a vision enhancement system when driving a car at night, especially those based on infrared image information are reviewed. Principles and a short technical background are given for night vision systems in cars. The following issues are discussed: Human vision at night, infrared image information, and human factors of night vision systems. A proposal is made for using the terms indirect viewing panel and direct viewing panel instead of the terms head up display and head down display. The advantages for older drivers are pointed out. Methodological aspects of how to study human factor aspects of night vision systems are also reviewed. Measures to be used as dependent variables are suggested: Speed, time to collision, eye movements, reaction time, lateral position of the car on the road, and the workload of the driver. Recommendations, based on visual ergonomics, taking into account different visual fields for where to put the image are given. Here suitable image distances, locations, and sizes are discussed.

  • Information on recreation and tourism in spatial planning in the Swedish mountains : methods and need for knowledge

    • The Swedish mountain region makes up about one third of the country but includes less than 2 per cent of the population. It stretches for over 1000 km and includes 90 per cent of the total nature conservation area in Sweden. With its 8000 km of hiking trails and 100 mountain huts and lodges it is one of the most important areas for outdoor recreation and tourism - visited by one fourth of the Swedish adult population every year. With the current decline of the extractive industries tourism has become an important development issue in the area. Effective spatial planning in the mountains presupposes good information on tourism and outdoor recreation. Municipalities need adequate data to base planning on. One precondition for more effective information supply to spatial planning is research and development of methods. It must be possible to follow developments, predict environmental effects and effects on user attitudes, satisfaction etc. There are big differences between visitors in the mountains. Their needs and interest in different nature experiences, their tolerance towards crowding and contacts with other users vary a lot. It is important for planning and management to find out which qualities users are looking for and appreciating and to have a clear picture of the variance between different users. Management of recreation areas is normally combined with conservation and often has two goals: i) to maintain “natural conditions” and ii) to provide recreation opportunities. These two goals will often be contradictory. Resolving this conflict is both a theoretical and practical problem. The discourse within spatial planning differs from the nature conservation discourse. While the nature conservation discourse comes from a tradition of “calculating rationality” and a scientific, central view that points out the foremost values – “national interests”, national parks, world heritage areas – the basis of the spatial planning ideology in Sweden is a conception of local, political decision making. The Swedish planning system with a planning monopoly and veto of the municipalities is in theory a system with deliberative or communicative rationality: the plan is supposed to express citizens’ will and needs expressed through their representatives. How to provide the planning system with relevant information on different levels, i.e. information that can be used for predicting different reactions to different management actions in order to be able to handle conflicts will be one of the central questions in the thesis. Special attention will be paid to different methods of measuring nature tourism and outdoor recreation. Self registration combined with satisfactory studies on non participation can give a relatively good synoptic picture of the use of the area. At the same time it is obvious that the non participation varies too much geographically and between different points of time for self registration alone to be used for studying frequencies and patterns of use. Flight observations carried out as a part of the study in Södra Jämtlandsfjällen (article II) proved to be a good method of studying the patterns of camping. They were also important for conflict analysis and studying divergences. The indirect methods for estimating the total number of visitors have to be calibrated often, which can be difficult (for example number of visitors in a car or a buss). The indirect methods risk missing factors that make it possible to get indications of possible tendencies in the use of an area. In situations where conflicts exist, it is important that the picture of the present situation is well established and legitimate. This means that both methods and the actors participating in the study have to be experienced as legitimate by all parties taking part in the planning process. A general conclusion is that there are not any good shortcuts to useful knowledge about outdoor recreation and tourism for planning as a whole, for management or for EIA. Need for predictions is far too big to make indirect data useful alone. Three studies are presented: i) a national screener study on current tourism patterns in the Swedish mountain region, ii) a case study among the visitors in Södra Jämtlandsfjällen and iii) a case study among the residents in Södra Jämtlandsfjällen.
