  • Three institutional pathways to envision the future of the IPCC
  • 2023
  • Ingår i: Nature Climate Change. - : Nature Portfolio. - 1758-678X .- 1758-6798. ; 13:9, s. 877-880
  • Tidskriftsartikel (refereegranskat)abstract
    • The IPCC has been successful at building its scientific authority, but it will require institutional reform for staying relevant to new and changing political contexts. Exploring a range of alternative future pathways for the IPCC can help guide crucial decisions about redefining its purpose.

  • The significance of meaning : Why IPBES needs the social sciences and humanities
  • 2018
  • Ingår i: Innovation. The European Journal of Social Science Research. - : Routledge. - 1351-1610 .- 1469-8412. ; 31:S1, s. 38-60
  • Tidskriftsartikel (refereegranskat)abstract
    • The term “biodiversity” is often used to describe phenomena of nature, which can be studied without a reference to the socially constructed, evaluative, or indeed normative contexts. In our paper, we challenge this conception by focusing particularly on methodological aspects of biodiversity research. We thereby engage with the idea of interdisciplinary biodiversity research as a scientific approach directed at the recognition and management of contemporary society in its ecological embedding. By doing this, we explore how research on and assessments of biodiversity can be enhanced if meaning, aspiration, desires, and related aspects of agency are methodically taken into account. In six sections, we substantiate our claim that the discourse on biodiversity (including the IPBES (Intergovernmental science-policy Platform on Biodiversity and Ecosystem Services) debate) is incomplete without contributions from the social sciences and humanities. In the introduction, a brief overview of biodiversity’s conceptual history is provided showing that “biodiversity” is a lexical invention intended to create a strong political momentum. However, that does not impede its usability as a research concept. Section 2 examines the origins of the Convention on Biological Diversity (CBD) by way of sociological discourse analysis. Subsequently, it proposes a matrix as a means to structure the ambiguities and tensions inherent in the CBD. The matrix reemphasizes our main thesis regarding the need to bring social and ethical expertise to the biodiversity discourse. In Section 3, we offer a brief sketch of the different methods of the natural and social sciences as well as ethics. This lays the groundwork for our Section 4, which explains and illustrates what social sciences and ethics can contribute to biodiversity research. Section 5 turns from research to politics and argues that biodiversity governance necessitates deliberative discourses in which participation of lay people plays an important role. Section 6 provides our conclusions.

  • Wildfires, responsibility and trust : public understanding of Sweden’s largest wildfire
  • 2019
  • Ingår i: Scandinavian Journal of Forest Research. - : Taylor & Francis. - 0282-7581 .- 1651-1891. ; 34:4, s. 319-328
  • Tidskriftsartikel (refereegranskat)abstract
    • Wildfires present a growing risk to many countries, and climate change is likely to exacerbate this risk. This study analyzes how people directly affected by a wildfire understand its causes and consequences, as well as the future risk of wildfires. The point of departure is that social understanding of wildfires has an important influence on the consequences that emerge in the wake of a wildfire. The empirical case analyzed here is the largest forest fire in modern Swedish history, and the material basis of the study is a postal survey to all individuals directly affected by the fire. The results revealed a complex picture of the respondents’ understanding of the wildfire. Even if the fire was human caused, there was little blame toward forest companies and fire departments. Many positive consequences, such as a long-term increase in biodiversity, were attached to the disaster, and there was a belief that organizations will learn from it and take action to limit wildfires in the future. Simultaneously, the majority of the respondents believed that climate change may lead to an increased risk of forest fires in the future. These findings illustrate the complexity of people's perceptions of the fire and its aftermath.

  • The Swedish forestry model : more of everything?
  • 2017
  • Ingår i: Forest Policy and Economics. - : Elsevier. - 1389-9341 .- 1872-7050. ; 77, s. 44-55
  • Tidskriftsartikel (refereegranskat)abstract
    • "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.

  • Pluralism, paralysis, practice : Making environmental knowledge usable
  • 2023
  • Ingår i: Ecosystems and People. - : Taylor & Francis. - 2639-5908 .- 2639-5916. ; 19:1
  • Tidskriftsartikel (refereegranskat)abstract
    • In recent years, the global environmental science-policy interface has come to include a greater variety of knowledge. Social scientists have joined natural scientists at the policy table, and Indigenous and local knowledge is being taken ever more seriously. But this pluralisation raises political, normative, and epistemic challenges for environmental expert organisations, including with respect to how knowledge is managed, how it is judged to be valid, how it is made policy-relevant, and how it is presented to policy-makers and decision-takers. Based on an interview study of experts involved in the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), we identify three broad approaches to these challenges: the integrationist logic, which seeks to combine all knowledge into a single ontology; the parallelist, which looks for similarities and connections between irreconcilable ontologies; and the pragmatist, which strives to apply knowledge when and where it will have the greatest positive impact. Rather than champion any one of these approaches, the paper explores their origins and how they negotiate paralyses to the timeliness of work. In avoiding ultimate formalisation of how value and knowledge pluralism are to be handled, IPBES allow more contextually sensitive practices to come to the fore. The paper concludes by discussing implications for environmental expertise more broadly.

  • Towards a reflexive turn in the governance of global environmental expertise : The cases of the IPCC and the IPBES
  • 2014
  • Ingår i: GAIA. - : oekom verlag. - 0940-5550 .- 2625-5413. ; 23:2, s. 80-87
  • Tidskriftsartikel (refereegranskat)abstract
    • The role and design of global expert organizations such as the Intergovernmental Panel on Climate Change (IPCC) or the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) needs rethinking. Acknowledging that a one-size-fits-all model does not exist, we suggest a reflexive turn that implies treating the governance of expertise as a matter of political contestation.

  • Deliberative democracy meets democratised science : a deliberative systems approach to global environmental governance
  • 2018
  • Ingår i: Environmental Politics. - : Routledge. - 0964-4016 .- 1743-8934. ; 27:1, s. 1-20
  • Tidskriftsartikel (refereegranskat)abstract
    • The main achievements of the debates on deliberative democracy and democratised science are investigated in order to analyse the reasons, meanings and prospects for a democratisation of global environmental policy. A deliberative systems approach, which emphasises the need to explore how processes in societal spheres interact to shape the deliberative qualities of the system as a whole, is adopted. Although science plays a key role in this, its potential to enhance deliberative capacity has hardly been addressed in deliberative theories. The democratisation of science has potential to contribute to the democratisation of global environmental policy, in that it also shapes the potential of deliberative arrangements in the policy sphere. Deliberative arrangements within the policy sphere may stimulate the democratisation of science to different degrees.

  • Global environmental assessments and transformative change : the role of epistemic infrastructures and the inclusion of social sciences
  • 2024
  • Ingår i: Innovation. The European Journal of Social Science Research. - : Routledge. - 1351-1610 .- 1469-8412. ; , s. 1-18
  • Tidskriftsartikel (refereegranskat)abstract
    • The gap between what is known about climate change and the action taken to prevent it has instigated debates around how to reconfigure global environmental assessment organizations to better inform and foster transformative change. One recurring request involves the need for a broader and better inclusion of social scientific knowledge. However, despite such intentions, the inclusion of social scientific research remains limited. How can this be explained? Through a detailed analysis of the IPCC special report on limiting global warming to 1.5 degrees, this article reveals how the institutional conditions of global environmental assessments condition and shape what knowledge is included in these assessments, as well as how this knowledge is represented. It discusses how and why the understanding of social processes and structures remains underdeveloped, despite such knowledge being critical for transformative change. To integrate such knowledge into environmental assessments would require substantial changes to the current epistemic infrastructure used by global environmental assessments. It is therefore time to think beyond global environmental assessments and consider complementary institutional science–policy relations through which social scientific research can assist policy actions to promote deep transformative change.
