  • Mind the gap : Coping with delay in environmental governance

    • Gaps between public policy goals and the state of the environment are often significant. However, while goal failures in environmental governance are studied in a number of disciplines, the knowledge on the various causes behind delayed goal achievement is still incomplete. In this article we propose a new framework for analysis of delay mechanisms in science and policy, with the intention to provide a complementary lens for describing, analysing and counteracting delay in environmental governance. The framework is based on case-study findings from recent research focusing on goal-failures in policies for climate change, hazardous chemicals, biodiversity loss and eutrophication. It is also related to previous research on science and policy processes and their interactions. We exemplify the framework with two delay mechanisms that we consider particularly important to highlight—denial of science and decision thresholds. We call for further research in the field, for development of the framework, and not least for increased attention to delay mechanisms in environmental policy review and development on national as well as international levels.

    • In Sweden, local and regional planning practices are faced with the challenge of managing rapid growth in expansive urban regions. However, spatial planning should also contribute to the fulfilment of formalized sustainability objectives and support sustainable development. This includes addressing cross-cutting sustainability issues that transcend established administrative and territorial boundaries. Thus, the management of sustainability issues requires attention from actors at different levels, and challenges how contemporary planning practices plan for development. Based in the expansive Stockholm region, this study explores the cross-level interaction in spatial planning and decision-making and planning practitioners’ experiences and apprehensions of contemporary municipal planning practices with a focus on statutory plans to achieve sustainability targets and objectives. The results show that municipal planning organizations are under pressure because of rapid urban expansion. It is concluded that the role, format and content of statutory as well as informal planning instruments are decisive for the cross-level interaction between planning levels. Moreover, planning instruments find new trajectories resulting in mismatches in expectations from planners at adjacent planning levels. This influences the interplay and preconditions for achieving national and regional sustainability targets and objectives.

  • What makes a railway station safe and for whom? : The impact of transit environments on passengers' victimisation and safety perceptions

    • This study assesses patterns of victimisation and safety perceptions among passengers using railway stations across neighbouring municipalities in Sweden. Exploratory data analysis and logistic regression models underlie the methodology of the study, which shows that the geography of passengers' victimisation differs from the geographical patterns found for the perception of safety. Findings show that passengers' safety perceptions are more affected by the physical and social characteristics of transit environments than passengers' victimisation. Yet, for those who have reduced mobility, the station affects the likelihood of their being victimised. Lack of staff and poor maintenance of the station are two significant attributes associated with the lower levels of safety perceived by passengers as well as levels of crime and panhandling at both the station and on the way to it. Compared with all passengers, women, but in particular those who identify as LGBTQI+ /Non-binary/Other, run a higher likelihood of feeling less safe. The theoretical and practical implications of these results are discussed.

  • A Distributional Semantic Online Lexicon for Linguistic Explorations of Societies

    • Linguistic Explorations of Societies (LES) is an interdisciplinary research project with scholars from the fields of political science, computer science, and computational linguistics. The overarching ambition of LES has been to contribute to the survey-based comparative scholarship by compiling and analyzing online text data within and between languages and countries. To this end, the project has developed an online semantic lexicon, which allows researchers to explore meanings and usages of words in online media across a substantial number of geo-coded languages. The lexicon covers data from approximately 140 language-country combinations and is, to our knowledge, the most extensive free research resource of its kind. Such a resource makes it possible to critically examine survey translations and identify discrepancies in order to modify and improve existing survey methodology, and its unique features further enable Internet researchers to study public debate online from a comparative perspective. In this article, we discuss the social scientific rationale for using online text data as a complement to survey data, and present the natural language processing-based methodology behind the lexicon including its underpinning theory and practical modeling. Finally, we engage in a critical reflection about the challenges of using online text data to gauge public opinion and political behavior across the world.

  • Transition towards and of sustainability—Understanding sustainability as performative

    • Our purpose is to explore the concept of “sustainability” when understood from a performative perspective, i.e. as a concept that is filled with meaning across time. Drawing on a 10 year-long study of the digital footprint of Stockholm Royal Seaport, claimed to be northern Europe's largest sustainable urban development district, we show that “sustainability” emerged as the project became associated with particular places, projects, histories, and technologies. This means that “sustainability” was local in that it was situated in the particular spatial context of the project; temporal in that it was situated in a particular time; and political in that it expressed particular values and perspectives. The study contributes to explaining why “sustainability” remains—and always will remain—a contested concept, which is why sustainability transitions are complex. Consequently, we suggest that the transition towards sustainability always involves the transition of sustainability, something that needs to be acknowledged in order for a transition to actually become sustainable.

    • This chapter addresses the technological megashift and implications for security and accountability within the EU. Digitalised interconnectivity of increasingly ‘embedded’ systems, infrastructures and societal functions are megashift features. Although the EU hardly lacks technological strategies, accountability structures beg improvement, and there are multiple expert groups with insufficient coordination and societal focus. The EU suffers from techno-optimism—coupled to powerful objectives of fuelling economic growth—which can lead to broadly conceived and represented security issues falling in shadow and struggles between interests being inadequately addressed. This chapter analyses how the EU deals with the megashift with respect to threats, surveillance systems, infrastructural vulnerability and public-private accountability. It is suggested that the EU take (i) a holistic grip on the megashift and implications, (ii) abandon optimistic techno-determinism for nuanced and contextual understanding and (iii) avoid outsourcing management of sensitive data and critical infrastructures.

    • Corporatisation of critical information infrastructure (CII) is rooted inthe ‘privatisation wave’ of the 1980s-90s, when the ground was laidfor outsourcing public utilities. Despite well-known risks relating toreliability, resilience, and accountability, commitment to efficiencyimperatives have driven governments to outsource key publicservices and infrastructures. A recent illustrative case with enormousimplications is the 2017 Swedish ICT scandal, where outsourcing ofCII caused major security breaches. With the transfer of the SwedishTransport Agency’s ICT system to IBM and subcontractors, classifieddata and protected identities were made accessible to non-vettedforeign private employees – sensitive data could thus now be inanyone’s hands. This case clearly demonstrates accountability gapsthat can arise in public-private governance of CII.
