  • Collective action and agency in Baltic Sea marine spatial planning: Transnational policy coordination in the promotion of regional coherence

    • Despite the increasing attention given to marine spatial planning and the widely acknowledged need for transnational policy coordination, regional coherence has not yet improved a great deal in the Baltic Sea region. Therefore, the main objectives in this article are: (a) to map existing governance structures at all levels that influence how domestic marine spatial planning policy strategies are formed, (b) to identify specific challenges to improved regional cooperation and coordination, and (c) to discuss possible remedies. Based on data from in-depth case studies carried out in the BONUS BALTSPACE research project, it is shown that, despite the shared goal of sustainability and efficient resource use in relevant EU Directives, action plans and other policy instruments, domestic plans are emerging in diverse ways, mainly reflecting varying domestic administrative structures, sectoral interests, political prioritisations, and handling of potentially conflicting policy objectives. A fruitful distinction can be made between, on the one hand, regulatory institutions and structures above the state level where decision-making mechanisms are typically grounded in consensual regimes and, on the other hand, bilateral, issue-specific collaboration, typically between adjacent countries. It is argued that, to improve overall marine spatial planning governance, these two governance components need to be brought together to improve consistency between regional alignment and to enhance opportunities for countries to collaborate at lower levels. Issue-specific transnational working groups or workshops can be one way to identify and act upon such potential synergies. © 2018 The Authors

    • How science and policy interact has been a major research focus in the International Relations (IR) tradition, using the epistemic community (EC) concept, as well as in the alternative perspective of Science and Technology Studies (STS). Should science be autonomous and as apolitical as possible in order to ‘speak truth to power’, as suggested by EC or should the inevitable entanglement of science and politics be accepted and embraced so as to make advice more conducive to negotiating the explicit travails of political decision-making as suggested by STS? With this point of departure, we compare similarities and differences between science–policy interactions in the issue areas of eutrophication and fisheries management of the Baltic Sea. To examine how knowledge is mobilised, the concepts of ‘uncertainty’ and ‘coherence’ are developed, drawing on both EC and STS thinking. We then reflect on the explanatory value of these approaches in both cases and discuss how a separation of science and policy-making in the pursuit of achieving scientific consensus leads to ineffectual policies. Drawing on STS thinking, we urge for a re-conceptualisation of coherence in order to accommodate a more reflexive practice of science–policy interactions.

  • Mind the gap : Coping with delay in environmental governance

    • Gaps between public policy goals and the state of the environment are often significant. However, while goal failures in environmental governance are studied in a number of disciplines, the knowledge on the various causes behind delayed goal achievement is still incomplete. In this article we propose a new framework for analysis of delay mechanisms in science and policy, with the intention to provide a complementary lens for describing, analysing and counteracting delay in environmental governance. The framework is based on case-study findings from recent research focusing on goal-failures in policies for climate change, hazardous chemicals, biodiversity loss and eutrophication. It is also related to previous research on science and policy processes and their interactions. We exemplify the framework with two delay mechanisms that we consider particularly important to highlight—denial of science and decision thresholds. We call for further research in the field, for development of the framework, and not least for increased attention to delay mechanisms in environmental policy review and development on national as well as international levels.

    • A gendered reading of the liberal peacebuilding and transitional justice project in Bosnia-Herzegovina raises critical questions concerning the quality of the peace one hopes to achieve in transitional societies. By focusing on three-gendered justice gaps-the accountability, acknowledgement, and reparations gaps-this article examines structural constraints for women to engage in shaping and implementing transitional justice, and unmasks transitional justice as a site for the long-term construction of the gendered post-conflict order. Thus, the gendered dynamics of peacebuilding and transitional justice have produced a post-conflict order characterized by gendered peace and justice gaps. Yet, we conclude that women are doing justice within the Bosnian-Herzegovina transitional justice project, and that their presence and participation is complex, multilayered, and constrained yet critical.

  • Female desire in phallocentric industries : A duo-ethnographic interrogation

    • The persistence of workplace inequality requires female subjects to examine their place in exploitative systems of production and consumption, and to identify means for emancipation beyond masculine dominant orders. In this paper we examine our past experiences as young women in the finance and oil industries, the phallocentric and extractive engines of global capitalism. We do this by employing a duo-ethnographic approach and a feminist reading of Jacques Lacan’s ideas on sexual difference, aiming to contribute to the literature on female identification in phallocentric organizations. Our analysis reveals how we oscillated between accepting subordinate feminine subject positions linked to emotional work and striving to access ‘universal’ masculine subject positions linked to success and achievement. At the same time, we both engaged with imaginaries of uniqueness and critique, control and success in order to keep functioning in our roles. Both our stories feature moments of rupture experienced as affective embodied responses, when our organizations placed ourselves or others at risk. We analyse these as moments when cracks were exposed in our fantasmatic survival strategies, leading to our eventual exit from these industries. We conclude that while a feminist Lacanian framework provides a useful lens for understanding processes of female identification in phallocentric organizations, the quest for female desire and subjectivity outside the masculine dominant order requires other (feminist) frameworks.

    • This special issue advances feminist inquiry and theorizing of the politics of knowledge within our current, highly paradoxical societal landscape. It draws together feminist analyses of “expertise” with feminist epistemologies of situated knowledge, Black feminist thought, theory of affect and emotions, sociology of knowledge, and science and technology studies (STS). As such, it enables a timely interdisciplinary engagement with current paradigmatic shifts in knowledge production and claims to expertise as well as an examination of the gendered and racialized epistemic authority.For several decades, the study of “knowledge,” changing modes of knowledge production, and the dynamics shaping the recognition of expertise were largely confided to the specialized subfields of sociology of knowledge..

    • This article proposes the concept of feminist political epistemology to examine the changing modalities of knowledge production in Germany. The article examines how German gender equality policies have been embedded in and shaped by the shifting modalities of knowledge production and the remaking of the science expertise–politics nexus. The two formative time periods investigated—the 1960s–1970s and 1998 to the present—account for major shifts in the gender and political knowledge regime in Germany. The findings provide insights into the contradictory dynamics involved in transformations of political and epistemic authority.
