    • The securitization of health concerns within the European Union has hitherto received scant attention compared to other sectors. Drawing on the conceptual toolbox of actor-network theory, this article examines how a ‘health security assemblage’ rooted in EU governance has emerged, expanded, and stabilized. At the heart of this assemblage lies a particular knowledge regime, known as epidemic intelligence (EI): a vigilance-oriented approach of early detection and containment drawing on web-scanning tools and other informal sources. Despite its differences compared to entrenched traditions in public health, EI has, in only a decade’s time, gained central importance at the EU level. EI is simultaneously constituted by, and performative of, a particular understanding of health security problems. By ‘following the actor’, this article seeks to account for how EI has made the hunt for potential health threats so central that detection and containment, rather than prevention, have become the preferred policy options. This article draws out some of the implications of this shift.

    • The development of European Union (EU) civil protection cooperation highlights important issues in the debate on the internal-external security nexus. It points to the increased transnationalization of threats usually assigned to the field of 'internal' security, but it also presents researchers with a puzzle: despite the relatively rapid development of civil protection cooperation, there is still substantial disagreement among the EU member states as to how it should continue to develop. Applying an analytical framework based on neo-institutional organization theory and the study of organizational 'fields', this article explores two questions: What is the institutional basis for member states' diverging positions on the future direction of EU civil protection? and How may these positions affect the current development of EU civil protection? Our analysis draws upon empirical evidence from civil protection practice in Spain, Sweden and the EU, including official documents in the form of bills and laws, policy papers and elite interviews. We find that the basis for member states' diverging positions on the future of EU civil protection is rooted in conflicting national institutional logics of civil protection. No logic has become dominant at the EU level, suggesting that as long as multiple institutional logics continue to coexist, disagreement on the future development of European level civil protection cooperation will persist.

    • EU enlargement and the incorporation of the acquis communautaire are widely seen as successful and emboldening the integrity of political, administrative and legal institutions in Central and Eastern Europe (CEE). The analysis reported here describes the specific problems associated with affirming institutional integrity in the fieldof public procurement, which constitutes a 'tough test'. Public procurement is namely an area where the acquis swiftly gained pre-eminence in accession states, but whose complex regulations depend on a well-functioning judiciary, effective administrative supervision and limited corruption. The experience in Poland and Bulgaria, countries that represent different stages of institution building in this area, is compared. The results suggest that an EU-compatible public procurement regime is being consolidated throughout the CEE region. At the same time, that regime may only work well when boundaries between institutional subjects, as well as between the spheres of law, politics and economics, are upheld in post-communist countries.

  • Understanding the Creeping Crisis

    • This open access book explores a special species of trouble afflicting modern societies: creeping crises. These crises evolve over time, reveal themselves in different ways, and resist comprehensive responses despite periodic public attention. As a result, these crises continue to creep in front of our eyes. This book begins by defining the concept of a creeping crisis, showing how existing literature fails to properly define and explore this phenomenon and outlining the challenges such crises pose to practitioners. Drawing on ongoing research, this book presents a diverse set of case studies on: antimicrobial resistance, climate change-induced migration, energy extraction, big data, Covid-19, migration, foreign fighters, and cyberattacks. Each chapter explores how creeping crises come into existence, why they can develop unimpeded, and the consequences they bring in terms of damage and legitimacy loss. The book provides a proof-of-concept to help launch the systematic study of creeping crises. Our analysis helps academics understand a new species of threat and practitioners recognize and prepare for creeping crises.

  • The limitations of strategic narratives : The Sino-American struggle over the meaning of COVID-19

    • Recent research has explored how the Sino-American narrative struggle around COVID-19 might affect power shift dynamics and world order. An underlying assumption is that states craft strategic narratives in attempts to gain international support for their understandings of reality. This article evaluates such claims taking a mixed-methods approach. It analyzes American and Chinese strategic narratives about the pandemic, and their global diffusion and resonance in regional states that are important to the U.S.-led world order: Australia, India, South Korea, Turkey, and the United Kingdom. While the article confirms that strategic narratives remain a highly popular policy instrument, it argues that their efficacy appears limited. Overall, the five states in question either ignored the Sino-American narrative power battle by disseminating their own strategic narratives, or they engaged in “narrative hedging.” Moreover, even China’s narrative entrepreneurship was enabled and constrained by pre-existing master narratives integral to the current U.S.-led world order.

  • Smooth power : identifying high-level leadership skills promoting organizational adaptability

    • PurposeThe study aims to gain a deeper understanding of what leadership skills are important for leaders in gaining adaptability in a hierarchical organization along with antecedent factors that influence the potential development of these skill sets.Design/methodology/approachA qualitative study was conducted by interviewing fifteen high-level military officers (Brigadiers and Colonels). Data were analyzed according to the grounded theory method and a theoretical model was generated.FindingsA core variable was identified in the data analysis, the leader's use of organizational smooth power, using structural, emotional and relational smoothness, to gain organizational adaptability. The leader's professional background, experience and the organizational environment characteristics respectively interact as antecedent variables shaping the leader's contextual appraisal in order to implement smooth power. Further research suggestions are pointed out and practical and ethical implications are included.Research limitations/implicationsThe study was completed in a specific context, a higher-level military staff, which makes it context specific. We hypothesize that similar behaviors may be found in other organizations but further research should be conducted to test this. The sample size is relatively small due to the chosen qualitative research method.Practical implicationsPractical considerations should be given to ethical and moral reflection within leadership training for ongoing use in leadership praxis, such as implementation and ongoing reflection of ethical leadership (Treviño et al., 2000; Treviño et al., 2003). Other practical impacts of this research may be for selection and retention efforts of high-level military staff workers. The model may also be useful for education purposes in order to increase awareness and abilities of smooth power concepts in an attempt to increase adaptability in military leadership. It may increase their awareness of skills rendered as necessary for collaborative efforts in multinational staff environments.Originality/valueThe research contribution is the detailed descriptions of the ways high-level leaders use organizational smooth power in order gain organizational adaptability.

  • Direct and sustained effects on leadership self-efficacy due to the inability to complete a parachute training course

    • The present study examined a parachute training course intended to improve the leadership abilities of future military officers. Two research questions were examined. First, whether there were any differences between completers and non-completers in anxiety, stress, and collective identity at the beginning of the course (time 1), and second, whether there were any differences between completers and non-completers in leadership self-efficacy immediately after the course and at a five-month follow-up (time 2 and time 3). Participants were cadets from the Swedish Military Academy undergoing the course as part of their officer training curriculum. The results showed no significant differences between completers and non-completers in anxiety, stress, and collective identity at the beginning of the course (time 1). Non-completers showed a significant reduction in leader self-control efficacy compared to those who completed the training immediately after the course and at a five-month follow-up (time 2 and 3). Overall, these results indicate that non-completion of this type of demanding training could have negative effects on the individual's leader self-control efficacy.

  • From believing to doing : The association between leadership self-efficacy and the developmental leadership model

    • The current study examined the association between leadership self-efficacy and the developmental leadership model. The purpose is to better understand how leadership training transfers to facets of developmental leadership. This was tested in a cross-sectional design with military commanders in the Swedish armed forces. The results show that the sub-domain of leader self-control efficacy (the cognitive and emotional ability to remain composure) did predict developmental leadership in only one dimension of being an exemplary model, but that leader assertiveness efficacy (the ability to make rational decisions) predicted the two dimensions of exemplary model and inspiration & motivation in developmental leadership. One possibility is that leader self-control efficacy can be what enables the individual to function within an extreme context, but leader assertiveness efficacy can be what most determine the leadership performance within that context. The possibility for mediatory analyses in further research is discussed.
