  • “This Group is Like a Home to Me:” understandings of health of LGBTQ refugees in a Swedish health-related integration intervention: a qualitative study

    • Background: When large numbers of asylum seekers immigrate to a country, civil society is encouraged to contribute to their integration. A subgroup of asylum seekers comprising lesbian, gay, bisexual, transgender, or queer (LGBTQ) refugees are specifically deemed vulnerable to developing health and integration problems due to the double stigma of being a sexual/gender minority and a refugee. The Swedish Federation for LGBTQ Rights (RFSL) is a civil societal organization that has established the support group “RFSL Newcomers,” a health-related integration intervention that targets such refugees. The aim of the present study is reconstructing the subjective understanding of health of LGBTQ refugees.Methods: Eleven participants in Newcomers and eight organizers were interviewed about LGBTQ refugees’ experiences of migrating and participating in RFSL Newcomers. Qualitative content analysis was used to reconstruct subjective understandings of health that were constructed in these narratives. As the data did not originally concentrate on exploring understandings of health, a broad theoretical approach was used as a heuristic for the analysis, which focused on the common everyday approach of conceptualizing health as wellbeing.Results: The narratives revealed three interconnected, interdependent categories of understanding health in which tensions occur between wellbeing and ill-being: belonging versus alienation, security and safety versus insecurity, and recognition versus denial. The categories contribute to an overarching theme of health as framed freedom – i.e., freedom framed by conditions of society.Conclusions: For our participants, belonging, recognition, and security/safety are conceptual elements of understanding health, not its social determinants. Thus, these understandings emphasize relational and existential meanings of health (theoretical implication). As for practical implications, the understandings of health were connected to being either inside or outside the Newcomers group and a new society, depending on whether LGBTQ refugees comply with social requirements. As a significant actor that is representative of the cultural majority and a facilitator of LGBTQ refugees’ resettlement process, RFSL provides LGBTQ refugees with crucial orientations for becoming a “good migrant” and a “good LGBTQ person,” yet a “bad bio-citizen.” Generally, organizers of interventions may enhance the effectiveness of their interventions when relational, existential, and biomedical understandings of health are all incorporated.

    • Purpose: Migrants are a vulnerable group concerning health and integration. Civil society organizations are deemed important for the integration and health of migrants and have been encouraged to help. This study explored health and acculturation, as expressed in research into health-related integration interventions for migrant groups provided by civil society organizations. Methods: Databases, journal websites and reference lists were searched in an integrative review. Thirteen articles were found and analysed using concepts of health strategies/perspectives and of acculturation with regard to general and health culture. Results: Studies were divided between two primary spectrums: 1) assimilation-integration and 2) integration-separation spectrum. Spectrum 1 interventions tend to promote assimilation into the present host culture and into a Western view of health. They are mostly driven by representatives of the host culture. Spectrum 2 interventions are characterized by a greater openness concerning the home-culture understandings of health, alongside an appreciation of the home culture in general. They are mostly migrant-driven. Conclusions: The different acculturating approaches in migrant and native-driven civil society organizations call for an awareness of their guiding health and acculturation assumptions and their applied perspectives and strategies. This awareness is considered crucial in order to achieve desired health and acculturation outcomes.

  • Cross-national patterns of governance mechanisms in nationally determined contributions (NDCs) under the Paris Agreement

    • The continuous submission and scaling-up of Nationally Determined Contributions (NDCs) constitutes a key feature of the Paris Agreement. In their NDCs, states propose governance mechanisms for implementation of climate action, in turn distinguishing appropriate roles for the state in climate governance. Clarity on Parties’ suggested roles for the state makes explicit assumptions on the premise of climate policy, in turn contributing to enhanced transparency in negotiations on the scaling-up of NDCs. This also speaks to ongoing debates on roles for the state in climate governance literature. This article identifies the governance mechanisms proposed by states in their NDCs and the roles for the state envisioned by those governance mechanisms, and also examines how cross-national patterns of roles for the state break or converge with conventional patterns of international politics. The analysis shows that states propose a plurality of roles, which to different extents may be complementary or conflictual. We conclude that income, region, and the Annexes under the United Nations Framework Convention on Climate Change (UNFCCC) are important for understanding suggested roles for the state, but that there are nuances to be further explored. We argue that this paper has three key findings: i) a majority of states rely on market mechanisms to implement their NDCs while rules on implementation and assessment of market mechanisms are still an outstanding issue in the negotiations, meaning that resolving this issue will be essential; ii) the process for evaluating and assessing qualitative governance mechanisms needs to be specified; and iii) increased awareness of differing views on the state’s roles makes explicit different perspectives on what constitutes an ambitious and legitimate contribution to combating climate change.

  • Monitoring the effects of knowledge communication on conservation managers' perception of genetic biodiversity : a case study from the Baltic Sea

    • Despite the attention given to genetic biodiversity in international agreements such as the Convention on Biological Diversity (CBD) Strategic Plan and the Aichi Targets, previous research points at a “conservation genetics gap,” indicating that scientific insights into genetic biodiversity are poorly integrated into practical management. Both researchers and managers call for platforms for knowledge exchange between science and practice. However, few scientific studies on the potential effects of such knowledge transfer have been conducted. The present study is a follow-up to Lundmark et al. (2017), which identified significant effects of two forms of knowledge communication on conservation managers’ concerns and beliefs in regard to Baltic Sea genetic biodiversity. This study departs from Lundmark et al. (2017) and explores (a) whether the identified alterations in knowledge and beliefs persist over time, and (b) whether potential stability differs between different types of policy beliefs as well as between two types of knowledge communication (lecture and group deliberation). The results of this follow-up study show that the positive impacts on managers’ self-assessed knowledge remained, while the effects on policy beliefs largely had vanished a few months after the knowledge communication. Thus, changes in beliefs seem perishable, suggesting that continuity is more important than the form of educational efforts.

  • Does stakeholder participation increase the legitimacy of nature reserves in local communities? Evidence from 92 Biosphere Reserves in 36 countries

    • The aim of this paper is to investigate if stakeholder participation increases the legitimacy of nature reserves in the surrounding community. Most previous studies of the effects of stakeholder participation in natural resource management have relied on case studies, but in this paper we use a combination of panel data from a two-wave survey (2008 and 2013) of 92 Biosphere Reserves (BRs) in 36 countries and semi-structured interview data from 65 stakeholder respondents in a sub-sample of 10 BRs to systematically investigate the effects of stakeholder participation on the legitimacy of the natural reserve in the local community. The data cover four levels of stakeholder participation: (1) Information, (2) Implementation, (3) Involvement and (4) Representation. These levels roughly correspond to rungs on Arnstein's ladder of participation, and the expected outcome is that the legitimacy of the nature reserve will increase in the surrounding local community as the degree of participation increases. However, findings suggest that there is no linear relationship between participation and legitimacy: climbing upwards on Arnstein's ladder of participation does not uniformly enhance the level of legitimacy of the nature reserve in the local community. Instead, a practice-based form of participation is what seems to increase legitimacy.

  • Social-ecological-technological systems consequences of mining : An analytical framework for more holistic impact assessments

    • Understanding the impacts of extractive industries on sustainable development requires analyzing them as part of dynamic social-ecological-technological systems. Building on insights from studies of social-ecological systems and socio-technical systems, as well as fieldwork on the impacts of mining in the Nordic Arctic, this article presents an analytical framework for co-production of knowledge about the role of industrial or infrastructure projects for regional development. We use this framework to analyze Swedish mining policy, assessment guidelines, and environmental impact assessments for three mining projects in Arctic Sweden. We conclude that Swedish mining policy and guidelines for impact assessments neglect key aspects of social-ecological-technological systems, including the impacts of climate change, and treat many social aspects of sustainable development in a cursory manner. We suggest that more systematic analysis of the dynamics of social-ecological-technological systems would facilitate more transparent decision making and help identify the potential role of proposed mining projects in pathways towards sustainable development in northern regions.

  • Sustainable natural resource governance under interest group competition in policy-making

    • Non-state actors play an increasingly important role in environmental policy. Lobbying by interest groups has been associated with policy stagnation and environmental degradation as well as with sustainable governance. However, little is known about how competition between economic and environmental interests influences the ability of governance systems to avoid undesirable outcomes. We investigate how competing interest group behaviour affects sustainable resource management by tracing the policy change process in a case study of the European Union fisheries policy and analysing its dynamics with an agent-based model. We find that formation of interest group coalitions in response to a perceived crisis can delay or prevent collapses, even when the competing interests have unequal resources. We attribute such outcomes to the emergence and timing of a ‘tug of war’ mechanism between competing interest group coalitions. We argue that attempts to improve sustainable resource management must account for feedbacks from environmental change to behaviours of political actors.

    • Nuclear and other industrial activities create rare likelihoods for very large catastrophes. Available insurance, intra-industry pooling of risk and the net worth of those who cause the risk, provide an inadequate coverage for compensation of third-party damage. In OECD countries, the top layer of damage compensation after such catastrophes is regularly transferred, explicitly or implicitly, to governments. This constitutes a subsidy of the risk-creating industries. For a variety of reasons, traditional insurers are unwilling to assume full liability for the potentially colossal damage of industrial catastrophes. Such risks could be offloaded to the immensely larger capital market through the issue of catastrophe bonds. This would obviate the need for public subsidy, and provide a means for market pricing of the risks, but considerable needs for public intervention would nevertheless remain.
