  • Extending digital infrastructures : A typology of growth tactics

    • Digital infrastructures enable delivery of information services in functional areas such as health, payment, and transportation by providing a sociotechnical foundation for partnership governance, resource reuse, and system integration. To effectively serve emerging possibilities and changing purposes, however, a key question concerns how an infrastructure can be extended to cater for future services in its functional area. In this paper, we approach such digital infrastructure growth as a challenge of aligning new partners whose digital capabilities spur innovative services that attract more users. We advance an initial typology that covers four growth tactics (i.e., adding services, inventing processes, opening identifiers, and providing interfaces) with the potential to set extension of infrastructures in motion. We then explore the proposed typology by investigating the ways in which its particular tactics successfully extended the scope of a digital infrastructure for public transportation in Stockholm, Sweden. Our insights invite IS scholars to engage more deeply in the development of growth tactics that achieve infrastructure extensions necessary for improving the durability of service delivery.

    • Utvecklingen inom elektromobilitet går mycket snabbt: antalet laddbara fordon ökar snabbt på den svenska marknaden, men ökningen syns främst i de större städerna. Samtidigt pratar man ofta om att laddbara fordon främst behövs på landsbygden och i alla landets mindre orter, där det ofta inte finns så många hållbara mobilitetsalternativ. Syftet med det projekt som presenteras i denna rapport är att förstå förutsättningarna för elektromobilitet på landsbygden och i mindre orter, och att identifiera vilka möjligheter som kan finnas att påskynda elektrifieringen av transporterna. Detta har främst studerats genom djupintervjuer med kommunala energi- och klimatrådgivare, och andra personer med uppdrag att främja elektromobilitet, i landsbygdsområden i olika delar av landet.De främsta slutsatserna som kommit fram är:Konkret information om laddbara bilars funktionalitet, räckvidd och ekonomi behövs för att sänka tröskeln för att skaffa laddbar bil. Det är mycket viktigt att den kunskap som utvecklas i olika projekt får bred spridning, exempelvis genom de kommunala energi- och klimatrådgivarna.En fungerande andrahandsmarknad, och enkla och lättillgängliga lösningar för hemmaladdning, exempelvis genom lokala energibolag, är också viktigt för att sänka tröskeln.Kommunerna är viktiga för spridningen av laddbara bilar, såväl när det gäller att introducera dem i sin egen verksamhet, bidra till uppbyggnaden av laddinfrastruktur, och genomföra kunskapshöjande insatser så som prova-på-projekt. För att se till att kommunerna har tillräckliga resurser för att kunna genomföra dessa aktiviteter på ett långsiktigt sätt finns behov av specifikt stöd.Signaler från statliga myndigheter är mycket betydelsefulla för att peka ut riktningen för teknikspridning. Stöd och insatser har i stor utsträckning riktats mot större städer, vilket har bidragit till att befästa synen på laddbara bilar som stadsbilar. Vid utformningen av fortsatta insatser för att främja utveckling och spridning av elektromobilitet är det viktigt att studera möjliga konsekvenser i ett brett systemperspektiv.

  • Public-private MaaS : Unchallenged assumptions and issues of conflict in Sweden

    • Despite an increase in Mobility-as-a-Service (MaaS) initiatives that aim to pave the way for both public and private MaaS Operators, such MaaS models have received limited scholarly attention. Uncertainties therefore remain in terms of how public-private MaaS can be realized and governed. This paper addresses this problem through an exploratory case study of an attempt to reform the business ecosystem for mobility services in Sweden, which is conceptualized as a move towards public-private MaaS. Inspired by the What-is-the-Problem -Represented-to-Be approach, the paper analyzes what problem representations and assumptions underpin the proposed reform and outlines issues of conflict across the involved actors. Drawing on these findings, the paper highlights disagreements on problems, centralization, and responsibilities as challenges to public-private MaaS developments and proposes that an inclusive and pragmatic governance strategy is key for effective and dem-ocratic governance of MaaS. Additionally, three avenues for future research are identified: development of analytical tools that better represent the complexity of MaaS governance choices, studies of how the prevailing narrative around MaaS influences developments, and analyses of governance strategies' effectiveness in relation to political objectives for MaaS developments.

  • Crowdsourcing and Public Transportation : Barriers and Opportunities

    • In the last decade, private companies have successfully used crowdsourcing to revolutionise mobility, while public transport companies are still mostly failing to utilise the benefits of crowdsourcing. The application of crowdsourcing in public transport is a new area of academic research, and research on crowdsourcing en route in real-time is missing. This research aims to address this gap, explore opportunities and challenges of this type of crowdsourcing, and conceptualise this phenomenon. The research is based on empirical data collected in five Northern European countries. Our research findings help identify areas where crowdsourcing en route can add value to public transport: new forms of communication, opportunities to communicate with third parties, and improved transit planning and optimisation. Identified challenges are related to behavioural change for users, a need to develop infrastructure to enable crowdsourcing en route, and financial rationalities.

    • Information systems as an artefact-oriented discipline require a strong interaction between researchers, developers and users regarding design of, development of, and the study of the use of digital artefacts in social settings. During recent years, performing research in a design science research spirit has gained increasing interest. In larger scale design research endeavours, access to systems development capabilities becomes necessary. Such a unit, InnovationLab, was established in 2006 in a university setting in Sweden. In this paper we are investigating the 5 years experience of running this InnovationLab. Our findings point to an innovation lab being valuable for research in general and especially for design science research. However, in order to balance the business of an innovation lab, it will be necessary to provide services for other stakeholders (such as administrative units, teachers, and students) as a means for developing systems development capability aimed at supporting researchers.

    • Allt fler offentliga myndigheter står inför eller har delvis genomfört tillängliggörande av interna data till allmänheten - s.k. öppna data. Detta förväntas leda till nya innovativa tjänster utvecklade av intermediärer - tredjepartsutvecklare. För att stimulera sådana utvecklingsaktiviteter behöver de öppna datakällorna skapa värde för tredjepartsutvecklare. Det projekt, i vilken denna rapport är en slutredovisning, har tagit fram verktyg för att mäta tredjepartsutvecklares upplevda värde av Trafikverkets öppna data.Arbetet med att identifiera hur en organisation kan skapa värde med öppna datatjänster vägledde projektet till att undersöka existerande forskning och erfarenhet om hur värde skapas inom tjänstesektorn.   • The role of middle actors in electrification of transport in Swedish rural areas

    • In this paper, we use the middle-out perspective to analyze the diffusion of electric cars and plug-in hybrids in Swedish rural areas and small towns. In Sweden, electrification of the transport system is a priority, particularly in car-dependent rural areas. However, the transition to electromobility mainly takes place in major urban areas. To understand the dynamics of the transition to electrified transport and identify how it may be facilitated, we identify top actors, bottom actors, and middle actors and analyze how middle actors exert influence. Our case study is based on in-depth interviews with civil servants who work with energy and transport issues in rural areas throughout Sweden and with representatives of energy companies and government agencies. We show that three middle actors are important: municipalities, local energy companies, and local car dealers. The municipalities and local energy companies mainly exert influence by knowledge diffusion and by contributing to projects such as charging infrastructure development. The car dealers are examples of middle actors who could play a central role by influencing consumers, but who currently often obstruct electric vehicle diffusion. We find that the support of top actors is very important for middle actors to be able to facilitate diffusion of electric cars and plug-in hybrids. Municipalities are in a unique position to use their knowledge, local networks, and sideways and upwards connections to strengthen the agency and capacity of citizens and small businesses (bottom actors). However, as small Swedish municipalities often have limited resources, long-term support from government agencies (top actors) is crucial. As middle actors are so important for the diffusion of electric vehicles, especially in the rural context where market forces are weaker than in the urban context, national policy for electrification of transport should support them.

  • Swedish shippers’ strategies for coping with slow-steaming in deep sea container shipping

    • When container shipping lines experience over-capacity and high fuel costs, they typically respond by decreasing sailing speeds and, consequently, increasing transport time. Most of the literature on this phenomenon, often referred to as slow-steaming, takes the perspective of the shipping lines addressing technical, operational and financial effects, or a society perspective focusing on lower emissions and energy use. Few studies investigate the effects on the demand side of the market for container liner shipping. Hence, the aim of this study is to elaborate on the logistics consequences of slow-steaming, particularly the strategies that Swedish shippers purchasing deep sea container transport services employ to mitigate the effects of slow-steaming. Workshops and semi-structured interviews revealed that shippers felt they had little or no impact on sailing schedules and were more or less subject to container shipping lines’ decisions. The effects of slow-steaming were obviously most severe for firms with complex supply chains, where intermediate products are sent back and forth between production stages on different continents. The shippers developed a set of strategies to cope with the low punctuality of containerised shipping, and these were categorised in the domains of transfer-the-problem, transport, sourcing and distribution, logistics and manufacturing, and product design. All firms applied changes in the transport domain, although the lack of service segmentation limited the effects of the strategy. Most measures were applied by two firms, whereas only one firm changed the product design.

    • Trans-ocean liner shipping companies adopt slow steaming during periods when the market is characterised by low demand, high fuel prices, low freight rates and overcapacity. The most recent instance in which this occurred was the period following the 2008/2009 global financial crises, and the speeds have not yet rebounded to the pre-crisis levels. Most of the existing research regarding slow steaming takes environmental, economic and maritime engineering perspectives, meaning that the phenomenon is studied from the viewpoint of ship owners. The purpose of this paper is to explore the effects of slow steaming from the shipper's perspective.

    • There is an ongoing movement in society to provide open data as an enabler for innovation and growth. As more data is passed on beyond organizational borders to trigger third party development of services, the expectations on what could be developed using open data increase. Developers have been observed to express frustration over different challenges in the wake of open data provision, such as localization issues, lack of quality in data etc. Knowledge and tools are missing to assess available open data. This absence risks ensuring continual improvement of open data markets and the management of hampering gaps between developers' requests of data and data providers' provision of data. This paper explores the benefits with open data assessment based on an exploratory single case research design.
