    • The temporary constructions industry has cost efficiency and sustainability challenges that may require new innovative business models as well as product and processes. This paperaims to discuss how social sustainability services can be included in product service system (PSS)by investigating a case where employment is offered in distributed temporary building module manufacturing in the PSS context. The case has been evaluated against PSS literature. Recent reviews and literature on inclusion of social sustainability and PSS for buildings were used. It is concluded that the current concept fits basic definitions of PSS although it is not typical. The social value of employment is difficult to evaluate and inclusion in PSS needs further research. Design practice could be used to further develop the services in the studied concept. © 2017 The Authors.

    • © 2019 International Energy Initiative Microgrids have an important role to play in achieving current international targets of electrifying poor rural communities around the world. In the East-African context, microgrid developers face challenges related to dispersed settlement patterns and high poverty levels that prevent many rural citizens from affording grid connections. Contextual factors influence demand for electricity, leading to uncertainties regarding development of consumption in newly electrified areas. Developers struggle with the sizing of microgrids and often initially oversize the system in anticipation of growing demand, which leads to significant investment costs and economic risk in case projected growth fails to appear. Our focus in this paper is to introduce an approach for flexible and adaptive distribution design – a process that can reduce initial investment cost and still be able to meet the long-term variations of the load in a controlled manner, thereby removing an entry barrier related to microgrid development. We exemplify the usefulness of this design approach in three different application areas: distribution capacity, transformation capacity and level of protection systems. Each application area consists of a number of steps based on mature technologies that correspond to change in capacity. The steps can be taken in sequence or in part, to achieve a system configuration adaptive enough to handle changes in electricity consumption, both increasing and, in some cases, also decreasing. Considerations on how steps would impact on system operation, power transfer capacity and demands on local technical expertise and maintenance are included. Importantly, the technical discussion details socio-economic aspects and the consequences for end-users as well as the utility. We exemplify the feasibility of the approach and provide a context for the discussion using real-world examples from East Africa.

    • Piracy can lead to risks so high that they, according to the International Maritime Organization, are tolerable only if risk reduction is not practicable or is disproportionate to the benefits achieved. Therefore, there is a need for reducing ship security risks in relation to antagonistic threats such as piracy. The aim of this study is to identify challenges for ship operators when developing their ship security management. Furthermore, this study also investigates two central aspects in the analysis: understanding the threat and understanding how a security threat affects the crew and operation of the ship. It is clear from the analysis that the importance of subjective aspects beyond a ship operators’ direct control is high. This seems to be the fact for all aspects of the risk management process. The situation is also dynamic as the security risk, as well as the risk perception, can change dramatically even though there are no actual operational changes. As a result, the ship security management process is highly iterative and depends on situations on board as well as conditions out of the ship operator’s control. In order to make ship security manageable, the risk management has to put particular focus on methodological understanding, relevant system understanding and well-defined risk acceptance criteria as well as on including all levels of the organization in the risk reduction implementation and on a continuous monitoring.

    • This paper provides a genealogy of the emergence of a common EU flood policy, including the scope and direction of this policy. Noticing how EU policy proposes green infrastructure (associated with using nature as a buffer zone in managing floods) as an alternative to grey infrastructure (implying fixed installations of concrete and cement), this paper adopts the theoretical lens of the so-called infrastructural turn, which advocates a relational investigation of infrastructure. By engaging this approach, the paper shows how flood infrastructure can contain very different compositions of (unruly) water and (settled) land. A narrative of a historically strong focus on guarding society from the powerful forces of nature through a fixed line of defense is increasingly giving way to more muddy states—quite literally—where society is expected to learn to live with flooding and show ecological consideration. To capture the EU’s, and especially the European Commission’s efforts to establish a pan-European flood infrastructure that accommodates this turn, the concepts of de- and re-infrastructuring are developed. These concepts act as heuristic devices to capture how policy performs some combinations between water and land as constituting an attractive and functional flood infrastructure, but constitutes other infrastructural relations of the aquatic and the terrestrial as undesirable and, hence, as malfunctioning. This performative act of distinguishing between what constitutes “good and proper” versus “bad and undesirable” infrastructure is referred to as a politics of infrastructure.

  • Unlocking value for a circular economy through 3D printing: A research agenda

    • The circular economy (CE) aims to radically improve resource efficiency by eliminating the concept of waste and leading to a shift away from the linear take-make-waste model. In a CE, resources are flowing in a circular manner either in a biocycle (biomass) or technocycle (inorganic materials). While early studies indicate that 3D printing (3DP) holds substantial promise for sustainability and the creation of a CE, there is no guarantee that it will do so. There is great uncertainty regarding whether the current trajectory of 3DP adoption is creating more circular material flows or if it is leading to an alternative scenario in which less eco-efficient localised production, demands for customised goods, and a higher rate of product obsolescence combine to bring about increased resource consumption. It is critical that CE principles are embedded into the new manufacturing system before the adoption of 3DP reaches a critical inflection point in which negative practices become entrenched. This paper, authored by both academic and industry experts, proposes a research agenda to determine enablers and barriers for 3DP to achieve a CE. We explore the two following overarching questions to discover what specific issues they entail: (1) How can a more distributed manufacturing system based on 3DP create a circular economy of closed-loop material flows? (2) What are the barriers to a circular 3D printing economy? We specifically examine six areas—design, supply chains, information flows, entrepreneurship, business models and education—with the aim of formulating a research agenda to enable 3DP to reach its full potential for a CE.

  • Theorizing power in political ecology: the where of power in resource governance projects

    • Power and politics have been central topics from the early days of Political Ecology. There are different and sometimes conflicting conceptualizations of power in this field that portray power alternatively as a resource, personal attribute or relation. The aim of this article is to contribute to theorizations of power by probing contesting views regarding its role in societal change and by presenting a specific conceptualization of power, one which draws on both political ecology and sociotechnical approaches in science and technology studies. We review how power has been conceptualized in the political ecology field and identify three trends that shaped the current discussion. We then develop our conceptual discussion and explicitly ask where power emerges in processes of resource governance projects. We identify four locations that we illustrate empirically through an example of rural electrification in Tanzania that aimed at catalyzing social and economic development by providing renewable energy-based electricity services to people. Our analysis supports the argument that power is relational and productive, and it draws on science and technology studies to bring to the fore the critical role of non-human elements in co-constitution of society—technology—nature. This leads us to see power exercise as having contradictory and ambiguous effects. We conclude that by exploring the tension between human agency and constitutive power, we keep the politics alive throughout the analysis and are able to show why intentional choices and actions really matter for how resource governance projects play out in everyday life.

    • This paper explores the river landscapes and concomitant values resulting from tensions between flood management and visions of a River City. The aim is to contribute to an understanding of the management of urban waters as valuation practices. We regard valuation practices as co-constitutive of current and future river landscapes. Sweden’s second-largest city, Gothenburg, is located next to the sea, and the Göta River, Sweden’s largest water system, runs through it. Our empirical focus is on how this city approaches increasing risks of flooding. We explore three approaches that have been formulated in relation to flood management: defend, retreat and attack. We ask how these approaches are applied in the management of Göta River flooding and in the city’s vision of a future Gothenburg that embraces the river as a genuinely positive aspect of urban life. We present the case as a journey that takes us upstream from the river’s sea inlet port and through Gothenburg. During our kilometre by kilometre journey, the river’s appearance shifts. The varied river landscape mirrors the diversity in how its waters are valuated, both historically and in present times. The perception of urban waters is shaped by practices of valuation. These valuations are generative. They connect the value of water to other entities, actors, plans, activities and buildings, and they are thus key to the river landscapes that will eventually be realised. By way of conclusion, we identify a number of governance challenges that are particularly relevant to urban rivers.

  • Organizational coordination in sustainable humanitarian supply chain: an evolutionary game approach

    • Sustainable humanitarian supply chain has a great impact on saving lives, decreasing human suffering and contributing to development. Organizational coordination plays an important role in it, although it is uncommon to be established due to the conflicting interests and expectations. To cope with the problem and achieve the sustainability of humanitarian supply chain, the coordination between private sector and humanitarian organization was further discussed with the help of sustainable principle regarding stakeholder approach. Different from the existing literature that elaborated the drivers and the advantages of coordination, this paper aims to explore the coordination mechanism regarding whether to coordinate, when to adopt the optimal coordinated strategy and how such a strategy can perform well. To analyze the tendency of the coordinated decisions, evolutionary game models concerning traditional and trust mechanisms were developed. Then, computational studies based on hypothetic data were simulated to validate the effectiveness of the proposed model. Results indicated that the coordination decision was affected by coordinated returns and costs, normal returns and extra returns in terms of the traditional mechanism. Several situations in regard to the coordinated decisions were analyzed by adopting evolutionary stable strategies. Moreover, trust had a significantly positive impact on coordination promotion under the support of potential returns and high-level trust. Finally, managerial insights for achieving the sustainable humanitarian supply chain were given from the perspective of organizational coordination and strategy.

  • Quantitative risk analysis – Ship security analysis for effective risk control options

    • This study reviews ship security assessment. The objectives are to explore the possibilities for quantifying and performing a more thorough ship security risk analysis than that described in the International Ship and Port Facility Security code and to evaluate to what extent this more detailed analysis increases ship security and facilitate the effective selection of risk control options.The study focuses on Somali-based maritime piracy, using piracy on the Indian Ocean as a case study. Data are collected using questionnaires and interviews with civilian and military security experts who possess firsthand experience of piracy off the coast of Somalia. The data are collected specifically for this study and describe and quantify the threat’s capability, intent and likelihood of exploiting a ship’s vulnerability. Based on the collected description of the threat, the study analyzes and describes: probability of detection by pirates, probability of successful approach, and probability of successful boarding.The performed work shows good agreement between calculated probabilities and frequencies in the cited incident reports. Also, the developed scenarios describe the most important influences on the analysed areas. The research therefore shows that the proposed risk-based approach, which uses structurally collected and documented information on the threat, can increase ship security by assisting in selecting risk control options. The approach also allows for a better understanding of the causal relationship between threat and risk than that provided in today’s security analysis by ship owners, for example. This understanding is crucial to choosing effective and robust risk control options.
