  • System innovation dynamics around electric vehicles. The cases of Norway, Denmark and Sweden.

    • This paper focuses on the comparison of electric car innovation patterns in Norway, Sweden and Denmark. Doing so, it takes a closer look at what the most essential dynamics in the systems were over time and what enabled those dynamics. The main research aim is to contribute to a wider understanding of why Norway is so much ahead of Sweden and Denmark in electric car adoption. The purpose is also to adopt a perspective that goes beyond a mere focus on economic policy instruments. In order to do so different theory elements are combined in a framework. These elements stem from the transition theory literature field, especially the technological innovation system (TIS) and the multi-level perspective (MLP). This combination allows analysing the development behind a dynamic, not just when it comes to an innovation itself but also with regards to the established regime. The data is gathered through analysis of existing documents and data as well as a series of 27 expert interviews conducted in the three case countries. The findings suggest that there are important differences in transition patterns that can account for the electric vehicle (EV) diffusion situation we can find nowadays in the three Nordic countries. An important stepping stone was the need for a very strong legitimacy of the original EV vision that is also anchored in a coordinated, sector overarching coalition of actors that thinks strategically and long term. Moreover some general beneficial dynamics could be identified across the countries in question. In Norway these beneficial dynamics can be summarised as a systems motor, in Denmark as a failed entrepreneurial motor that shifted towards a constrained municipal motor and in Sweden as a loosely, coordinated and weaker version of a systems motor.

  • How artefacts mediate sustainability in public housing projects

    • The concept of “sustainable building”, in its various interpretations, is becoming increasingly important for policymakers, planners and building sector practitioners. The ways actors work with building sustainability are influenced by requirements, guidelines, criteria for green procurement and certification, assessment tools, internal documents of their company, etc. The present study investigates how such artefacts mediate building design, focusing on how they support or define aspirations towards environmental sustainability. This investigation is based on case studies of public housing projects in Sweden and Cyprus. First of all, the cases indicate that artefacts set boundaries to the range of available sustainable design options. On one hand, regulations, certification systems and directives internal or external to the housing company codify and enforce minimum demands regarding sustainability. Several actors mentioned that a major driver of their work with sustainable design was the need to fulfil requirements set in regulations, plans, directives or procurement documents. On the other hand, cost calculations, procurement laws and requirements in development plans also restrict the range of possible design options. Artefacts also streamline and simplify the design process. The use of predefined or default options, checklists, standardised technical specifications and databases implies that some key design choices are not made within the project itself, but outside of it, when these guidelines and standards are developed. However, these various requirements, constraints and standardised options are often bent and adapted on a case-by-case basis, showing a complex and interdependent relationship between artefacts and actors’ agency. Significant differences were apparent between the Swedish and Cypriot cases. In the Swedish cases, the ways actors understand and operationalise the concept of “sustainable building” is strongly reified, codified and enforced through various interconnected artefacts. The widespread Miljöbyggnad certification is often a de facto definition of sustainability and a reference for actors to set practical sustainability criteria. Third party environmental databases for construction products also create black boxes where environmental performance criteria are unchallenged and not immediately visible to the user. This reification was less noticeable in the Cypriot cases. Cypriot designers’ work with sustainability seemed to depend to a larger extent on their motivation, experience, knowledge, skills and ability to convince their peers. The paper ends with a discussion of implications for the implementation of environmental performance criteria and decision support tools such as life cycle assessment (LCA).

  • Topological Performance Measures as Surrogates for Physical Flow Models for Risk and Vulnerability Analysis for Electric Power Systems

    • Critical infrastructure systems must be both robust and resilient in order to ensure the functioning of society. To improve the performance of such systems, we often use risk and vulnerability analysis to nd and address system weaknesses. A critical component of such analyses is the ability to accurately determine the negative consequences of various types of failures in the system. Numerous mathematical and simulation models exist which can be used to this end. However, there are relatively few studies comparing the implications of using dierent modeling approaches in the context of comprehensive risk analysis of critical infrastructures. Thus in this paper, we suggest a classication of these models, which span from simple topologically-oriented models to advanced physical ow-based models. Here, we focus on electric power systems and present a study aimed at understanding the tradeos between simplicity and delity in models used in the context of risk analysis. Specically, the purpose of this paper is to compare performances measures achieved with a spectrum of approaches typically used for risk and vulnerability analysis of electric power systems and evaluate if more simplied topological measures can be combined using statistical methods to be used as a surrogate for physical ow models. The results of our work provide guidance as to appropriate models or combination of models to use when analyzing large-scale critical infrastructure systems, where simulation times quickly become insurmountable when using more advanced models, severely limiting the extent of analyses that can be performed.
