  • Kulturmiljövärden i besluts- och planeringsprocesser : Röster om kompensation som styrmedel mellan bevarande och förändring

    • Kommunala besluts- och planeringsprocesser omfattar till olika grad särskilda åtgärder (kompensation), som syftar till att moderera konsekvenserna av en föreslagen förändring på befintliga värden i kultur- eller naturmiljö. Förutom det etablerade samrådsförfarandet, som beskrivs i Plan- och Bygglagen, PBL (SFS 2010:900), aktiveras två andra lagrum, dels Kulturmiljölagen, KML (SFS1988:950), som värnar värden i kulturmiljöer, dels Miljöbalken, MB (SFS1998:808), som skyddar värden i naturmiljöer. Medan PBL och KML hanterar kulturmiljövärden under allmänna skrivningar om hänsyn och varsamhet i förhållande till omgivande bebyggelse, innehåller MB tydliga föreskrifter att påtagliga skador på riksintressanta kultur- och naturmiljövärden ska balanseras genom kompensatoriska strategier. Denna obalans skapar en otydlighet i hanteringen av kulturmiljövärden i kommunala besluts- och planeringsprocesser.     Inom ramen för ett forskningsprojekt kring begreppen kompensation och styrmedel, finansierat under 2014 av Riksantikvarieämbetet, RÄA, inbjöds sju planerare med erfarenhet av kommunal planering till en workshop för att diskutera begreppens innebörd närmare. Workshoppen genomfördes på Arkitekturskolan, KTH, och i diskussionen deltog även åtta deltagare, knutna till forskningsprojektet. Deltagarnas professionella bakgrund var en form av en arkitektkompetens: 4 deltagare var utbildade till arkitekt med specialisering på hus- eller stadsbyggnad, 2 landskapsarkitekter, 1ingenjör, 2 deltagare var arkeologer samt 1 bebyggelseantikvarie. Fem deltagare hade forskarkompetens inom arkeologi, arkitektur och samhällsplanering. Syftet med workshoppen var att diskutera praktikens förståelse av begreppen i olika kommunal besluts- och planeringsprocesser. Som ett pedagogiskt exempel användes besluts- och planeringsprocessen för åren 2009-2013 kring Ångfärjestationen i Helsingborg, belägen i Stortorgets förlängning och med utsikt över sundet. Kompensation och styrmedel diskuterades under 5 timmar i två olika sammanhang, dels deltagarnas egna tidigare erfarenheter av sådana kompensatoriska åtgärder, dels speglat genom den utvalda skånska fallstudien.     Workshoppen ger underlag för fem huvudsakliga slutsatser kring kompensation och styrmedel i samband med kulturmiljövärde i kommunala besluts- och planeringsprocesser: (1) Begreppen är beroende av ett sammanhang, en kontext, för att bli användbara och operationella. (2) Kompensation och styrmedel är mindre kända i förhållande till besluts- och planeringsprocesser, som handlar om ingrepp i bebyggelsemiljöer med kulturmiljövärden. (3) Kompensation och styrmedel avseende kulturmiljö behöver skräddarsys genom ett scenariotänkande, som lyfter fram konsekvenser av att anpassa eller bevara kulturmiljövärden i en förändringssituation. (4) Kompensation och styrmedel hänger samman med en problematik som måste bearbetas från de tidigaste skedena av en kommunal besluts- och planeringsprocess. (5) Kompensation sträcker sig från att vara rena ekonomiska transaktioner för förlust av värden till sin enklaste form, till att bli kompensatoriska styrmedel, som detaljerar användning och utformning av bebyggelse inom en intressant kulturmiljö på en övergripande nivå.

  • Advancing sustainable consumption at the local government level : A literature review

    • The consumption of goods and services can be a driver of environmental and social impacts around the world. Understanding the role that the different levels of government can play in incentivising sustainable consumption is therefore critical. Using systematic review techniques, this paper reviews the latest evidence on the importance, effectiveness, successes and failures of local government in advancing sustainable consumption. We find that there is little focus on sustainable consumption in its entirety or whether it is being achieved at the local government level. Important consumption categories like food, procurement, water, waste prevention, clothing, other consumables or services are understudied. Evaluation of the outcome of sustainable consumption interventions was limited, and the assessment that was completed gave mixed results. The most popular policy instruments were of the less coercive administrative and informative type. Multiple barriers to the success of an intervention were identified, the top ones being funding; staff capacity, knowledge or data; lack of flexibility and lock-in to the status quo; lack of guidance or political will; administrative burdens; and lack of regulatory powers or tools. Sustainable consumption interventions by local government were most effective when they had strong leadership, good stakeholder engagement, participatory approaches and extensive consultations.

  • Cognitive aging as an extension of brain development : A model linking learning, brain plasticity, and neurodegeneration

    • Differences in cognitive aging rates among mammals suggest that the pace of brain aging is genetically determined. In this work, we investigate the possibility that brain aging is an extension of brain development. It is possible that a subset of developmental mechanisms are extreme cases of antagonistic pleiotropy in that they are necessary for reaching adulthood and yet later cause age-related diseases. We derive a model linking development and brain aging in which childhood events essential for brain development later result in neurodegeneration. The hypothesis presented herein involves brain plasticity in which the same mechanisms that shape the adult phenotype continue at later ages contributing to cognitive dysfunction and eventually dementia. The same genetic program that decreases brain plasticity at early ages to focus our mind to the surrounding environment may continue in adulthood resulting in cognitive aging. Experimental implications for understanding neurodegeneration in this context are also discussed. (c) 2005 Elsevier Ireland Ltd. All rights reserved.

    • Innovation systems significantly contribute to the goals of sustainable development. Observed at the regional level, innovation systems show a tendency that exists in technology intensive production to become spatially concentrated in clusters, allowing the enterprises to have a higher degree of specialisation, collective efficiency and competitive advantage. This paper aims to analyse knowledge interactions for sustainability-oriented regional innovation systems. It is empirically examined in the context of the regional innovation system of Campinas, which represents Brazil's leading telecom agglomeration, fostered by governmental policies, endogenous efforts by the region's scientific institutions, equally by extra sources such as the setup of subsidiaries of multinational corporations (MNCs). The results from this study may assist in both innovation systems research and sustainability policy making, especially in emerging economies.

    • Science and technology studies and urban political ecology have made important contributions to the understanding of water provision in the Global South. In this article we develop insights from these fields with the aim to understand the blurring boundaries of urban water regimes and their power relations mediated by actors, institutions and technology. Furthermore, we explore how urban water regimes can form a critical interface which is a form of institutional–actor space where formal and informal water regimes encounter each other through conflict and cooperation.

    • Our modern cities are resource sinks designed on the current linear economic model which recovers very little of the original input. As the current model is not sustainable, a viable solution is to recover and reuse parts of the input. In this context, resource recovery using nature-based solutions (NBS) is gaining popularity worldwide. In this specific review, we focus on NBS as technologies that bring nature into cities and those that are derived from nature, using (micro)organisms as principal agents, provided they enable resource recovery. The findings presented in this work are based on an extensive literature review, as well as on original results of recent innovation projects across Europe. The case studies were collected by participants of the COST Action Circular City, which includes a portfolio of more than 92 projects. The present review article focuses on urban wastewater, industrial wastewater, municipal solid waste and gaseous effluents, the recoverable products (e.g., nutrients, nanoparticles, energy), as well as the implications of source-separation and circularity by design. The analysis also includes assessment of the maturity of different technologies (technology readiness level) and the barriers that need to be overcome to accelerate the transition to resilient, self-sustainable cities of the future.

  • Characterizing the Sharing Economy State of the Research : a Systematic Map

    • The sharing economy is an emerging niche for innovation capable of disrupting established socio-technical and economic regimes. Because of this potential to cause radical changes in a wide array of domains, research in multiple disciplines addressing various aspects entailing this phenomenon is proliferating. In this emerging body of literature, the understanding and framing of the sharing economy are often different. Without knowledge about the current state of the research related to the sharing economy, delineating research trends, gaps, and needs for directing effectively primary research are not possible. This study aimed to synthesize the state and distribution of existing publications related to the sharing economy in multiple disciplines. We used the systematic mapping technique to scope, identify, and classify the publications at a fine level of granularity. We reviewed 589 journal articles (published from 1978 to 2017), and 454 met the selection criteria. The journal articles reviewed were published in 284 different journals. Intriguingly, 15 journals published five to 13 publications each and 221 journals had a single article about the topic. Journals belonging to the subject areas “business, management and accounting” (42.1%) and “social sciences” (35.2%) published more than 70% of the reviewed publications. Accommodation (19.8%) and car and ridesharing (17.2%) were the two most prominent sectors; 50.2% of the publications addressed C2C transactions (10.6% B2C, 24.4% more than one type); 62.3% were about accessing resources, and 5.1% concerned transfer of ownership (i.e., second-hand or donation); and 19.2% covered access and transfer of ownership simultaneously. While empirical studies were the majority (53.1%, when comparing with conceptual ones), qualitative approaches were most common (51.5% against 24.9% quantitative and 17.4% mixed methods). Literature review (22.9%), survey (13.2%), case study (7.3%) and interview (7%) were the most frequently used methods. User behavior (26.4%), business models and organizational aspects (22.7%), institution and governance system (18.7%), conceptualization matters (17%), and sustainability evaluation (15.3%) are research clusters identified from a grounded approach. The link between user behavior and net environmental impacts of sharing options was the largest gap found in the research needing attention from a sustainability perspective. Accordingly, multidisciplinary investigations quantifying behavioral root causes, magnitude, and likelihood of environmental rebound effects using real-world data are strongly encouraged.

  • Sustainability assessments of commercial urban agriculture – a scoping review

    • The field of urban agriculture has seen an increase in development and attention in recent years, with a large share of literature addressing whether urban agriculture may pose a solution for food insecurity and combat environmental impacts. However, few studies have examined the many sustainability claims of urban agriculture systems, especially for urban farms intended for larger output and commercial ends. In this study, we analyze sustainability assessments of urban agriculture for commercial implementation. We do this by exploring the methods employed for conducting sustainability analyses, outlining the different urban agriculture cultivation systems, analyzing which sustainability aspects are considered, looking into what the sustainability analyses conclude, and studying how authors anticipate the knowledge gained from their sustainability assessments can be used. Environmental aspects of sustainability were more often assessed than other sustainability aspects, and LCA research practice was used for the majority of environmental assessments. Some studies compared the environmental benefits of different types of urban agriculture systems, but this was not conclusive overall as to what systems would be more environmentally beneficial. This suggests that urban agriculture’s sustainability cannot be universally categorized but should be assessed in relation to specific environmental conditions and urban contexts. Future research should aim to develop more nuanced frameworks for evaluating the environmental, social, economic and governance impacts of urban agriculture.
