  • A Meta-Regression Analysis of Hunters' Valuations of Recreational Hunting

    • Hunters' valuations of recreational hunting have been estimated by a large number of location-specific studies since the early 1970s, but to date there has been no systematic assessment of this research at the global scale. The present study performed a meta-analysis of 80 studies with 588 value-per-day estimates. The assessment showed a high concentration of studies pertaining to the valuation of deer and the valuation of hunting in the USA. The average value was USD 69 /hunting day in 2020 prices, but the variation was large, ranging from USD 4 to 325 /hunting day. The statistical performance of alternative mixed-effect models explaining the estimated value differences was tested with different hunting attributes (targeted game animal); context variables (income/capita, population density, year of study, region of application); and study characteristics (valuation method, publication outlet). The results showed that the type of game animal, income per capita, and valuation method had significant effects on estimated values. The predictive power was high for all models, supporting the application of the meta-analysis results to guide the management of hunting where primary valuation studies have not been undertaken, in particular outside the USA.

    • This study makes an explorative overview on two main research topics in economics of wildlife management: determination of population sizes and policy design. The results point out a large and comprehensive research on each of these issues, in particular on the estimation of values and costs of wildlife, where this information is necessary for the determination of population size. A drawback is that most of the value and cost studies do not relate their estimates to wildlife population size, which limits their usability for efficient policy design. Most valuation studies estimate the recreational value of hunting, which can range between 13 and 545 USD/hunting day (in 2013 prices), and two thirds of the included studies have been applied to wildlife in the USA. A majority of the studies on the costs of wildlife management calculate losses from carnivore predation on livestock and ungulate damage to crops, while a few consider dispersal of diseases and the cost of traffic collisions. Unlike valuation studies, several of the cost estimates apply to wildlife in developing and emerging economies. With respect to policy design the literature, which is mainly theoretical, suggests economic incentives for conflict resolution, where those suffering from wildlife damages are compensated for their losses. However, there are some issues which remain to be addressed by economists: relating costs and benefits to wildlife populations; estimating values and costs of wildlife in developing countries; evaluating wildlife policies in practice; addressing implications of uncertainty in population size, costs, and benefits for policy design; and estimating transaction costs for implementation and enforcement of wildlife policies.

  • Policy design for forest carbon sequestration: A review of the literature

    • Forest carbon enhancement provides a low-cost opportunity in climate policy, but needs efficient policy design to be implemented. This paper reviews studies in economics on efficient design of policies for forest carbon sequestration and compares their findings against design systems in practice. Specific design problems are associated with the heterogeneity of landowners, uncertainty, additionality, and permanence in carbon projects. Different types of discounting of the value of the forest carbon sink compared with emissions abatement are suggested in the literature for management of most design problems, together with optimal contract design and emissions baselines for managing additionality and permanence in carbon sequestration. Design systems in practice, where forest carbon corresponds to 0.5% of all carbon volume subject to a pricing mechanism, mainly rely on additionality tests by approved standards on a project-by-project basis, and on buffer credits for management of permanence. Further development of forest carbon sinks as offsets in voluntary and compliance markets can be facilitated by applying tools for contract design and offset baseline management recommended in the literature.
