- This is a study of the complex problems faced by the authorities when coping with the first major submarine chase in Sweden during the 1980s. The incident was to establish a disturbing pattern for Swedish territorial defence that lasted for the rest of the decade. Having experienced a major `success' in the submarine defence area a year earlier in the so-called `whisky-on-the-rocks' crisis, the Swedish military and political leadership was caught in a credibility trap that closed forcefully as over 400 journalists reported the unsuccessful search-and-surface mission in the small bay of Hårsfjärden. This operative incident turned political crisis was the beginning (and perhaps the trigger) of what would become the number one security issue during the decade. It highlights the consequential interaction between organizations and different government levels in a high-profile security crisis. The framing of the problem confronting the decisionmakers was dominated by the incident handled a year previously.The study takes a cognitive-institutional approach to the decision-making process. The nexus between individual actors, groups and organizations is the focus of analysis, which is conducted taking a sequential view of the decision-making process, the larger picture of the problem being split into decision occasions. This captures best the environment where vital choices were made and shows how the process of analogical reasoning becomes important for the under-standing of the crisis management effort and its consequential results.

- This paper discusses reactions and experiences of temporary residents and transients in a community struck by a major natural disaster. A retrospective questionnaire study was conducted among a group of Swedish citizens who were resident in Kobe during the Great Hanshin-Awaji earthquake. Respondents describe aspects of their behavior before, during, and after the earthquake. The findings indicate that, as a group, the Swedes appear to have coped well, even though they were not well-prepared for this type of situation. One factor found to be related to the behavioral responses was ability to speak the local language, in this case Japanese. On the basis of the study results, some particular needs and resources of foreign residents are discussed.

- In recent years there has been a development towards more complex forms of UN peacekeeeping. One example of this is the UN mission in former Yugoslavia (UNPROFOR), to which Sweden has contributed troops since 1992. A questionnaire study was conducted to gain information about the role of peacekeepers in this new kind of UN mission. The study includes data from four Swedish mechanized infantry battalions, which were deployed in Bosnia for six months each, from autumn 1993 to autumn 1995. The questionnaire was completed by a total of 3,505 persons in connection with the Swedish UN personnel demobilization procedures. This article presents some of their views and experiences and discusses these in relation to the role of peacekeepers in the 1990s.

Dimensional analysis of sense of coherence using structural equation modelling

- The sense of coherence (SOC) concept has been criticized on conceptual and psychometric grounds. The aim of this study was to develop the concept using structural equation modelling. The short 13-item version of the SOC questionnaire was used and data were collected from two different samples. Each sample consisted of about 2000 individuals, selected to be representative of the Swedish population. A model with a general factor and two subordinate specific factors yielded a satisfactory solution in both samples. The two factors were labelled Social Comprehension and Commitment and Unpleasant Emotions and Inner Tension respectively. It was concluded that the 13-item SOC scale could to a cel rain degree be regarded as a measure of negative affectivity and that the suggested model makes the SOC concept move theoretically coherent.
