    • This article analyzes the formation of citizenship in today’s multi-ethnic Sweden in light of the inclusion of ‘people with foreign background’. Particular focus is put on how ethnicity and migration renders visible existing citizenship ideals, defined in terms of similarity and difference on the basis of ethno-cultural background. The formation of citizenship is analyzed in the case of labour market projects targeting racialized migrants. The point of departure is an understanding of citizenship as an ongoing process of citizen formation, highlighting the formation of citizens as rights-bearing subjects, belonging to the societal community – in contrast to those not bearing these rights and not belonging to the societal community. The analysis illustrates how norms of Swedish-ness condition the membership in the Swedish societal community, forming a particular kind of racialized citizenship, including certain subjects, under certain conditions, while excluding others. One conclusion is that in addition to the formal dimensions of citizenship, the ability and willingness to adapt to norms of Swedish-ness is essential for accessing and using social rights – that is, for becoming employable and included on the labour market. In the projects analyzed, racialized migrants have the duty of becoming employable by embracing certain values – the good, working citizen, the free, independent individual, able to make choices – all constituted as being part of an ideal Swedish citizenship.

    • This paper suggests some analytical tools for theoretically informed qualitative research of the nexus of employability and ethnicity. A governmentality perspective, inspired by Michel Foucault and others who have elaborated on his thoughts, constitutes the analytical approach of the paper. This approach directs the analytical focus towards problematizations and how the conduct of the governed subjects is guided. The analytical tools and approach are then employed using an empirical example. The analysis shows how a certain disadvantaged group – unemployed Somalis in Sweden – is problematized in the context of a labour market project co-funded by the European Social Fund (ESF). The paper discusses how different techniques, such as resume-writing, personal action plan, guidance and job interview training are deployed in order to reshape these problematized and ethnicized Others into advanced liberal subjects, or ‘employable’ individuals.

    • This article focuses on adult learning in labour-market projects targeting unemployed migrants in Sweden. Drawing on a Foucauldian analysis of governmentality, the results of the study problematize the ways that such projects produce individualizing discourses – targeting individuals, constructing them as responsible for their position as unemployed. The project’s target groups are generally defined not on the basis of ethnicity as such, but rather using terms such as non-Nordic background, foreign born and immigrants. However, two groups considered especially problematic are constructed through ethnicity: Somali and Roma people. The notion of social competency is analysed here as a way of constructing the unemployed migrants as not yet employable. Another significant result concerns the notion of gender equality, which makes migrants governable because it constructs boundaries between Swedishness and Otherness. In line with this rationality, the targeted migrants are governed towards Swedishness through learning gender equality. These results raise a number of issues of great concern for the inclusion of migrants in the labour market, as they highlight a paradoxical relationship between the inclusive ambitions of interventions targeting unemployed migrants and the ethnicized discourses of ‘Othering’ that imbue these learning practices.

    • This article reports on a reality TV series, Sweden’s best employment service, broadcaston Swedish public service television in 2018. The purpose was to investigateongoing political transformations in the Swedish welfare model. The series focusesnot only on unemployment, the unemployed and their life situation but more specificallyon the organisation of the Swedish Public Employment Service (PES) asreflected at a local PES office. Informed by a cultural studies approach to the politicsof popular culture, the aim of this article is to examine how the makeover is stagedin the series. The article focuses on how the unemployed are positioned in the seriesin a setting of organisational change initiated at the local PES office. The analysisprovides insights into how the makeover is staged and initiated in reality TVand illustrates how the unemployed are positioned as willing and able to work andto actively seek opportunities. The unemployed are not the primary target for themakeover in the series. The makeover is primarily directed at the organisation of thePES and its managers. Consequently, unemployment is presented in the series as notonly a concern for the individual citizen but also for society.

    • This article focuses on job and career coaching provided by a multinational company, as a means of learning how to become employable. On the basis of a critical discourse analysis informed by Fairclough, we interrogate tips and advice in blog posts written by job and career coaches on the company’s website. The aim of the article is to examine the power relationships between the coaches, the coachees and the employers in these tips and advice. The analytical focus is directed at descriptions of three subject positions – the coach, the coachee, and the employer. We explore the ways in which their relationships to each other are legitimised. The tips and advice shape a particular understanding of the contemporary conditions and challenges on the labour market producing an ideology of job and career coaching, where existing power relationships in working life are legitimised by portraying coaches as neutral authorities and coachees as commodities.

    • I denna artikel analyserar vi hur arbetslöshet framställs som ett problem och hur arbetssökande beskrivs i reality tv-serien Sveriges bästa arbetsförmedling, som sändes på Sveriges television 2018. Vi menar att serien åskådliggör en bredare ideologi i dagens samhälle, som manar till ständig förändring, makeover, hos den enskilde individen, såväl som hos organisationer och samhället i övrigt. I enlighet med denna ideologi ter sig arbete som ett åtagande för den enskilde arbetssökande att ta sig an, som handlar om att stärka sin anställningsbarhet för att på så sätt kunna hävda sig i konkurrensen om lediga arbetstillfällen.

    • Att få dom att förändras. Jobbcoaching för arbetslösa i socialfondsprojekt analyserar vad det innebär när en företeelse som coaching färdas från företagsvärlden, dvs. amerikanskt näringsliv och landar i svensk offentlig sektor, dvs. i ESF-projekt riktade till arbetslösa. Jobbcoaching inom dessa projekt blir en blandning av idéer och tankesätt från beteende-, kognitiv och humanistisk coaching samt traditionell yrkesvägledning. En central slutsats är att jobbcoaching förbiser orsaker till arbetslöshet som ligger utanför den arbetslöse. Om man vill förändra hindrande strukturer är inte jobbcoaching en metod som syftar till detta utan snarare till att individerna ska anpassa sig till rådande strukturer, dvs. dominerande normer och föreställningar om hur människor bör vara och bete sig för att vara anställningsbara. I rapporten föreslås en ömsesidig kompensatorisk coachingsmodell som utgår från ett flerdimensionellt förhållningssätt till arbetslöshetsproblematiken. Ömsesidig anpassning av både individ och arbetsliv bör fokuseras snarare än endast en enkelriktad anpassning av individen. Den omgivande miljön; organisationers, samhällets och politikens inflytande på människors möjligheter att få ett arbete måste tas i beaktande.

    • The European commission formed the first version of the Lisbon strategy in 2000. The objective was to turn the European Union into ‘the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion’ by 2010. One of the governing mechanisms for achieving this is the Social Fund. The objective of the Social Fund in Sweden is to ‘contribute to speeding up change and renewal within working life’. The Social Fund co-finances project that either focus on giving increased opportunities to development and renewal within working life through competence development, or giving increasing job-opportunities. Projects with the latter aim should enhance for individuals that are far from the labor market to get a job and stay through ‘unconventional methods’. In this report we analyze projects with these objectives and methods, targeting groups such as immigrants, sick-listed, disabled and youths. The report contains the origin, development and current state of the Social Fund, a mapping of funded projects during 2008, a qualitative study of project worker's experiences of inclusionary work; attitudes towards the project participants, methods, collaboration with authorities and discre­pancies between project idea and actual practice. The report ends with a discussion on the consequences of project workers' encounter with project participants. Should projects or participants be adjusted? We characterise the project activities as hybridization between social work and education and discuss possible processes of inclusion and dangers of exclusion within the projects. We emphasise the importance of a non-discriminatory policy and suggest the implementation of such a policy in terms of equality mainstreaming in the applications.
