    • A shift from politics to law, inefficient enforcement tools, and dislodgment from action to information as well as criticism of gender equality from various angles have all had an impact on the law’s ability to contribute to the achievement of gender equality in Sweden. It is not primarily through anti-discrimination legislation and litigation that gender equality has been achieved in Sweden, and such an approach will probably not be the main strategy in the future. Still, we have to continue to improve the protection provided to victims of individual discrimination and harassment. The Swedish case shows how the individual’s right to access to justice can be undermined in a context where state bodies – such as the Ombudsman – are given wide discretionary powers to promote equality as a collective public interest.

    • This book provides insights into the drive to achieve substantive gender equality in four Nordic countries: Finland, Iceland, Norway and Sweden. It draws a diverse and complex picture of the long, uneven, and unfinished process towards that goal. These countries’ systematic use of a combination of political and legal instruments has been described as the Nordic gender equality model. The overall aim of such an approach is to achieve substantive equality through a variety of measures that go beyond formal equality. Laws and policies on gender equality vary with the political, social and legal context in each of the Nordic countries, but the Nordic gender equality model may be understood as consisting of three key components. The first is an overarching gender equality policy. The second is welfare legislation that has an explicit or implicit impact on gender relations. The third component is what we refer to as ‘gender equality and anti-discrimination law regimes’: laws that prohibit gender discrimination and promote gender equality through proactive measures, in combination with low-threshold enforcement systems.

    • This chapter discusses the traditions, developments and challenges of the 'Nordic model of equality’. Discussions on legal personality or anti-discrimination have merited less interest than the collective equality policies of the welfare state. A liberal discourse on individual rights has been fairly weak in the Nordic countries. Trust in the ability of law and politics to improve the situation of women has occurred quite naturally in the Nordic context. The Nordic countries and especially Sweden are well known throughout the world for their actively promoted sex equality politics. Equality politics in Finland in the 1960s and onwards were guided by the fact that Finland had one of the highest rates of women in gainful employment in Europe. The first wave of feminism in the late 19th and early 20th centuries gradually resulted in a formal equality between women and men.     • The persistence of negative gender stereotypes, even in more gender-equal and progressive Scandinavian countries, has been pointed out as an obstacle to the achievement of gender equality. Gender equality is a fundamental condition for the full enjoyment of human rights by women and men, and the promotion of gender equality is a worldwide obligation. According to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), gender stereotypes are considered a form of discrimination against women that States parties must take all appropriate measures, including legislation, to modify. This article focuses on legal and political measures undertaken (or not undertaken) by States parties on gender stereotypes in advertisements. So far, many States parties have been reluctant to legislate against gender stereotypes in advertising, referring to freedom of expression as an obstacle. Instead they prefer self-regulation, even though such efforts may be questioned in terms of efficiency. Sweden is used as the case, of specific relevance due to its explicit commitment to both freedom of expression and gender equality.

  • Genus i utbildningen - ett förändringsprojekt på Handelshögskolan vid Göteborgs universitet

    • Under läsåret 1998-1999 genomfördes Genus i utbildningen på Handelshögskolan vid Göteborgs universitet. Utbildningen som finansierats av Utbildningsdepartementet syftade till att medvetandegöra om könets betydelse i undervisningen samt verka för att synliggöra och använda sig av kvinnors och mäns erfarenheter och kompetens i Handelshögskolans ämnen. Förutom allmänna föreläsningar innehöll utbildningen fyra interna seminarier på varje institution (Företagsekonomi, Juridik, Nationalekonomi, Kulturgeografi, Statistik, Informatik och Ekonomisk historia). Seminarierna behandlade exempelvis ämnesspecifika frågor kring kön, kön i kurslitteratur, övningsuppgifter och cases, seminariekultur samt konkreta möjligheter att förändra undervisningen. I denna artikel beskriver vi utbildningens uppläggning och genomförande. Vi diskuterar och analyserar våra erfarenheter från utbildningen.
