Är kapacitetsutveckling, multisektoriell samverkan och övning en hållbar väg mot reducerad katastrofrisk? Dessa är några av de många frågor som denna bok besvarar. 
 Katastrofriskreducering är ett växande område, såväl politiskt som inom forskning och utbildning. Det handlar om att förstå de samhällsprocesser som skapar risk för katastrofer och som påverkar villkoren för organisationer och individer att hantera dem. Denna kunskap kan bidra till att minska exponering och sårbarhet för människor, egendom och miljö och utveckla samhällens, organisa­tioners och enskildas förmåga att reducera risker och hantera katastrofers 
konsekvenser, vad som på senare tid kallas resiliens. 

Katastrofriskreducering innehåller både teoretiska kapitel och empiriska fallstudier baserade på aktuell forskning om katastrofrisk­reducering. Boken ger läsaren en god översikt av detta mång­vetenskapliga kunskapsområde, genom att beskriva och problematisera centrala begrepp och perspektiv. Det här är en bok som vänder sig till såväl studenter och forskare som praktiskt verksamma beslutsfattare inom krisberedskap, humanitära insatser och riskhantering på myndigheter, i kommunal verksamhet och i icke-statliga organisationer.

    • How organizations engage with gender equality is crucial to them being perceived as fair and attractive employers. As recruitment and training of personnel is a core function of the military organization, it is relevant to investigate this from a gender critical perspective. The aim was to critically examine how a military organization operates in respect of equality of pay between women and men by means of a collective agreement, as an example of how the organization tries to address gender inequality. A qualitative analysis using Bacchi's 'What is the problem represented to be' (2009) analysis of policy documents was conducted. The analysis focuses on how the actual issue is problematized and what is left unproblematised, and the key findings are that efforts to achieve gender equality within the Swedish Armed Forces are counterproductive and result in perpetuating deficiencies in the organization's work with wider gender-equality issues. Despite external pressures, there is a structural reluctance and inability within the Swedish Armed Forces to seriously engage with addressing the organization's gender-equality issues. As resistance to gender-equality work is usually implicit, this study's strongest contribution to the field is that such resistance can be identified as being explicit and therefore more easily challenged.

    • How is it possible to gain a sense that you have a voice and that your life matters when you have lost everything and live your life as a ‘displaced person’ in extreme precarity? We explore this question by examining the mundane everyday organizing practices of Syrian refugees living in tented settlements in Lebanon. Contrasting traditional empirical settings within organization studies where an already placed and mattering subject can be assumed, our context provides an opportunity to reveal how relations of recognition and mattering become constituted, and how subjects in precarious settings become enacted as such. Specifically, drawing on theories on the relational enactment of self and other, we show how material-discursive boundary-making and invitational practices – organizing a home, cooking and eating, and organizing a digital ‘home’ – function to enact relational host/guest subject positions. We also disclose how these guest/host relationalities create the conditions of possibility for the enactment of a subject that matters, and for the despair enacted in everyday precarious life to transform into ‘undefeated despair’.

    • A proper assessment of maritime security risks at the national level is crucial to a national maritime security plan (NMSP) in order to secure the concerned country’s ports, vessels and territorial sea. Thus, the importance of implementing a national maritime security assessment (NMSA) to counter security threats and ensure the continuity of national and international trade. The most important set of international regulations concerning maritime security is the International Ship and Port Facility Security (ISPS) Code, which includes revision, approval and control of compliance of the Port Facility Security Plan (PFSP), which shall be based upon the Port Facility Security Assessment (PFSA). This paper proposes a mathematical dynamic model that calculates in real time the residual risk for the whole country and each of its ports by adapting and expanding the formula and procedures established in the Code, which since it has already been implemented around the world, gives the opportunity to take advantage of this quantitative solution to administrate maritime security risks on a nation-wide basis and create an effective national maritime security plan, which would allow the concerned authorities to improve situational awareness and adapt to security changes through a better planning of human, economic and material resources to deter security threats. The model was tested with the use of five encoded categories as countries, each of them with three ports, which encompassed three port facilities. The results indicate that this methodology is easy to implement and widespread use of that model could strength robustness in national security.

    • Today several nations utilise risk based approaches in military planning. However, the discussion on limitations with the approaches in regard to aspects such as uncertainties, the nature of the threat and risk to civilians is limited.The aim of this work is to identify important challenges when applying risk based approaches to military activity. This article discusses risk based approaches in general and their military applications. Five generic quality requirements on risk analysis are presented from research in risk philosophy. Two military application areas for risk analysis: military intelligence, and risk management in legal assessments are analysed in relation to the presented quality requirements on risk analysis.From the analysis it is clear that risk analysis is an integral part of the decision-making analysis and cannot be separated in time, space or organisationally from the decision-making process in general. Defining the scenario to analyse, including the time span, is a central task in risk analysis and will affect every aspect of the risk estimation. Therefore, the principles for scenario definition must be communicated and continuously updated throughout the organisation. Handling the uncertainties throughout the process is also important, especially if the aim is a resilient military system.

    • Piracy can lead to risks so high that they, according to the International Maritime Organization, are tolerable only if risk reduction is not practicable or is disproportionate to the benefits achieved. Therefore, there is a need for reducing ship security risks in relation to antagonistic threats such as piracy. The aim of this study is to identify challenges for ship operators when developing their ship security management. Furthermore, this study also investigates two central aspects in the analysis: understanding the threat and understanding how a security threat affects the crew and operation of the ship. It is clear from the analysis that the importance of subjective aspects beyond a ship operators’ direct control is high. This seems to be the fact for all aspects of the risk management process. The situation is also dynamic as the security risk, as well as the risk perception, can change dramatically even though there are no actual operational changes. As a result, the ship security management process is highly iterative and depends on situations on board as well as conditions out of the ship operator’s control. In order to make ship security manageable, the risk management has to put particular focus on methodological understanding, relevant system understanding and well-defined risk acceptance criteria as well as on including all levels of the organization in the risk reduction implementation and on a continuous monitoring.

    • This article analyses why the offensive dominates tactical thinking among Swedish officers. Having found that the large majority of Swedish officers think that the offensive dominates tactical thinking in the armed forces (6:1, 16:1 in the case of the army) ten possible reasons are identified and analysed. It found that the key factors for the dominance are military culture and education which together produce and reproduce the offensive bias. These are the factors with the most direct and deepest impact on the officer identity and understanding, form the foundation for tactical thinking, and work as a prism for other important factors.

    • Klimatförändringar, pandemier och skolskjutningar är alla exempel på samhällskriser som aktualiserar frågan om hur skolans personal arbetar i krissituationer. Vilken beredskap har skolan att hantera samhällskriser? Vilka kompetenser behöver skolans personal? Vad innebär det att vara en krisaktör? I boken beskrivs olika typer av samhällskriser, deras faser, orsaker och karaktäristika. Författarna argumenterar för att krishantering bör ses som en aspekt av den professionella lärarkunskapen och läsaren får ta de del av konkreta strategier och förhållningssätt som är en del av skolans krishantering. Barnperspektivet lyfts fram, liksom situationen i svensk skola och vilka förutsättningar som här finns för ett fungerande krishanteringsarbete, inte minst när det gäller förebyggande insatser. Skolans värld möter samhällskriser riktar sig till skolpersonal som behöver kunskap om krishantering i skolan. Boken innehåller forskningsnära diskussioner om hur en kris på olika sätt påverkar skolan, dess personal och eleverna. Den presenterar praktiska övningar för reflektion som kan användas som underlag i utbildning av blivande och verksamma lärare, men också av rektorer och annan skolpersonal.
