Katastrofriskreducering är ett växande område, såväl politiskt som inom forskning och utbildning. Det handlar om att förstå de samhällsprocesser som skapar risk för katastrofer och som påverkar villkoren för organisationer och individer att hantera dem. Denna kunskap kan bidra till att minska exponering och sårbarhet för människor, egendom och miljö och utveckla samhällens, organisationers och enskildas förmåga att reducera risker och hantera katastrofers
konsekvenser, vad som på senare tid kallas resiliens.
Katastrofriskreducering innehåller både teoretiska kapitel och empiriska fallstudier baserade på aktuell forskning om katastrofriskreducering. Boken ger läsaren en god översikt av detta mångvetenskapliga kunskapsområde, genom att beskriva och problematisera centrala begrepp och perspektiv. Det här är en bok som vänder sig till såväl studenter och forskare som praktiskt verksamma beslutsfattare inom krisberedskap, humanitära insatser och riskhantering på myndigheter, i kommunal verksamhet och i icke-statliga organisationer.

- The purpose of this paper is to connect central theoretical contributions to the study of brokerage and propose a novel conceptual and analytical approach for investigating it. On one hand, it builds on, and further substantiate the utility of, the innovation of conceptualizing brokerage activity and brokerage exclusivity separately, whilst analyzing them together. On the other hand, it also builds on the seminal notion of qualitatively different brokerage roles and introduces the conceptual innovation of brokerage role diversity to study the implications of and for actors occupying one or several roles to similar or varying degrees. These implications are further unpacked by analyzing the specific brokerage activity and exclusivity for each brokerage role separately, before reassembling the results into a rich description of the patterns of brokerage among different types of actors. This three-dimensional approach was applied to study brokerage in a network of individual actors governing flood risk mitigation in a catchment area in Southern Sweden. The results suggest that studying these three dimensions of brokerage simultaneously provides a sharper lens that picks up important nuances that available approaches may fail to reveal. The paper makes a substantive contribution to the knowledge of brokerage in collaborative governance of complex issues, as well as a methodological contribution to the study of brokerage in general.

A collateral damage of international top-down approaches: parallel structures for disaster risk reduction and climate change adaptation in the SADC region

- During the last decade, the interest of the international community in the concepts of disaster risk reduction and climate change adaptation has been growing immensely. Even though an increasing number of scholars seem to view these concepts as two sides of the same coin (at least when not considering potentially positive effects of climate change), in practice the two concepts have developed in parallel rather than in an integrated manner when it comes to policy, rhetoric and funding opportunities among international organisations and donors. This study investigates the extent of the creation of parallel structures for disaster risk reduction and climate change adaptation in the SADC region. The chosen methodology for the study is a comparative case study and the data are collected through focus groups and content analysis of documentary sources, as well as interviews with key informants. The results indicate that parallel structures for disaster risk reduction and climate change adaptation have been established in all but one of the studied countries. The qualitative interviews performed in some of the countries indicate that stakeholders in disaster risk reduction view this duplication of structures as unfortunate, inefficient and a fertile setup for conflict over resources to implement similar activities. Additional research is called for to study the concrete effects of having these parallel structures, as a foundation for advocacy for more efficient future disaster risk reduction and climate change adaptation.

- While Africa is one of the most promising continents in the world, it is facing mounting challenges to sustainable development in terms of disaster risk, climate change, environmental degradation and demographic and socioeconomic processes. Societies are thus increasingly conceived as having to be resilient to safeguard what they value over time. However, for resilience to have any practical meaning in relation to sustainable development requires further operationalization to facilitate both conceptual understanding and practical action. This chapter suggests such an operationalization, approaching resilience as an emergent property of a society’s ability to perform different essential functions—anticipation, recognition, adaptation, and learning—and contends that advancing resilience is about developing the capacity to perform these functions. Sustainable development can therefore be pursued through deliberate capacity development efforts explicitly targeting these functions and their interconnections.
