  • Women's entrepreneurship, neoliberalism and economic justice in the postfeminist era : a discourse analysis of policy change in Sweden

    • Since the early 1990s, there has been investment in women's entrepreneurship policy (WEP) in Sweden, which continued until 2015. During the same period, Sweden assumed neoliberal policies that profoundly changed the position of women within the world of work and business. The goals for WEP changed as a result, from entrepreneurship as a way to create a more equal society, to the goal of unleashing women's entrepreneurial potential so they can contribute to economic growth. To better understand this shift we approach WEP as a neoliberal governmentality which offers women 'entrepreneurial' or 'postfeminist' subject positions. The analysis is inspired by political theorist Nancy Fraser who theorized the change as the displacement of socioeconomic redistribution in favour of cultural recognition, or identity politics. We use Fraser's concepts in a discourse analysis of Swedish WEP over two decades, identifying two distinct discourses and three discursive displacements. Whilst WEP initially gave precedence to a radical feminist discourse that called for women's collective action, this was replaced by a postfeminist neoliberal discourse that encouraged individual women to assume an entrepreneurial persona, start their own business, compete in the marketplace and contribute to economic growth. The result was the continued subordination of women business owners, but it also obscured or rendered structural problems/solutions, and collective feminist action, irrelevant.

    • I dagens Sverige lyfts ofta småföretag och entreprenörer fram. Företagandet diskuteras dock ofta separat från både arbetsmarknad och övriga näringslivet. Därmed negligeras att individer växlar mellan att vara sin egen och ha anställning, det vill säga att företagandet ofta är ett sätt för individen att navigera på arbetsmarknaden snarare än drivet av en stark önskan att vara sin egen. Inte heller uppmärksammas att små företag ofta startas och drivs som en direkt konsekvens av stora organisationers strategier - det vill säga företagandet är en organisatorisk lösning på en stor organisations problem, inte uttryck för en individs starka vilja att vara sin egen. I studien ges exempel på företagande av dessa slag. Det första exemplet bygger på Ursula Hårds studier av kvinnor som följt en starta-eget-kurs i en norrlandskommun och det andra på Malin Tillmars studier av företagande i anslutning till den offentliga sektorns omvandling. Det första fallet är ett exempel på företagande som arbetsmarknadsbeteende, det sistnämnda på företagande som organisatorisk lösning. Företagandet som skapat, och skapare av, genussystemet är tydligt i fallen och diskuteras i studien.

    • Svensk statsförvaltning genomgår, precis som privat sektor, ständigt förändringar och omstruktureringar, drivna av olika samhällstrender, ledarskapsidéer och politiska styrfilosofier. Vid dessa förändringar ställs verksamheten inför vägval som på olika sätt kan påverka dess förmåga att leva upp till omgivningens krav och förväntningar. Samtidigt finns inte utrymme för risktagande, eftersom förvaltningens agerande och beslut kan vara avgörande för individers försörjning och framtid. Det ställer stora krav på dessa myndigheter, som balanserar ekonomimål, demokratimål och rättssäkerhetsmål. Denna bok avser att spegla olika organisatoriska dilemman och utmaningar som myndigheter i svensk och internationell statsförvaltning kan möta. Detta sker med utgångspunkt i en studie av Försäkringskassans enmyndighetsreform år 2005 och dess förändringsarbete under åren därefter. Bokens författare kommer från tre olika ämnesområden: företagsekonomi, nationalekonomi och statsvetenskap. Samtliga är knutna till Lunds universitet och till forskningsprogrammet ”Från många till en?” (2008-2012). Programmet finansierades av Försäkringskassan, men genomfördes självständigt. Med boken hoppas författarna kunna öka förståelsen – och intresset - för frågor om organisation, styrning och ledning i en statsförvaltning i förändring.

    • Financial Systems, Markets and Institutional Changes analyses and exemplifies how the financial system endogenously adjusts to institutional changes such as new technology, political tendencies, cultural differences, new business models, and government interactions. It puts particular emphasis on how different institutional settings affect firms' borrowing and how the financial crisis affected the relationship between borrowing firms and lending banks. It further increases our understanding of how efficient financial markets are formed, by addressing issues related to the globalization of the financial market, questioning whether the EMU, with its regional imbalances, is an optimal currency union, and putting new requirements on an international lender of last resort. Recent technology development, with high frequency trading, and the increased existence of Islamic banking are two further examples of institutional changes that form new actors and new markets.

    • Facing the challenge of climate change, innovations that imply environmental benefits create business opportunities for entrepreneurs. This paper analyzes innovation capabilities of startups in Cleantech and how the innovation outcomes of those startups develop over time. Based on the Mannheim Foundation Panel and applying propensity score matching, a cohort of 567 Cleantech startups is analyzed and compared with a control cohort of non‐Cleantech startups. We find that startups in Cleantech have, on average, higher technological capabilities compared with all other startups. Our econometric evidence shows that Cleantech startups are more likely to combine existing technology in a novel way. Finally, we find that Cleantech startups develop more market novelties in subsequent years when compared with their control group peers.

    • The overall aim of the Basel III accord is to minimize and preferably eliminate the risk of global financial turmoil in the future. The accord emphasizes the importance of increasing the capitalization of banks and their liquidity. In this chapter the authors analyze its likely impact on banking efficiency. The analysis is based on a fictitious bank which is operating at the very edge of the Basel II regulatory capital requirement and gradually adapting to the new regulatory framework. This analysis demonstrates that the new liquidity and capital adequacy requirements of Basel III are likely to have substantial effects on both the returns and risk exposures of banks. The higher liquidity requirement will not only lower the bank’s liquidity risk, which will lead to less interest revenue, but will also lower its interest rate risk exposure. Then the sharpened capital adequacy requirements will result in lower return on equity. On the other hand, the return on assets will increase due to lower proportion of debt in the bank’s funding. The analysis also implies that Basel III will cause a large price effect if market competition is too weak to make banks price takers. Hence, a bank’s customers will have to pay higher prices for loans of the same risk class and/or get paid lower interest rates on their savings and deposits.

    • The overall aim of the Basel III accord is to minimize and preferably eliminate the risk of a new global financial turmoil in the future. The new accord is particularly emphasising the importance of increasing the capitalization of banks in order to strengthening financial system stability. Basel III requires that banks set aside more ‘core’ equity capital than under the current Basel II accord. Banks are also required to gradually build-up an additional capital conservation buffer of 2.5 percentage units and, if the national regulator so decides, an equally large countercyclical buffer during periods of high credit growth. Besides this, the new accord introduces minimum liquidity requirements both on a monthly and annual basis. In this chapter we study the likely impact of the new regulation on banking operations and efficiency. What is the cost? In the prospect of increased core capital and new liquidity requirements there are already signs of larger Swedish banks reducing their trading operations and widening their interest rate spread differential. Will the new regulation mean a re-shaping of banks and that arbitraging activities move to less regulated parts of the financial industry? What can we learn from structural changes following Basel II when assessing and evaluating the impact of Basel III?

  • Do Employers Use Unemployment as a Sorting Criterion When Hiring? Evidence from a Field Experiment

    • The stigma associated with long-term unemployment spells could create large inefficiencies in labor markets. While the existing literature points toward large stigma effects, it has proven difficult to estimate causal relationships. Using data from a field experiment, we find that long-term unemployment spells in the past do not matter for employers' hiring decisions, suggesting that subsequent work experience eliminate this negative signal. Nor do employers treat contemporary short-term unemployment spells differently, suggesting that they understand that worker/firm matching takes time. However, employers attach a negative value to contemporary unemployment spells lasting at least nine months, providing evidence of stigma effects.

    • Motivation: Transboundary research collaborations (TRCs) are critical in supporting evidence-based actions to address complex global issues, yet there remains a lack of empirical knowledge that would detail how TRCs are organized, how activities are facilitated, and how actors interact. Purpose: We address this knowledge gap by evaluating a North–South TRC against the 11 principles for TRCs defined by the Commission for Research Partnerships with Developing Countries (KFPE). Methods and approach: Using personal accounts, content analysis, and semi-structured interviews/surveys, our evaluation casts light on how the process of running a TRC in the 21st century is enacted from the perspective of the individual. Findings: Our results and discussion provide the basis for a more probing and systematic case for and against contemporary TRCs, their underlying value structures and ways of working, as well as the dimensions that are lacking. Policy implications: Evaluation of TRCs must include the experience of all the actors involved in the TRC and not only the outcomes they produce; transdisciplinarity cannot be viewed as the only way to solve general development issues, but must be carefully considered in order not to mask underlying issues of inequality and poor ethics; and the ring-fencing of funding for a specific purpose or TRC does not negate the need to scrutinize the activities that are undertaken in the name of the TRC.
