    • There is a growing maintenance debt of ageing and critical infrastructures in many municipalities in European welfare states. In this article, we use the multidimensional concept of local capacity as a point of departure to analyse how and in what ways Swedish municipalities work with the routine maintenance of infrastructures, including municipal road networks as well as water and sewage systems. For the road networks, maintenance is generally outsourced to contractors and there is also a large degree of tolerance for various standards on different road segments within and between the municipalities. Less used road segments are not as prioritised as those with heavy traffic. For the water and sewage systems, in-house technical capacity is needed as differences in water quality are not tolerated. Economies of scale mean that in-house capacity is translated into the creation of inter-municipal bodies. As different forms of capacities tend to reinforce each other, municipal capacity builds up over time in circular movements. These results add knowledge to current research by pointing to the ways municipalities are overcoming a run-to-failure mentality by building capacity to pay off the infrastructural maintenance debt.

    • Svensk statsförvaltning genomgår, precis som privat sektor, ständigt förändringar och omstruktureringar, drivna av olika samhällstrender, ledarskapsidéer och politiska styrfilosofier. Vid dessa förändringar ställs verksamheten inför vägval som på olika sätt kan påverka dess förmåga att leva upp till omgivningens krav och förväntningar. Samtidigt finns inte utrymme för risktagande, eftersom förvaltningens agerande och beslut kan vara avgörande för individers försörjning och framtid. Det ställer stora krav på dessa myndigheter, som balanserar ekonomimål, demokratimål och rättssäkerhetsmål. Denna bok avser att spegla olika organisatoriska dilemman och utmaningar som myndigheter i svensk och internationell statsförvaltning kan möta. Detta sker med utgångspunkt i en studie av Försäkringskassans enmyndighetsreform år 2005 och dess förändringsarbete under åren därefter. Bokens författare kommer från tre olika ämnesområden: företagsekonomi, nationalekonomi och statsvetenskap. Samtliga är knutna till Lunds universitet och till forskningsprogrammet ”Från många till en?” (2008-2012). Programmet finansierades av Försäkringskassan, men genomfördes självständigt. Med boken hoppas författarna kunna öka förståelsen – och intresset - för frågor om organisation, styrning och ledning i en statsförvaltning i förändring.

    • The aim of this study is to investigate whether certain configurations of management controls dominate in certain societies (socio-cultural contexts) and whether the effectiveness of a given archetype of management control systems (MCSs) varies depending on the socio-cultural setting the society in which it operates. The study focuses on three socio-cultural groups and the corresponding institutional contexts (an Anglo-Saxon group, a Central European group, and a Northern European group) and three MCS archetypes (delegated bureaucratic control, delegated output control, and programmable output control). We use unique data from a cross-national, interview-based survey encompassing 610 strategic business units from nine countries (seven European countries plus Canada and Australia). The idea that firms tend to adapt MCSs to the socio-cultural context does not gain empirical support in this study. No significant differences in the distribution of MCSs between the three socio-cultural groups are noted. However, we do find that programmable output control has a more positive impact on effectiveness in Anglo-Saxon cultures, while delegated output control has a more positive impact on effectiveness in Northern Europe. Taken together these findings indicate that distinct differences between societies make a particular MCS design more appropriate in a given society, but where such differences are not dramatic (as in the present case), multiple MCS designs can be found in the same society.

    • In a world with imperfectly integrated national capital markets the cost of funds is, in general, different across markets. If individual countries, by mutual agreement, or forced by factors outside their control, embark on a process of deregulation and financial integration, the spread in the cost of funds across markets will narrow. Some types of impediments, such as explicit capital controls, will be easily removed, while others such as informational problems, may prove harder to overcome. Sweden provides an example where national capital markets were highly regulated between 1939 and the mid-seventies, then a process of gradual liberalization began. This process increased in intensity during the first part of 1980s and culminated in 1989 then the last remnants of the formal exchange controls were removed.

    • This book develops “Macroeconomic Uncertainty Strategy” (MUST) as a tool for coping with the impact of macroeconomic fluctuations on risk management, performance assessment, and strategies for value enhancement. The essential elements of a corporate strategy for managing uncertainty in the macroeconomic environment includes setting corporate objectives for risk management, measuring risk, choosing operational and financial instruments for risk management, filtering out macroeconomic influences on performance, and developing compensation schemes that enhance shareholder value when macroeconomic fluctuations bias performance measures. The information obtained through conventional accounting systems become seriously misleading in response to macroeconomic fluctuations with the consequence that alternative ways to obtain relevant information must be considered. Conventional measures of exchange rate, interest rate, and inflation risk are similarly misleading with the consequence that a comprehensive view of the macroeconomic impact on the firm—recognizing the interdependence between macroeconomic variables—must be developed. Most of all, strategies to deal with macroeconomic fluctuations should be considered on a strategic level in the firm in order to establish shareholder wealth maximization as the objective of risk management and reward systems. Shareholder wealth maximization also requires that external stakeholders obtain information that allows them to evaluate the competitiveness of the firm without obfuscation by macroeconomic events.

    • Macroeconomic fluctuations affect corporations’ performance through demand and cost conditions. Incentive effects of performance-based compensation schemes for management may be weakened or biased by macroeconomic influences if management is unable to forecast macroeconomic fluctuations or unable to adjust operations in response to changes in macroeconomic conditions. In this paper we analyze the impact of macroeconomic, industry and firm-specific factors on salaries and bonus of CEOs in 131 Swedish corporations during the period 2001–2006. A distinction is made between anticipated and unanticipated macroeconomic fluctuations. The macroeconomic influences on performance and compensation can be expected to vary from firm to firm in terms of magnitude of effects, as well as in terms of relevant macroeconomic variables. The estimates obtained in this paper refer to the average impact across the sample of firms. We find that the average Swedish CEOs’ compensation is explained to a substantial extent by macroeconomic factors; less so by unanticipated factors alone.
