  • The international transfer of creative industries as a policy idea

    • This article examines the transfer of creative industries as a policy idea to Lithuania. Tracing the stages of the transfer and analysing its consequences in the local cultural policy field, this paper argues for the importance of studying cultural policy process. The findings reveal that the process of the international transfer of creative industries mattered, because it generated wider transformations in cultural policy field by having ambiguous effects on local power relations. The policy idea of creative industries opened the cultural policy field to new actors. As a result, competition for scarce state funding increased, but cultural organisations gained access to the European Union structural funds. In all, creative industries as a policy idea significantly transformed Lithuanian state cultural policy, in that it led to a reassessment of both the practices and identities of cultural organisations.

  • Drivers of Farmers' Investments in Nutrient Abatement Technologies in Five Baltic Sea Countries

    • Adoption of new manure and fertiliser technology is considered an effective tool to reduce diffuse nutrient pollution from agriculture, and policy instruments to encourage technology uptake are therefore widespread. But policy makers need to understand farmers' reasons for adoption of such technologies to design policies that actually work. Using data from a survey with responses from 2439 farmers in five countries around the Baltic Sea, we identify the drivers of technology adoption for three different abatement technologies: manure spreading equipment, slurry tanks, and precision technology for fertiliser application. We compare drivers for technology investments across technologies with a particular focus on the role of the scale of farm operations, neighbour relations, environmental concerns and innovation readiness. The results show that the scale of farm operation is important for the uptake of all three technologies, while we find no evidence that neighbour relations are important for technology investments. Environmental concerns for soil quality and other on-farm environmental qualities do drive investment; however, the impact of environmental concerns differs across technologies. Innovation readiness is a driver of investments in relation to some technologies, suggesting that the novelty or sophistication of the technology matters to the investing farmers.

  • Incubator performance : An efficiency frontier analysis

    • Assessments and evaluations of incubators has been a topic of discussion for as long as incubators have been in existence due to the fact that there has not been an agreement on how to determine good performance. This paper demonstrates the use of Data Envelopment Analysis (DEA) when studying performance of incubators. More specifically, it does so within the four dimensions of cooperation with universities, business networks, external funding and competence development on a sample of 16 Swedish incubators. We show that DEA enables us to measure non-numerical dimensions, and to simultaneously take into account the efforts made by both the incubator and the outcomes. Moreover, DEA provides benchmarks and, based on a model that divides the incubators into four different groups, illustrates the difference between the benchmark and the incubators' current situation.

    • Small firms in general have limited access to funding, which is a major problem for entrepreneurs. In particular, this problem is evident for women and ethnic minority groups. The purpose of the study is to examine empirically the impact of gender, ethnicity and other relevant variables on the access to external financing of new small firms. A sample of 2,764 female– and male–owned small businesses, based on a unique and large database gathered through interviews, was investigated employing binary logistic regression models. The results suggest that both gender and ethnicity are significant explanatory variables influencing the access to external capital at the start–up stage. Entrepreneurs' age, experience of starting businesses and education, as well as additional jobs beside their own business, are other variables that influence the way in which entrepreneurs finance their business. Moreover, firm characteristics in terms of personal start–up capital, firm size and legal form have an impact on financing behaviour at start–up. Since the knowledge about this issue is limited, the results of this study add to our understanding of the variables affecting the behaviour of small business endeavours in seeking funding at start–up

    • Purpose: The aim of this study is to investigate whether female leaders are more efficient in family firms than in non-family firms. Design/methodology/approach: This paper uses a unique database of ownership and leadership in private Swedish firms that makes it possible to analyze differences in firm performance due to female leadership in family and non-family firms. The analysis is based on survey data merged with micro-level data on Swedish firms. Only firms with five or more employees are included in the analysis. The sample contains more than 1,000 firms. Findings: The descriptive statistics show that there are many more male than female corporate leaders. However, the regression analysis indicates that female leadership has a much more positive impact on the performance of family firms than on that for non-family firms, where the effect is ambiguous. Originality/value: Comparative studies examining the impact of female leadership on firm-level performance in family and non-family firms are rare, and those that exist are most often either qualitative or focused on large, listed firms. By investigating the role of female directors in family and non-family firms, the study adds to the literature on management, corporate governance and family firms.

    • This study explores the perceptions and implications of a large manufacturing company as it shifts toward a circular economy. It devises a guiding framework to facilitate this transition by delving into key focus areas, informed by a systematic literature review. From this review emerges a multi-level readiness framework tailored to facilitate the transition to a circular economy. This framework is validated through a case study conducted in the heavy-duty vehicle industry. The proposed readiness framework encapsulates four key focus areas: 1) the ecosystem of external partners, 2) the customer and the business model, 3) the company's culture and internal capabilities, and 4) design and product development. Moreover, the framework delineates five levels of readiness progression within each focus area. Strategies and indispensable activities essential for transitioning to a circular economy are outlined. The suggested hands-on readiness framework advocates holistic and cross-functional management approaches to navigate the transition toward a circular economy. The readiness status for the transition ranges from initial developmental stages to full circularity, with each level outlining actionable pathways incorporating specific actions and strategies.
