  • A note on the economics of Swedish Baltic Sea fisheries

    • The cod stocks in the Baltic Sea are important not only for fisheries but for the entire ecosystem utilized by numerous stakeholders around the coast. All such activities have economic values. In this note the economics of the Swedish Baltic Sea cod fishery is estimated in relation to the sector's interaction with other users of the Baltic Sea ecosystem. The results show a negative resource rent for the fishery, (sic) - 5 million without public expenses (subsidies and administrative costs), and (sic) - 13 million including public expenses. The interactions between the fisheries and tourism, seal population, carbon dioxide emissions, recreational fishing, and discards are discussed, and when monetary estimates are available these are related to the estimated resource rent.     • The European common fisheries policy (CFP) advocates measures to sustain small-scale fisheries; hence, in the European Commission's proposal for a reformed CFP, these are exempted from a mandatory system with tradable fishing concessions. This opens up for management actions designed for small-scale fisheries, but also implies new management issues. This article provides insights into the topic based on a Swedish small-scale herring fishery in the western Baltic Sea that was exempted from an ITQ-system. The fishery has been profitable since the system was introduced, and the increasing effort of both incumbent fishermen and new entrants implies a situation where fishermen compete for a limited quota. The migratory pattern of the herring implies high densities in the southern parts of the fishing areas during spring and in the northern parts during autumn. This forms the basis for two different fisheries in the area, as well as for the current management proposal to divide the quota into a spring and an autumn part. This and other management proposals are discussed in the paper. The main conclusion from the case study is that, when exempting a fishery from tradable fishing concessions, it is important to build other institutions dealing with the fundamental problem of access to the quota. Failure to do so might result in an over-capacity issue and threaten the long-run development of an otherwise successful small-scale fishery.

  • Do Firm Support Increase Investments? Evidence from the Aquaculture and Fish Processing Sectors in Sweden

    • The European Union provides firm support to the maritime sector to reach the policy objectives in the Common Fisheries Policy. This paper analyzes to what extent the investment support to aquaculture and fish processing firms in Sweden increases firm investment activity. By doing so, the paper also quantifies the amount of investments that would have been undertaken also without support (deadweight losses, DWL). The results show that the support increases investment in aquaculture with a factor of 0.65, thus with a DWL of 35%. The corresponding number for fish processing is a DWL of 77%.

    • Certification programmes in fisheries have been introduced as a market-based tool for promoting sustainable fishing practices. While consumers appreciate the eco-labels by paying a price premium in the retail market, there is not much research on whether the premium transmits to the fishing industry. This paper adds to the literature by studying price premiums at port for the Swedish Baltic Sea cod fishery that had its Marine Stewardship Council (MSC) certification suspended in 2015. The result shows a price premium of around 11 per cent for small-size cod prior to the suspension of the certification, but no premium for larger cod.

    • In the economic literature on fisheries there is a long tradition of presenting the role of private property rights in efficient and sustainable fisheries management. We contribute to the literature by analyzing the market value of one of the world's most well defined fishing rights: the ownership of Swedish property where the fishing rights are an inseparable part of the real estate that can be traded in an open market. The fishing rights are primarily used for recreational fishing. For real estate that includes dwellings and vacation homes, the estimated value of these rights is about SEK 60,000 (about 6300), in 2016 prices. This corresponds to 4.5% of the average real estate value. However, the values are heterogeneous, and for real estate with agricultural and/or forestry land the value of the rights is less than SEK 10,000. This could be due to forest owners (as opposed to vacation home owners) primarily view the real estate as a means of generating economic returns, and the potential for this is low for fishing. The valuation of the right is expected to be a determinant of engagement in resource management and is thus important in the development of public policies for both the fish resource and recreational fisheries.

  • Skatt på bränsle - hur kan fisket anpassas?

    • EU-kommissionen har lagt fram ett förslag på nytt energiskattedirektiv som innebär att yrkesfisket kan komma att betala bränsleskatt. Detta medför i så fall ökade kostnader och lägre lönsamhet för yrkesfisket inom EU. Syftet med denna studie är att undersöka hur fisket kan anpassa sig till en bränsleskatt genom att på olika sätt minska sin bränsleförbrukning. Våra resultat visar att fisket kan minska bränsleförbrukningen på kort sikt genom att köra långsammare och fiska närmare hamnen. På medellång sikt kan fiskare byta eller anpassa sina redskap och på lång sikt kan fiskare investera i mer bränslesnåla motorer eller behöva dra ned på fisket. För att underlätta anpassningarna kan styrmedel, såsom investeringsstöd och innovationsstöd användas. På lång sikt ger hållbart förvaltade fiskbestånd bättre förutsättningar för fisket att hantera högre bränslekostnader.

  • Does fishery activity affect local tourism? Evidence from Denmark

    • Fishery and tourism coexist in many harbors. Active fishing vessels may attract tourists, which may also provide income to hotels and restaurants. This paper analyzes whether fisheries affect tourism by investigating the effect of the presence of active vessels on overnight stays in coastal areas of Denmark. The analysis is based on monthly panel data from 2016 to 2021 divided into postal code areas. Estimating a double logarithmic model accounting for fixed effects, it is found that when the number of fishing vessels belonging to a harbor in a postal code area increases by 1%, overnight stays in the same area increase by 0.11%, and when the number of fishing vessels landing in an area increases by 1%, overnight stays increase by 0.08%. Our results suggest that tourism is significantly positively affected by having active fishing vessels landing in local harbors. This implies that by considering the interactive effects of fisheries and tourism when designing fisheries policy, society might attain economic gains, potentially resulting in a larger fleet than what would be optimal solely from a fisheries perspective.

  • Local Fisheries and Thriving Harbors: Is There a Value for the Tourism Sector?

    • Local commercial fishing is often claimed to attract tourists to coastal communities. We investigate the impact of local fishing on tourism demand, measured as overnight stays, in Sweden. Using municipal-level data for the period 1998–2015, we perform a quantitative analysis using ordinary least squares (OLS) as well as panel-data methods that take unobserved heterogeneity between municipalities into account. A statistically significant positive relationship is found between fishing and overnight stays when OLS is used as the estimation method. The relationship is also found to be stronger on the west and south coasts of Sweden, regions where the fishing cultural heritage is particularly recognized. However, when using panel-data methods that introduce fixed effects for municipalities, we are not able to find a stable significant relationship between fishing and tourism. We therefore find it difficult to claim that fishing promotes tourism, at least when tourism is measured as overnight stays.
