    • Today several nations utilise risk based approaches in military planning. However, the discussion on limitations with the approaches in regard to aspects such as uncertainties, the nature of the threat and risk to civilians is limited.The aim of this work is to identify important challenges when applying risk based approaches to military activity. This article discusses risk based approaches in general and their military applications. Five generic quality requirements on risk analysis are presented from research in risk philosophy. Two military application areas for risk analysis: military intelligence, and risk management in legal assessments are analysed in relation to the presented quality requirements on risk analysis.From the analysis it is clear that risk analysis is an integral part of the decision-making analysis and cannot be separated in time, space or organisationally from the decision-making process in general. Defining the scenario to analyse, including the time span, is a central task in risk analysis and will affect every aspect of the risk estimation. Therefore, the principles for scenario definition must be communicated and continuously updated throughout the organisation. Handling the uncertainties throughout the process is also important, especially if the aim is a resilient military system.

    • Technical advances are rapidly delegating decision making in newarenas of human activity to information systems through theapplication of new classification mechanisms from machine learningresearch. How to manage technology-induced change and its effectsthrough legislative systems in order to encourage and supportbehaviour and activities which is desirable and beneficial to thepublic good and dissuade from such which is not is non-trivial. Ingeneral, legislation to cover new technical advances will be based onexisting technology and existing practice. This may seen reasonablebasis to build from and adds legitimacy to regulation and itsapplication, but regulation of technology too often stumbles at thebalancing line between under- standing and promoting future changeproductively and protecting past practice. This paper argues that morethought must be put into the aims of regulatory activities.

    • With the rise of video sharing giants like Youtube and Google Video, coupled with increased broadband connectivity and improved sharing functionality across social networking sites, the role of the viral video has been cemented in many IMC strategies. While most agree about the importance of better understanding viral marketing, there is less agreement about what makes content become viral. While some content gets viewed by millions of people, others struggle to gain viral traction. Content specific, intrapersonal and interpersonal reasons have been proposed for viral marketing success. This paper' focuses on the intrapersonal reasons for content going viral in the context of political satire. More specifically, the role of emotion in the spread of content online, is investigated. Political satire focuses on gaining entertainment from politics. Satire, and specifically political satire, forms part of using humour in advertising and has been influential in shifting public opinion since ancient Greece. This study compares success and unsuccessful viral campaigns that used political satire, by first analysing the online comments that viewers made about the video. Following these findings, an experiment is conducted and the influence of intensity, creativity, humour and utility on virality is modelled, controlling for valence and previous exposure. The findings suggest that, when using political satire in viral campaigns, creativity and the intensity of the emotions felt are key influencing factors in whether videos get "shared" or "liked". Therefore, while many authors contend that particular emotions or positive content has a greater likelihood to become viral, this paper shows that it is not the particular emotion, but the intensity with which that emotion was felt that drives viral success.

    • This studyexplores what creative consumers are compelled to say about hotels throughonline reviews.  Online reviews arehighly influential, with consumers preferring the advice of other consumersover industry experts or information provided by the marketer.  Over 7,000 online hotel reviews posted onTripAdvisor were examined, using Leximancer, a content analysis tool.  This study provides insights on the factorscontributing to guest satisfaction and dissatisfaction in luxury hotels andmoderate hotels.  It also demonstrates theimportance of the information provided by creative consumers, both in terms ofmarket research and as part of an overall marketing communicationsinitiative.

    • Denna rapport syftar till att ge en flervetenskaplig belysning av olika aspekter av barnfattigdom i dagens Sverige och i Stockholm. Perspektiven är historiska, juridiska, politiska, ekonomiska och sociala. I en historisk jämförelse framträder bl a att barnen under det senaste halvseklet kommit att bli allt mera överrepresenterade bland dem som får ekonomiskt bistånd i Sverige. De juridiska aspekterna av samhällets ansvar problematiseras i relation till tolkningen av FN:s Barnkonvention. Uppgiftsfördelningen mellan överstatliga och mellanstatliga organ, svenska staten och de svenska kommunerna är emellertid oklar på flera punkter. Detta bidrar till att det kan bli svårt att uppfylla EU:s mål att utrota barnfattigdomen till 2010. Ett stort ansvar ligger på kommunerna, som emellertid har små möjligheter att strategiskt påverka barnfattigdomen. En närmare studie av Stockholms stad visar bl a på en fortgående process av segregation mellan stadsdelarna. Samtidigt som barnperspektivet blivit tydligare i de kommunala verksamheterna de senaste åren, kvarstår stora svårigheter att agera långsiktigt inom dessa verksamheter. Avslutningsvis diskuteras ämnesövergripande och ideologiska aspekter av arbetet mot barnfattigdom.

    • The right to water has been recently recognized as a fundamental human right by the United Nations, thereby clarifying its status as ‘legally binding’, making it ‘justiciable’ and enforceable. This development has been heralded as a key that holds great potential to change the lives of the billions who still lack access to clean water. Many of those deprived of enjoyment of the right are children, who constitute up to a third of the population in the developing world. What is the value added of the rights-based approach for access to water, especially for children? Would recognition of the right to water as legally binding deliver real benefits to children in improving their access to water? Does it really offer anything new that can help them realize their right to water more effectively? These questions will be explored in this paper using empirical evidence from India, where water has been legally interpreted as a fundamental right, and as a welfare state, where there has been consistent effort on part of the state to improve children's access to water.

    • Nandita Singh and her colleagues look at children’s water rights in India. They argue for the exercise of the right to water by children by analysing the universal normative-legal framework and its difference to the local socio-culturally defined framework. They suggest that defining problems and designing actions only within the normative-legal framework can obscure understanding the critical realities at the right-holders’ end. They suggest that interventions at various levels, such as through policy and targeted programmes, have at best provided an ‘‘enabling environment’’, but the process of implementation of children’s rights at the right-holders’ end is to date an incomplete socio-cultural process
