    • Using panel data derived from recent financial statements, we examine the relationship between changing creditor protection and leverage (and debt maturity) in a number of emerging market countries located in Central and Eastern Europe. We examine unlisted firms, which are more likely than listed companies to face credit constraints. Our main hypothesis is whether unlisted firms change their leverage and debt maturity as creditor rights increase. We confirm this to be the case at both the country- and firm-level; our findings are robust to alternative econometric specifications and inclusion of countrylevel and firm-level controls. We also find that legal origin is related to the level of debt and its maturity.

    • FN:s barnkonvention inkorporerades som svensk lag den 1 januari 2020. I detta bokkapitel ges en övergripande beskrivning av konventionen, som är det centrala internationella instrumentet när det gäller barnets rättigheter, och som lag i Sverige särskilt viktig när det gäller barnets rättigheter i medlingssituationer som rör barn och unga. Barnkonventionen blev lag i Sverige efter många års kritik när det gäller konventionens svaga ställning i svensk rätt. Det har samtidigt funnits kritik mot en inkorporering. Kritiken har bl.a. gällt att konventionen är för vag för att kunna tillämpas direkt i domstolar och av andra rättstillämpande myndigheter och om en inkorporering kommer att medföra någon större praktisk skillnad för barn i Sverige. Kritiken väcker frågor om den praktiska betydelsen av denna lag och konventionen i samband med medling. Vi ger i detta bokkapitel därför även en övergripande beskrivning av denna lag, inkorporeringslagen, och de möjligheter och begränsningar som lagen innebär vid tillämpning av konventionen. Avslutningsvis diskuteras i bokkapitlet hur barnkonventionen kan användas som en resurs vid olika former av medling som rör barn och unga.

  • Tibet och den svenska tystnaden : Tibets politiska status och Sveriges ståndpunkt

    • In this publication I examine the Swedish position concerning the Tibet question from the time when Hedin travelled in Tibet until year 2000. This examination is based on research concerning Tibet's political status and international politics. The study focuses on the period following the invasion of Tibet by China in 1949-1950. The sources employed are documents from the Swedish Foreign Department, letters and records from the Swedish Tibet Committee, records from the Swedish Parliament and articles in the Swedish press. The conclusion is that Sweden's position has not been determined by the actual situation in Tibet, but dictated rather by the position of other countries, who have been motivated by their own colonial, economic and political interests. Sweden's own political and economic interests and its lack of interests in Tibet have played a role. When human rights violations were at their peak, Sweden made no official declarations. On the contrary, it abstained from voting in the UN General Assembly in 1965. The Swedish policy has been influenced by an early recognicition of the PRC and attempts to have it represented in the UN. The so-called Aspen Operation , which constituted an attempt to mediate in the Vietnam War may also have affected the Swedish policy.

    • In the crime policy field, the crime victim is usually described as the direct opposite of the offender in terms of characteristics and needs. This article analyses crime policy descriptions of crime victims and offenders, with a special focus on how politicians address the issue of the victim-offender overlap. The material comprises a sample of legislative crime policy bills submitted by members of the Swedish parliament during 2005-10. In the bills, crime victims are described as good, innocent and in need of help, whereas the offender is seen as a bad, ruthless scoundrel. In between stands a group of victim-offenders; pitiable poor things. However, when responses to offenders are discussed, both poor things and scoundrels are to be punished severely.

    • The serious drug and drug smuggling offenders active in Stockholm are linked by means of co-offending to other persons in large criminal networks. Within these networks, the individuals have large numbers of superficial and transient contacts with one another. It appears to be particularly important to have contacts with other drug offenders throughout Sweden, and particularly in the Skåne region. The majority of the convicted drug offenders have a Nordic background. The study indicates that dealers in the Stockholm area know drug smugglers in Sweden’s metropolitan areas. In their turn, the drug smugglers in the metropolitan areas have contacts with persons involved in the smuggling of other goods primarily in the county of Skåne. A large proportion of the persons included in the data set were suspected of committing drug offences and appear to be focused to some extent on drug offending and on offences involving one or two illicit substances. They also engage in other types of criminal activity to a large extent, however, and are thus not exclusively specialised in drug offending. Persons involved in serious drug crime, including drug smuggling, are often males in their thirties. These individuals often choose other males as co-offenders. It is generally common to commit drug offences together with co-offenders and the most criminally active individuals are also those with the largest numbers of co-offenders. The co-offending partnerships that commit drug offences are not particularly durable over time, however, and it is unusual for drug offenders to restrict themselves to committing offences with one and the same co-offender.

    • The object of this project is to investigate people’s fear of crime. By means of three studies, the dissertation illustrates how the fear of crime is understood in Anglo-Saxon and Nordic research, by a group of interview subjects and also how this fear is depicted in Stockholm’s daily press. In the research, fear of crime is viewed as an individual problem that is not linked to exposure to crime. Instead the fear is explained by reference to individual factors, situational factors and societal conditions. The views described in the research have changed over time, with inter alia an increasing number of groups being described as experiencing fear. The interview study is based on 28 in-depth interviews with persons living in different areas of Stockholm. In summary, the interview subjects are not afraid of crime, and they say they do not think about crime in the course of their daily lives. They may perceive fear in certain situations, in specific locations and when faced with unknown people. These situations are characterised by a lack of control, which tends to be linked to the fear of crime. This fear also appears clearly to be influenced by the media. In the press, the fear of crime is not only depicted in relation to public places, but also in the home and at the workplace. The absence of police is described as one of the reasons for this fear. It is also acceptable for men to express a fear of crime in the newspaper articles. The descriptions expressed in the interviews and in the press reflect some of the theories propounded on the risk society. Risk appears to be perceived as separate from fear. A reduction in crime would therefore be likely to lead to a reduction in the risk of exposure to crime, but not always in the fear of crime. This fear may instead probably be reduced by measures that increase people’s sense of control.
