I denna rapport ges en översikt över pågående och planerade ansatser baserade påartificiell intelligens (AI) inom akutsjukvård med särskild tonvikt på omhändertagandet av traumapatienter, där lösningarna skulle kunna bidra till att Försvarsmakten kan bibehålla sin sjukvårdskapacitet i kritiska lägen. Rapporten är ett resultat av samarbetet mellan FM, FOI, FMV, FHS och KI, och vänder sig i första hand till Försvarsmaktens strategiska ledning.Användningen av AI-teknik i framtida beslutsstöd kan skapa nya möjligheter till avlastning av personal och resurseffektivisering. Tekniken ger möjligheter att i realtid samla in, bearbeta och analysera stora mängder blandadinformation om förbands hälsoläge och fysiska stridsvärde. Bedömning av skadade kan t.ex. göras av triagedrönare och den efterföljande evakueringen kanunderlättas av intelligenta autonoma plattformar. Införandet av AI-system ställer dock vårdgivaren inför svåra etiska och medikolegala överväganden.Försvarsmedicin har en central roll i Försvarsmaktens krigföringsförmåga och för samhällets uthållighet. För att nyttja hela AI-teknikens framfart till Försvarsmaktens nytta måste dess innebörd och konsekvens för försvarsmedicinen förstås. Därför rekommenderar denna studie att Försvarsmaktens framtida satsningar inom AI och autonomi inkluderar den försvarsmedicinska teknikutveckling som är beskriven i denna rapport.

    • This brief anthology presents the basics of the interdisciplinary course called “Smart City Governance – AI Ethics in a Spatial Context”, given at Lund University. Furthermore, it includes three papers and a task written by students from the class of 2021/2022 in order to show examples of the topics possible to analyse when combining engineering students from programmes on data, ICT and land surveying with students from the humanities or social sciences.Head of course is Stefan Larsson, Associate Professor at the Department of Technology and Society at LTH, Lund University. As a socio-legal scholar and lawyer at a faculty of engineering, he leads a group studying governance and issues of trust and transparency with autonomous and AI-driven technologies in domains ranging from the public sector to consumer markets, medicine and social robotics.Laetitia Tanqueray is a Teaching Assistant on this course, and canvas coordinator. Laetitia holds bachelors’ in English Law and French Law and a master’s in Sociology of Law. She is a project assistant at the Department of Technology and Society at LTH, Lund University, investigating questions related to socio-legal robotics.

  • Management Measures to Reduce Continuous Underwater Noise from Shipping

    • Underwater radiated noise (URN) from commercial ships is a significant source of elevated noise levels in the oceans and can have a negative impact on marine wildlife. Noise from commercial shipping places additional stress on the oceans, but is one of the least studied environmental pollutants, and there is an urgent need to reduce the aggregate stress levels. Until recently, reduction of underwater noise has not been prioritised by ship designers, shipowners, or crews. Even within the field of marine management, noise has received limited interest. However, the International Maritime organization (IMO) has adopted global guidelines on URN reduction, which are currently being updated. Within the EU, the Marine Strategy Framework Directive (MSFD 2008/56/EC) Descriptor 11 criteria 11.2, now provides a framework for marine administrators to manage noise by establishing threshold values. Marine management focuses on the total noise load on the marine environment. Management entails several considerations before recommendations can be made. As a first step, interdisciplinary teams need to assess the aggregated noise levels and determine acceptable thresholds based on the local ecosystem, then assess which existing mandates and management tools can be used, and finally assess how effective these mandates have been in improving the environment. These activities must also be managed in a way that is acceptable to various relevant stakeholders, who would need to follow the decisions. The URN from a ship can be affected by the vessel’s design, either during its construction or during upgrades, and balances a trade-off against fuel efficiency. However, the URN can also depend on how the ship is operated. Regulating ship speed is one potential management tool, and its effectiveness needs to be assessed. Other management measures include how shipping lanes are drawn, areas to avoid, financial support, information, etc. This report focuses on possible policy measures that the Swedish authorities could adopt to lower URN by regulating the speed of ships. The report presents an interdisciplinary analysis, using a case study of an area in the southern Kattegat that covered several maritime zones, different national jurisdictions, intensive traffic, and high natural values. An important part of the work was to assess whether existing source models for ship noise could be used for the type of ships that are common in waters around Sweden. In this study, the JOMOPANS-ECHO (J-E) model was used.The J-E model was validated by comparing measurement data from a hydrophone station at Vinga on the Swedish coast that collected data from ships (254 passages) that used the port of Gothenburg. The analysis showed some deviation between the J-E model and measurement data, which could be due to differences in the length and speed of ships in waters around Sweden compared to the ships used in the development of the J-E model. However, this was likely to have negligible impact on the outcome of the case study.Analyses of ship traffic in 2021 showed that 4,511 unique vessels visited the study area at least once. Most ships followed the main routes, but no part of the study area was completely free from ship traffic. About 68% of the ships visited the study area for 1-4 days, while about 32% visited the area more regularly. The most common ship types were General Cargo Ships, Dry Bulk Ships, and Tankers. The ships that on average travelled at highest speeds were RoPax Ships, RoRo Ships, Vehicle Carriers, and Container Ships. The ships were registered in 64 countries. About two percent of the ships were registered in Sweden and about four percent in Denmark.Legal analysis showed that Sweden has the right and the responsibility to take measures to reduce underwater noise from ships to the extent that the noise can be deemed to pollute the marine environment. However, this mainly applies to Sweden’s territorial seas, which cover roughly half the area being studied for this report. In the portion that constitutes Danish territorial sea, Denmark has comparable opportunities for managing URN. In areas that are Swedish or Danish exclusive economic zones (EEZs), the ability to introduce mandatory speed limits is significantly limited. There, the most realistic option would be to request the IMO to establish speed limits, or alternatively to issue a recommendation to navigate at lower speeds, although such guidance could not be enforced on ships that do not voluntarily reduce their speed.It was estimated that lowering the ships' speeds to a hypothetical limit of 11 kn would reduce the average URN levels by 4.4 ± 2 dB, as registered by local receivers in the study area. This speed limit would affect approximately 44% of the ships in the area. A maximum speed of 13 kn would instead reduce the level by 1.9 ± 0.5 dB and would affect 11% of the ships on average. The reduction in noise levels may temporarily be much higher in the immediate vicinity of individual fast ships, and there might be a high degree of variation between different ships.The study and report make it clear that it is a complex task to assess the feasibility and benefit of introducing a specific marine management tool, in this case an enforceable local speed limit. But it is also clear that there are reliable methods to make the preliminary assessments, and that it requires interdisciplinary analyses and competence.

    • Ambient assisted living (AAL) technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between high-income countries (HIC) and low and middle-income countries (LMIC). Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things (IoT) devices and ones equipped with artificial intelligence (AI) quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private (e.g., the home). The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues (ELSI). A set of ELSI guidelines is needed to integrate these factors at the research and development stage.

  • Targeting the Environmental Sustainability of European Shipping: The Need for Innovation in Policy and Technology

    • At their Summit meeting in Gothenburg in June 2001, Europe’s heads of state and government reached agreement on a European strategy for sustainable development. The social and economic dimensions of the Lisbon strategy were complemented by an environmental dimension. Thus, the Gothenburg Summit represents a breakthrough for sustainable development in the European Union (EU). The University of Gothenburg and Chalmers University of Technology made a commitment to serve, through the joint Centre for Environment and Sustainability (GMV), as a hub for research and scientific follow up of the EU sustainable development strategy. In order to fulfill this commitment, the two universities have established a European Panel for Sustainable Development (EPSD), together with Lund University. In addition, individual members from other universities and research institutes contribute to the work of the Panel. The Centre for Environment and Sustainability (GMV) in Gothenburg is the lead organization in the EPSD. The first report produced by the Panel in 2004 was “From Here to Sustainability – Is the Lisbon/Gothenburg Agenda Delivering?” This was put forward as an independent contribution from academics to the mid-term review of the Lisbon strategy for growth, competitiveness and jobs. The second report “Make the Kok-report sustainable” was produced by the EPSD as a reflection on, and a response to, the mid-term review on the Lisbon strategy chaired by the former Prime Minister of the Netherlands, Wim Kok. The third report “Towards a Smart Growth Strategy for Sustainable Development” aimed to contribute to the re-launch of the EU sustainable development strategy. It contained a critical assessment of “A Platform for Action”, the proposal for an updated strategy put forward by the European Commission. The fourth report “TAKING CHILDREN SERIOUSLY – How the EU can Invest in Early Childhood Education for a Sustainable Future” presented research on children’s interest and ability to understand questions on the social, economic and environmental dimensions of sustainable development. The present report “Targeting the Environmental Sustainability of European Shipping: The Need for Innovation in Policy and Technology” has emerged from a background survey with the aim of mapping what is being done on sustainable shipping within the European Union. A wide scope of strategic EU policy sectors and documents, including existing directives, legislation and regulations on shipping were scrutinized to describe the actual knowledge framework. The background study defines areas where new research could contribute in closing knowledge gaps, and gives a compilation of directives and policy documents concerning sustainable shipping in a European perspective. Based on a definition of sustainable shipping that include all three pillars of sustainable development, the present report presents a holistic view and strategies for achieving a sustainable shipping industry. The report provides scientifically based knowledge of various aspects that affect sustainability at sea, such as particles, greenhouse gases, ship wrecks, ship recycling, and intermodality, as well as a comprehensive overview and updates on regulations. These various areas are presented as separate chapters and solid recommendations are presented on future actions (on EU and international level) to make the shipping industry in Europe a sustainable business. The main author of the report was Prof. Kevin Cullinane, Edinburgh Napier University, UK. The separate chapters in the report were written by Lars Barregård, University of Gothenburg, Erik Fridell, Hulda Winnes, IVL Swedish Environmental Research Institute (Particle emission from ships); Hannes Johnson 1 , Chalmers University of Technology (GHG Emissions and the Energy Efficiency Gap in Shipping); Peter Domini, Stena Metall (Ship Recycling: A Global Issue); Lars Barregård, University of Gothenburg (The Health Risks Associated with the Ship Breaking Industry); Ida-Maja Hassellöv, Chalmers University of Technology (Potentially Polluting Shipwrecks); Abhinayan Basu Bal, University of Gothenburg (Sustainable Intermodal Transport with Short Sea Shipping in the EU); A number of researchers and knowledgeable persons have constituted a reference group and further contributed to the report: Katarina Gårdfeldt, Maria Svane, Dan Strömberg, and Jonas Norrman, GMV, Gothenburg; Karin Andersson, Björn Södahl, Josefin Borg, and Oliver Lindqvist, Chalmers University of Technology; Lars Göran Malmberg, Johan Boman, Johan Woxenius, and Mattias Hallquist, University of Gothenburg, Christer Forsgren, Stena Metall; Anders Carlberg, Vgregion; Carl Carlsson, Swedish Shipowners Association, and Axel Wenblad, Former GD National Board of Fisheries.   • Marine plastic litter on Small Island Developing States (SIDS): Impacts and measures.

    • This report was commissioned by the Swedish Agency for Marine and Water management and written by analysts at the Swedish Institute for the Marine Environment (affiliated with the University of Gothenburg, Lund University, and Chalmers University of Technology). This report documents how marine plastic litter reaches even the most remote parts of the oceans with small island states, and how SIDS are especially vulnerable to its impact. The origin and composition of marine plastic litter and its impacts are described. Measures are discussed, both from state agencies and private corporations. Measures from existing RAPs on marine litter are reviewed and examples of private initiatives are mentioned. Also, the corresponding legal framework is given and side effects of marine litter measures on the Sustainable Development Goals of the UN are debated. THE VULNERABILITY OF SIDS SIDS are a set of island nations in the Caribbean Sea, the Pacific Ocean, the Atlantic, Indian Ocean, and the South China Sea. SIDS are exposed to disproportionate concentrations of plastic litter due to their location near the ocean gyres where marine litter accumulates and to often sub-performing waste management systems. ORIGINS AND COMPOSITION OF MARINE PLASTIC LITTER Because plastic make up most marine debris, the focus here is on plastic litter. Marine plastic litter washed ashore on SIDS originates from both distant countries overseas and the SIDS themselves. Buoyant plastic litter is globally distributed by ocean currents and is washed ashore on beach lines around the globe where it negatively impacts ecological and human systems. Plastics end up in the marine environment through leaks from the global value chains that run from the oil industry through various other industries to local retailers and consumers. A smaller but significant stream of plastic litter follows from the difficulties of many SIDS to establish and maintain efficient waste management systems. IMPACT OF PLASTIC LITTER ON ECOLOGICAL, SOCIAL, AND ECONOMIC VALUES Marine litter impacts the environment and organisms therein in various ways, including entanglement, ingestion, transfer of chemicals, or by otherwise altering habitats. The extent of the social and economic impact that plastic on countries is not currently well known. However, the dependence of SIDS on their natural resources through tourism and fisheries, make them economically vulnerable to plastic litter. MITIGATION AND REMEDIATION STRATEGIES For plastic that reaches SIDS, both remediation and mitigation, especially through waste management and recycling, become necessary. LEGAL AND POLITICAL FRAMEWORKS The legal framework for preventing and managing marine litter is present on all levels of governance. A declaration particularly relevant to marine litter on SIDS is the SAMOA Pathway, a declaration from the 3rd International Conference on Small Island Developing States in 2014 calling for measures to manage waste, including marine plastic litter. Multilateral agreements require party states to take actions, but these requirements are often generally formulated, and their achievements depend on the choices and participation of all parties. POLICY MEASURES PROPOSED BY REGIONAL ACTION PLANS There are 18 Regional Seas programmes under the United Nations Environmental Program for the protection of the marine environment. Some Regional Seas programmes have written strategies to guide their actions, the RAPs, i.e. a political agenda for marine litter management agreed on by member governments of the region. The contents of different RAPs show strong similarities. The analyses conducted here show that most measures suggested by RAPs are aimed at downstream processes, while fewer address the problem upstream. Additional measures are needed to solve such a global problem. VOLUNTARY AND COMMERCIAL INITIATIVES Marine litter requires an array of actions from local to global level, and is thus a matter of governance. Most measures suggested in RAPs and other work against marine litter involve government managers as well as businesses, NGOs, and voluntary initiatives. RECOMMENDATION: FUTURE COOPERATION Competence and enthusiasm for the issue on SIDS and elsewhere is growing, but more is needed. Solutions require international cooperation. Four recommendations for cooperation are highlighted here: 1. Prevent litter from entering the ocean and thus reaching SIDS: Support cooperation in regional and international agreements 2. Plastic material reaching SIDS should not be released into the environment: Technical cooperation and support for local waste management 3. If waste reaches the environment, collect it where appropriate: Support beach clean-up campaigns and other remediation measures 4. When waste has been collected, ensure that is has a value: Develop recycling markets and opportunities

  • Multistakeholder Governance and Nodal Authority – Understanding Internet Exchange Points

    • This case study considers Internet exchange points (IXPs) as an example of governance processes in action. Internet exchange points are the points of connection between different Internet networks, which enable different networks to exchange traffic at a shared facility without cost to either party through a process known as “peering”. Three different IXP governance models representing large and influential IXPs are compared: the DE-CIX in Frankfurt, CAIX in Cairo, and KIXP in Nairobi. DE-CIX, the largest IXP in the world, is a subsidiary of the German Internet trade association eco, and is thus “owned” by the Internet industry in Germany. Though well functioning, this has meant that key stakeholder groups such as civil society, and the academic and technical communities are excluded from participating in discussions over policy decisions. In contrast, the Cairo Internet Exchange Point (CAIX) is run by a public authority, the Egyptian Ministry of Communications and Information Technology. Though it is governed by a broad set of stakeholders including private sector, government, and civil society representatives, its decision-making processes are somewhat opaque. Lastly, KIXP was founded by a Kenyan network engineer and is governed by a local trade association. While set up with multistakeholder coordination under the leadership of the private sector, its dayto-day operations and governance fall under private sector control. By tracing out the plurality of models used for IXP governance and comparing the processes of developing peering relationships, this case provides unique lessons for the governance process, particularly surrounding trade-offs between inclusiveness and effectiveness.
