  • Military Strategic Communication at the Tactical Level in Counterinsurgency Operations : The case of Sweden in Afghanistan

    • This article will investigate the implementation of strategic communication at the lower segment of the military hierarchy in counter-insurgency (COIN) operations. It focuses primarily on the experiences of communicating strategically at the tactical level in manoeuvre forces, using Sweden in Afghanistan as a case study. Findings reveal that the tactical level often distances itself from the communicator tasks, arguing that this belongs to other units or personnel. However, the tactical level also pinpoints the vital role they play in shaping attitudes and beliefs in the area of operations. The results thus indicate a type of cognitive split in the perception of the communicator role among the manoeuvre forces. Furthermore, the study reveals several obstacles in effectively executing strategic communication in the military domain. The most prominent areas are contradictions in messages due to force-protection measures and lack of synchronization.

  • Building Resilience and Psychological Defence : An analytical framework for countering hybrid threats and foreign influence and interference

    • The need to develop resilience and psychological defence in the face of different forms of hybrid threats and malign foreign influence and interference is greater than ever. In this light, it has become increasingly obvious that a country’s resilience and psychological defence capabilities must cover a broad spectrum of conflicts, including severe crises and war. This paper takes these complex and multifaceted types of threats as a point of departure in its attempt to outline an analytical framework for countering hybrid threats and foreign influence and interference. The ambition is then to operationalise this framework into a practical guide that can be used for identifying and analysing hybrid threats and foreign influence against democracies and their national interests.  To be able to build resilience and psychological defence, a shared analytical framework is needed, which provides a broader and more inclusive nation-state perspective than existing frameworks. The framework outlined in this paper is intended to be a starting point for analysis, usable for government and non-government actors alike. It aims to serve as a platform for addressing different dimensions of hybrid threats and malign foreign influence and interference. It also provides tools for comparing and analysing the dimensions within and across cases. The formation of responses to foreign interference should be seen as a process consisting of three distinct phases: 1) assessing situational awareness; 2) addressing defence and countermeasures; and 3) evaluating the state’s system for countering foreign interference.  This framework serves as the basis for the development of a practical analytical guidebook that is built to be modular, where one can pick and choose depending on own needs and questions asked. It is also developed to be suitable for both more structured analysis as well as less structured qualitative analysis. The guidebook is simplified into an analytical template that can be used as a readily available checklist for users.

    • One important question concerning a risk description is to what extentit should contain information about the uncertainty surrounding an estimatedprobability for an event, for example, by using some form ofprobability range. Presenting a point estimate together with a rangecan inform the decision-maker about both the best judgement as wellas the strength of knowledge regarding the probability in question, sothat the decision-maker can take this information into considerationwhen making decisions. However, communicating uncertainty in riskdescriptions may lead to delays in the decision-making process, due topeople’s general aversion to ambiguity and other forms of uncertainty.This can be devastating in time critical decision-making situations,where delaying decisions leads to substantial costs or losses - as in thecase of a military command and control (C2) situation or in crisisresponse management (CRM). This study investigated how 106 universitystudents handled a fictive time critical military decision-making situationwith imprecise probabilities presented in the form of ranges. Thepurpose was to make a first estimation regarding if presenting uncertaintyin risk descriptions could be a problem in these kinds of situations.The results show that almost half of the participants delayed theirdecisions and that many participants showed little restraint regardingtheir waiting time. These results indicate that communicating uncertaintyin risk descriptions can be a problem in time critical decisionmakingsituations, and that presenting uncertainty in risk descriptionsmay require decision-makers to be educated in the specific problemsassociated with decision-making in these types of situations.

    • Building on the notion that military blogs (milblogs) can support national strategic narratives, the aim of the article is to deepen our knowledge of exactly how blogging that depicts soldiers' personal experiences of 'everyday life' can serve to support a strategic narrative. This article explores empirically how Swedish milblogs published between January 2010 and April 2012 articulate the experience of being a soldier in the Afghanistan mission. The analysis shows that soldiering is treated as an everyday practice, de-dramatized and routinized where military assignments are meshed with civilian duties. The article concludes that the 'normalization' of war in milblogs can potentially serve to strengthen national strategic narratives, facilitate recruitment of soldiers and add to growing 'militarism' in society.

    • This book offers an overview of how conflicts are represented and enacted in games, in a variety of genres and game systems. Games are a cultural form apt at representing real world conflicts, and this edited volume highlights the intrinsic connection between games and conflict through a set of theoretical and empirical studies. It interrogates the nature and use of conflicts as a fundamental aspect of game design, and how a wide variety of conflicts can be represented in digital and analogue games. The book asks what we can learn from conflicts in games, how our understanding of conflicts change when we turn them into playful objects, and what types of conflicts are still not represented in games. It queries the way games make us think about armed conflict, and how games can help us understand such conflicts in new ways. Offering a deeper understanding of how games can serve political, pedagogical, or persuasive purposes, this volume will interest scholars and students working in fields such as game studies, media studies, and war studies.

    • To fully comprehend and counter hybrid threats and hybrid warfare (HT&HW) is a complex task, but also a very important one. In this chapter we will outline a schematic model for how to comprehend hybrid threats and hybrid warfare, outlining the “Hybridity Blizzard Model”. This model comes in three versions, of which the first presents a simplified picture of the dynamics of and between HT&HW, as well as responses and countermeasures. The second version adds a temporal dimension to this relationship, demonstrating how short term actions and responses relate to long-term vulnerabilities and resilience. The third version, in contrast, aims to provide a more accurate picture of the complex real-world situation. The aim of the model is to enable not only a better understanding of the dynamics themselves but also how to identify, comprehend and act against HT&HW.

    • This article analyzes how the Norwegian news media framed the terrorist attacks in Oslo and the island of Utöya, which killed 77 mainly young people on 22 July 2011. Did the news media favour or counteract the propaganda of the terrorist? After discussing earlier research about terrorism and media and presenting theories on news framing, results from a content analysis of 924 news articles in two major Norwegian newspapers during the first two weeks after the attacks are analyzed. The coverage of the attacks is found to be very descriptive, focused on the perpetrator as an individual, giving him questionable political exposure and not analyzing reasons and consequences on a political–societal level. The news framing functioned as a way of depoliticizing the terror attacks by portraying the attack as conducted by a lone lunatic in contrast to a politically motivated terrorist linked to right-wing extremism.
