Is adaptation reducing vulnerability or redistributing it?

- As globalization and other pressures intensify the economic, social and biophysical connections between people and places, it seems likely that adaptation responses intended to ameliorate the impacts of climate change might end up shifting risks and vulnerability between people and places. Building on earlier conceptual work in maladaptation and other literature, this article explores the extent to which concerns about vulnerability redistribution have influenced different realms of adaptation practice. The review leads us to conclude that the potential for adaptation to redistribute risk or vulnerability is being given only sparse—and typically superficial—attention by practitioners. Concerns about ‘maladaptation’, and occasionally vulnerability redistribution specifically, are mentioned on the margins but do not significantly influence the way adaptation choices are made or evaluated by policy makers, project planners or international funds. In research, the conceptual work on maladaptation is yet to translate into a significant body of empirical literature on the distributional impacts of real-world adaptation activities, which we argue calls into question our current knowledge base about adaptation. These gaps are troubling, because a process of cascading adaptation endeavors globally seems likely to eventually re-distribute risks or vulnerabilities to communities that are already marginalized and vulnerable. We conclude by discussing the implications that the potential for vulnerability redistribution might have for the governance of adaptation processes, and offer some reflections on how research might contribute to addressing gaps in knowledge and in practice.

Governing the salmon farming industry : Comparison between national regulations and the ASC salmon standard

- Farmed salmon has become an important export commodity for many countries and regions. The expanding salmon aquaculture industry has, due to its rapid increase, resulted in environmental concerns, most notably relating to the interaction with wildlife, effects of effluents and discharges in local ecosystems, in some regions overuse of antibiotics and development of Antimicrobial Resistance (AMR) and high dependence on fish resources in feeds. As a response to these concerns, the industry has strengthened their efforts to improve practices and private led sustainability initiatives, including certification and eco-labelling, has become increasingly important. This study examines the differences between salmon farming governance policies in the four largest salmon producing regions; Norway, Chile, Scotland (UK) and British Columbia (Canada) and the Aquaculture Stewardship Council's (ASC) salmon standard. The purpose of the study is to clarify how the standard from a well-established eco-certification program compares to national or regional conventional standards, using additionality as measuring method. The paper concludes that at present the ASC standard has mainly three strong advantages over existing regional/national standards and these relate to; escape numbers allowed, antibiotic usage and fish resources in feed. Changing these three main divergences in the national/regional regulations would significantly improve some of the main sustainability issues with uncertified salmon farming. The study also finds that the potential additionality of the ASC standard can differ between regions, with the highest difference in Chile and lowest in Norway.

Household Incomes in Central Asia : The Case of Post-Soviet Kazakhstan

- Two European geographers present the findings of a sizeable survey (n = 7,5 15) providing a detailed geographical analysis of household incomes and reliance on personal subsidiary garden plots across Kazakhstan. The authors focus on assessing the extent to which Kazakhstan's rising GDP during the post-Soviet period has coincided with an increase in the general population's personal income and ability to secure adequate food supplies for personal consumption. The fine geographical scale of analysis of the survey data (significantly less coarse than oblast-level data) enabled them to identify regions characterized by "trickle-down" income, largely centered on the country's two main urban centers and areas of resource exploitation. The patterns revealed in the paper have relevance to the debate concerning the uneven distribution of benefits from resource exploitation (notably oil and gas) to Kazakhstan's population.

The Impact of Global Economic Crisis on Remittances in the Commonwealth of Independent States

- Two European geographers and an economist analyze the impact of the 2008-2009 global economic recession on remittances in the Commonwealth of Independent States. Drawing on balance-of-payments data as well as information on money transfers to and from the region, they detail the annual growth of remittances since 2001, illustrating the growing importance of this income stream to a number of countries in the region. Using quarterly data, they then provide details of the impact of the financial crisis on remittances starting with the 2007 credit crunch and intensifying with the collapse of global markets in 2008. Based on the impact of the 1998 Russian Crisis, they suggest that by 2012, remittances to the region could fall to only one-third the 2008 level, and that a return to pre-crisis levels of remittances could take almost a decade.

- Vientiane, the capital of the Lao People's Democratic Republic, is a small city that has experienced various rounds of socio-economic experimentation during the past few decades: currently, it is set in a capitalist economic context under the rule of a communist regime. With increasing connectivity to regional and global networks, the city has embarked on a far-reaching path of urban transformation. This city profile describes the historical influences affecting the spatial structure of Vientiane, the urban spatial structures and the land use patterns that have unfolded as a result of the economic liberalization that has been taking place since the late 1980s, as well as some salient aspects of the urban management process with respect to planning procedures.
