  • Building acceptance for congestion charges – the Swedish experiences compared

    • Lack of public and political acceptance is the main barrier to introducing congestion charges. Here we compared the experiences of congestion charge introduction in the Swedish cities of Stockholm and Gothenburg, with the aimof explaining differences in political and public acceptance. The results showed the importance of procedural factors, such as the consistency of objectives in policy packages, communication and marketing efforts, and the use of public referendums, and of contextual factors, including urban form, level of congestion, and functioning of public transport. Important lessonswere drawn between the two cities, but primarily on how to design, rather than secure public acceptance for, a congestion tax scheme. To build acceptance for congestion charges, close attention must be paid to the local political and geographical context when designing and implementing such a scheme.

  • Motivational segments for trips along the high coast byway of Sweden : a study of local leisure excursions and domestic holidaymaking

    • This on-site study investigated local leisure travellers’ and domestic tourists’ motivations for taking summer trips along the High Coast of Sweden, a byway designated with brown signage as a national tourism route, responding to a dearth of research on why people are motivated to use scenic byways. Non-local Swedish leisure travellers at selected locations along the byway were asked to fill in self-completion questionnaires and hand them back to the project staff.The most emphasised motivations for taking this trip were “getting away from everyday life”, “beautiful view from the road”, and “interesting landscape”. Based on factor analysis, three motivational patterns were identified:sightseeing and outdoor lifegetting away and travelling arounda quick route to family and friendsThe route attracted a large proportion of local and regional repeaters with ties to the area through family and friends and/or second homes; only 18% were on their first visit. There were considerable motivational differences between those people who were going to a second home in the area and other visitors. Among travellers who did not visit a second home, there were few motivational differences between day-trippers and persons with overnight stay(s), corroborating blurred distinctions between excursionists and tourists. The large proportions of local and regional visitors indicated that extra-regional route promotion may be improved.

  • Effects of the road environment on the development of driver sleepiness in young male drivers

    • Latent driver sleepiness may in some cases be masked by for example social interaction, stress and physical activity. This short-term modulation of sleepiness may also result from environmental factors, such as when driving in stimulating environments. The aim of this study is to compare two road environments and investigate how they affect driver sleepiness. Thirty young male drivers participated in a driving simulator experiment where they drove two scenarios: a rural environment with winding roads and low traffic density, and a suburban road with higher traffic density and a more built-up roadside environment. The driving task was essentially the same in both scenarios, i.e. to stay on the road, without much interaction with other road users. A 2 x 2 design, with the conditions rural versus suburban, and daytime (full sleep) versus night-time (sleep deprived), was used. The results show that there were only minor effects of the road environment on subjective and physiological indicators of sleepiness. In contrast, there was an increase in subjective sleepiness, longer blink durations and increased EEG alpha content, both due to time on task and to night-time driving. The two road environments differed both in terms of the demand on driver action and of visual load, and the results indicate that action demand is the more important of the two factors. The notion that driver fatigue should be countered in a more stimulating visual environment such as in the city is thus more likely due to increased task demand rather than to a richer visual scenery. This should be investigated in further studies.

  • A study of changes in everyday mobility during the Covid-19 pandemic : As perceived by people living in Malmö, Sweden

    • Sweden's strategy to manage the spread of Covid-19 has not included any form of lockdown, in contrast to the approaches adopted by most other countries. Instead, the strategy has been largely based on strong recommendations for society. Even though Sweden has not had any form of lockdown, the Covid-19 pandemic has during a relatively short period of time brought changes for society, significantly disrupting everyday life. The pandemic poses both challenges and opportunities for sustainable future transport, not least public transport provision, supply and use. The purpose of this study is to investigate how changes for society have translated into changes for mobility as an element of everyday life during the early stages of a pandemic. This study draws on a map-based online survey (public participatory GIS) which was purposefully designed to allow people to contribute with their experiences in order to capture how the current situation has affected several different facets of people's everyday life. Results suggest that effects on mobility, such as the possibility to telework, affect different groups differently and may exacerbate existing differences in terms of gender, geography and mobility. In order to mitigate negative effects, transport policy needs to be tailored in order to take these heterogeneities into account. Both spatio-temporal adjustment and modal adjustment were dominant themes for most activities, although the dominance of these themes varied among the activities. Our findings give an indication of both the short and long-term impacts on everyday mobility in the Swedish context, for groups of inhabitants in the city of Malmö. Through deepening our understanding of the processes at play, we suggest eight possible policy responses that can be carefully tailored, both in the interim and into the future.

  • Layering and parallel policy making : Complementary concepts for understanding implementation challenges related to sustainable mobility

    • This paper is focused on implementation challenges related to the integration of sustainable mobility in strategic local/regional land use and transport planning. The work was based on a case study of Stockholm, Sweden, focusing on four current plans and strategies of key importance for sustainable mobility. We identify and discuss implementation challenges related to sustainable mobility using a theoretical framework from the policy integration literature, with a focus on the dimensions of “layering”, “drift” and “exhaustion” (Rayner & Howlett 2009).The empirical analysis led us to identify a complementary dimension which we call ‘Parallel policy making’. The parallel policy making reflects a fundamental lack of integration of sustainable mobility in policies and plans of strategic importance, which hinders effective policy integration. Altogether, we conclude that a better insight into the practice of parallel policy making is crucial for development of more effective implementation strategies for sustainable mobility in Stockholm and elsewhere.

  • How accessibility to schools is not (just) a transport problem : the case of public school choice in the city of Malmö, Sweden

    • There is currently a lack of studies exploring how transport investments and school admission policies in a city can affect the distribution of accessibility to schools. The aim of this study is to investigate if, for whom, and the ways in which, accessibility to schools can change following (1) a change to the city’s public school admission policy and (2) investments in public transport infrastructure and adjustments to the public transport system. We draw on the case of Malmö, Sweden to examine the potential effects of these changes. This study is focused specifically on those in grades 7–9 (aged approximately 13–15), a group whose independent mobility is starting to take form. A geospatial analysis was carried out in order to compare the change in demographic makeup between school catchment areas (real and hypothetical) before and after the changes were made. The geospatial analysis utilises a cumulative opportunity accessibility model that takes into account typical public transport travel times both before and after these new measures were implemented. Findings indicate that the (hypothetical) school catchment areas have been redistributed to a considerable extent following both interventions, but particularly following the change to the public school admission policy. These redistributions have in turn resulted in changes in the socio-economic characteristics of the hypothetical school catchment areas. While the redistribution of school catchment areas could potentially change the socio-economic composition of schools in Malmö, the effects are not equally distributed throughout the city. While the addition of the new train line was the main focus of this study, it was found that other changes in the public transport system between 2018 and 2019 also played a role in determining which schools students could and could not access.

    • The European Landscape Convention indicates that assessment of different dimensions that exist in landscapes should be taken into account in planning. In this study, we first investigated ecological, cultural and social values as perceived by the local people in a highway-planning process in Sweden. Next, we explored which factors influenced the local people's participation in the road-planning process. We used questionnaires, planning documents and the Theory of Planned Behavior to investigate the relations between different factors and local people's participation in the planning process. The results showed that people presumed the ecological values in the landscape to be adversely affected by the new road, while the social values would remain the same. Landowners had heard of the participatory-process, but few participated. Those who lived within 300m of the road were more active in the planning process than people living further away. The findings suggest that people living within a few hundred metres of the road should be treated as key stakeholders in the planning process. The involvement of other stakeholders, and when in the public participation process stakeholders should be involved, is also discussed.

  • Familjers vardagsmobilitet i ”socialt utsatta områden” : Konsekvenser för välfärd, rättvisa och hållbarhet

    • Rapporten syftar till att beskriva fynden i ett forskningsprojekt om familjers vardagsmobilitet i ”socialt utsatta” områden. I studien ingår 71 individer från 31 familjer vars vardagsmobilitet har undersökts kvalitativt.Forskningsdeltagarnas bostadsområden, med närhet till samhällsservice och kollektivtrafik och väl utbyggd gång- och cykelinfrastruktur, ger goda grundläggande förutsättningar för vardagens resande. Många av familjerna har knappa ekonomiska och tidsmässiga vardagsliv med många förpliktelser, ofta bundna i tid och rum. Bussen är det vanligaste färdmedlet, med betungande arbetsresor och omsorgsresor för vuxna, framför allt för mödrar. De höga priserna begränsar möjligheten att åka buss, särskilt för ungdomarna. Gång spelar också en betydande roll. Bilen är central för många familjer eftersom den möjliggör snabba resor i vardagen och är ett sätt att visa och utöva omsorg på. Oftast är det männen som kör. I flera hushåll saknas bil och körkort. Även om några cyklar i vardagen finns det många barriärer, som bristande cykelförmåga och cykelvana. Forskningsdeltagarna präglas av att leva i närheten av kriminalitet och våld som inverkar på hur de rör sig i vardagen. Föräldrar begränsar särskilt unga pojkars mobilitet av omsorg. Föräldrarnas oro för att de ska hamna i kriminalitet gör att de styr var de unga tillåts röra sig och på vilka tider, samt vilket socialt umgänge de har. Kulturella föreställningar (kring t.ex. olika färdsätt och bostadsområdet) är ytterligare ett lager som behöver beaktas när familjers vardagsmobilitet diskuteras. Åtgärder som kan stärka familjers vardagliga mobilitet behöver sättas i relation till de begränsningar som finns i ”socialt utsatta” områden. Transport- och samhällsplaneringen bör avlasta de tyngder som familjer upplever i vardagen, och bidra till upprättande och upprätthållande av välfärdsinfrastrukturer. För att styra mot mobilitetsrättvisa behövs åtgärder som gör det möjligt för välbeställda grupper att resa hållbart, medan grupper som upplever bristande tillgänglighet samtidigt kan stärkas.

  • Constructing Transit Corridors : The Politics of Public Transport Policy and Planning in Malmöhus and Skåne 1970-2020

    • Planning local and regional public transport in so-called ’transit corridors’ – i.e., to concentrate infrastructure and resources to few, but more attractive corridors in a city or a region – is commonplace in contemporary public transport planning. This has not always been the case, however. In this thesis I analyze how transit corridors have come to dominate the policies and planning practices of public transport governance through a case study of Malmöhus County and Region Skåne between 1970 and 2020, and show how the organization of decision-making, planning practices and the spatial configuration of public transport have been central sites of an ongoing struggle between different actors and levels over influence over ideas and resources. Understanding the fundamental values and processes that shape public transport system and the conflicts that arise when values and actors collide can contribute to increased possibilities to shape a just and inclusive public transport system that enables sustainable mobility for people.The research is based on qualitative analyses of archival records and interviews with individuals who were involved in the planning and politics of public transport in Malmöhus County and Region Skåne. Through an analysis of how change and permanence in the public transport system have been motivated and turned into institutional practice, the thesis shows how the transit corridor paradigm evolved in through an interplay between the regional political dynamics and the wider societal context. A recurring tension exists in public transport policy and planning between values of equity and efficiency on the one hand, and how these values are translated into the organization of public transport governance through policies of coordination and competition on the other. These values and policies have been decisive for the motivations to the organizational and spatial re/configurations of public transport since the introduction of regional public transport authorities in Sweden since the end of the 1970’s.Initially, spatial and economic equity were leading principles that motivated a rapid expansion and distribution of the regional public transport system. At the turn of the 1990’s, a set of interlinked policy processes assisted the formulationof transit corridors as a strategic development policy for public transport in Malmöhus County. These ideas were institutionalized through a reorganization of public transport governance with a stronger regional mandate and a moreperipheral role for the municipalities and was materialized through infrastructure investments in train and express bus systems at the expensive of areas with weaker demand. When Region Skåne was formed in 1999, the transit corridorparadigm was fully developed and contributed to shaping spatial relations in the new region and has continued to be a core in public transport policy in Skåne. However, despite (or perhaps because of) the dominance of transit corridors,conflicts persist between the parts of the region that have gained the most from transit corridor planning, and those that remain concerned over declining public transport supply from the planning orientation.

    • This article examines the role of moral arguments in the delegitimation of transition policies. Previous research has highlighted attitudes and arguments that explain resistance against transition policies, including perceptions of unfairness; inefficiency and effectiveness; lack of trust; and ideology. This article provides further understanding of resistance to climate policies by zooming in on how social movements implicitly and explicitly use moral arguments to delegitimise low-carbon transition policies. Through a qualitative interview study with members of a Swedish social media movement against low-carbon transport policies, we analyse central arguments against policies; how moral considerations figure in them; and how these strengthen argumentative delegitimation practices against transition policies in the transport sector. We show how moral arguments serve to legitimise protests both by instilling an urgency in the cause and generalising the demands to delegitimise mainstream transition policies, and suggest that recognition of this may contribute to both better analysis and policies.
