    • Koncepcja hibernacji miast zaproponowana została w 2016 r. na łamach czasopisma European Planning Studies przez R. Krzysztofika, M. Dymitrowa, I. Kantor-Pietragę i T. Spórnę. Koncepcja wyjaśnia model ewolucji miejscowości o miejskiej genezie, która w dłuższej perspektywie historycznej przechodzi przez etap ruralizacji i ponownej urbanizacji. Autorzy wskazują na kilka zasadniczych atrybutów tego procesu, ze szczególnym uwzględnieniem faktu, iż część miast ruralizuje się (wchodzi w stan hibernacji) by przetrwać lub zminimalizować negatywne konsekwencje dezurbanizacji. Hibernacja jest więc swoistym remedium na przetrwanie w sytuacji straty dotychczasowej bazy ekonomicznej i funkcji społeczno-ekonomicznych. Nowe możliwości rozwoju lub restytucja dawnych funkcji powoduje z kolei dehibernację miast – uzyskanie ponownie ważnej roli w lokalnej lub regionalnej sieci osadniczej. Problemy te Autorzy omawiają w kontekście przykładów miast z terenu obecnego województwa świętokrzyskiego – m.in. Małogoszczy, Osieka, Ożarowa, Połańca. W wystąpieniu wskazano na trajektorie omawianego procesu oraz zasadnicze czynniki warunkujące istnienie jego poszczególnych etapów – zarówno te o charakterze regionalnym, jak i te o charakterze lokalnym.

    • Throughout the developed world, rural areas are in economic, social, and visible transition, to a significant degree as a result of urbanization. Realizing that a changing society is in constant need of redefinition, the rural-urban distinction is especially important to look into on a systematic basis. One reason is that although the outdatedness of the rural-urban dichotomy is widely acknowledged it is still largely sustained, not least in rural and urban development policies which are still conducted separately. Such practice may seem questionable in the face of the progressive blurring of these concepts, making them all the more subjective. In that light, there is a need to capture that subjectivity’s logic and anchor it locally, where the effects of policy eventually materialize. As such, taking into account the perception of local residents could help mitigate the subjectivity enclosed in the referential framework of those who exert power, mainly specialists and planners. In this paper, it is assumed that the concepts of rurality and urbanity are not only a result of the changing conditions in particular places but also of the changing theoretical perspectives on what is regarded rural or urban. In result, both tracks equally affect the material – i.e. the very real – lives of people who inhabit these areas. Ultimately, when some seemingly innocuous awareness-shaping processes coupled with the broader concepts of rural and urban are ignored, there may be ramifications when the locally perceived and the centrally defined fail to converge. Consequently, this paper is not about ideas on how ‘rural’ and ‘urban’ areas should be organized and managed. Rather, it foregoes such actions by focusing on the cognitive phase that precedes any kind of labeled development. By assuming a humanistic perspective, the concepts of ‘rural’ and ‘urban’ are discussed with emphasis on local perception and experiential space as important factors in their current understanding. There are indications that this dimension is locally significant and that the perception of rurality/urbanity is much derived from the physical characteristics of the lived environment, despite the rural and urban having been lately largely regarded as social constructs. In light of the critique of the emergent material turn, the potential of the concept of ‘landscape’ is explored, here seen as a bridge holding together the physical and the subjective tenets of rural-urban awareness. It is argued it could serve as a useful conceptual tool for creating context of the conflicting envoys on how rurality/urbanity should be understood, and particularly so in times of extensive land use changes induced by urbanization.

    • It is widely acknowledged that transboundary research collaborations are critical in supporting evidence-based actions to address global issues, such as sustainable development. Normally taking the form of universities or research institutions from the North and South working together, collaborations study a particular set of issues through a variety of activities through which both research partners pool their resources, share and co-create knowledge. This presentation focuses on one such example of a transboundary collaboration, the Sweden-Kenya Interactive Learning Lab (SKILLs), a collaboration between Gothenburg, Sweden, and Kisumu, Kenya, facilitated by Mistra Urban Futures. Starting as an exchange of PhD students between the two platforms in 2012, SKILLs has now developed into a collaboration programme with the overall aim of contributing to sustainable urban development in the two contexts. A mass of theoretical literature exists about how transboundary collaborations should be organised, how academics and practitioners might behave in its facilitation and how could be better facilitate. However, there is a lack of empirics which detail how transboundary collaborations are organised, how academics and PR actioners do behave and how activities are facilitated. Our evaluation seeks to address this gap through the evaluation of the SKILLs platform against the Commission for Research Partnerships with Developing Countries’ (KFPE) 11 principles for transboundary research collaborations. The evaluation takes the form of semi-structured interviews with pervious and current platform managers, as well as key participants, including researchers and PhD students, in both contexts, with interviewees being asked to score the SKILLs platform against the 11 said principles. The evaluation is expected to add to the limited existing empirical knowledge about how the process of transboundary is enacted, and provide a point of consideration for the structural asymmetries, unspoken assumptions and operational constraints that can affect what is deemed successful within transboundary collaborations.

    • Many ecomuseums are established around one certain activity, cultural tradition or use of specified natural resources. The planned Balaton Ecomuseum is complex, aiming at integrating a number of different perspectives and stakeholder interests, to promote sustainable tourism. Therefore, the “material” and intangible heritage cannot be treated as strictly separate entities, since the intangible heritage includes the artistic value of the built heritage, historic gardens and parks and the expertise of their conservation and restoration; and traditional trades and crafts. This ecomuseum shall embrace all elements of cultural landscapes, enhancing the visitors’ experience of the landscape in all its dimensions.

  • A just transition towards a coal-free steel industry: perspectives from labour

    • Limiting global warming to ‘safe’ levels will require rapid and radical reductions of greenhouse gas emissions across all sectors of the global economy. The discontinuation of incumbent industrial structures, that will be an unavoidable part of such sustainability transitions, will disproportionally burden certain groups. Recent events including the social and political unrest linked to the imminent deterioration of coal communities and the fuel tax protests of the ’Gilets Jaunes’ have loudly shown that distributional effects of climate transitions cannot be ignored. Trade unions and NGOs have for some time called for an inclusive transition and brought increased attention to the justice dimension of energy transitions. In this paper, we analyse potential social impacts in a concrete case: the planned transition from coal to hydrogen-based steelmaking in the Swedish steel industry. To this end, we conduct a series of semi-structured interviews to examine the role of trade unions and the national trade union federation in re-orienting the industry. By doing so we aim to widen the scope of the just transitions debate to include process industries and to explore the concrete meaning of a just transition in the case of the planned transition of the Swedish steel industry. We analyse, on the one hand, the capacity of trade unions to influence the transition process, and, on the other hand, the potential social impacts of the transition on the labour force and local communities. As the transition of the Swedish steel sector kicks into gear, we highlight a number of social issues that should be addressed both within industry and through policy. We conclude that it is important to early on: include stakeholders in the process, bring up social and political aspects of the transition, and acknowledge and address potential conflicting interests associated with it.

    • Outdoor recreation areas are exposed to several causes of conflict. Many interests, along with different types of recreation activities, are competing in the same area. In these areas, conflicts are handled by spatial planning and by the separation in space of different functions. One source of conflict is noise. The lack of noise-free areas in the Swedish coastal areas has become an amenity problem. Does this make noise an important problem to consider in planning? An assumption is that the sound environment is relevant for the visitors’ experience; spending time in nature is associated with peace and quiet, where one should not be disturbed. In this study, it will be investigated how silence and noise actually are considered in the Swedish municipal planning. “Silence” is one of the amenity categories reported in the Swedish tourism data base. Is there a discrepancy between the existing municipal planning and the visitors’ opinions, attitudes and experiences? Furthermore, there will be an analysis of how silence and noise could be handled in spatial planning. One possible method is zoning. By excluding certain outdoor recreation activities from some areas, zoning may handle, or at least reduce, the problem of conflicts. The biosphere reserve concept (where zoning is an important part) will for that reason be discussed as a potential tool. A case study of the Blekinge archipelago, Sweden is the foundation of the study, which data consist of planning documents and questionnaire surveys considering outdoor recreation and nature tourism.

    • This paper aims to reflect upon the future direction of development in post-PGR (State Agricultural Farms) estates in Poland. Using the estate Chotel (gmina Izbica Kujawska, Kujawsko-Pomorskie voivodship) as a case study, we analyze the current human resources as represented by the local youth. Our point of departure is the assumption that youths, as a social category, will in the nearest future influence the structure of human resources, which in turn will determine both the pace and the direction of change in rural areas. Given that post-PGR estates are considered some of the most problematic settlement forms with respect to rural planning, and given that their adult residents are known to exhibit loose social bonds, intensified enmity and lack of initiative for co-operation, a number of important questions arises. Firstly, what are the specific human resources of youths in post-PGR estates? Secondly, how do these resources differ from those of their parents? Thirdly, do these resources give hope for future melioration of socio-economic problems inherent of post-PGR estates? The conducted analysis is prognosticating – a quality, which otherwise is extremely difficult to obtain in the context of the studied estates.

    • 1989 was a turning point within the socio-economic development in the former Eastern bloc, initiating a system transformation that affected the society at large. It also contributed to the crystallization of certain cultural landscapes, hitherto largely illegible due to the inhibition of spatial processes encountered during Communism. In Poland, after a quarter-century of free market economy, the focus on social problems began to expand to the spatial realm as well. It became apparent that the progressive social polarization that followed was most prominent in environments striated by a particular landscape type – the former State Agricultural Farm (PGR). Its dysfunctional character, noticeable in a wide array of dimensions (unemployment, poverty, social anomies, poor health, claiming attitudes, substandard housing, ghettoization) has since posed serious challenges for planners and policy-makers. Typically, estates stricken by these kinds of aggregated predicaments are associated with “urban areas” along with specific theoretical frameworks and their implications for consecutive development strategies. In that light, considering PGRs “the epitome of rurality” subject to ideas informing the direction of contemporary “rural development” prompts a different way of looking at the problem. In this paper, we investigate the concept of rurality in the discursive tenor of various development programs and contrast it with richly contextualized empirical examples. Our findings suggest that not only is the concept of rurality becoming increasingly difficult to work with on an applicative level, but – in certain environments – it may also be conducive to the reproduction of human suffering.
