    • This document lays out the background for the research program “A promised land? Drivers, challenges and opportunities related to the (green) industrialization of Northern Sweden,” (nr. M22-0029) awarded by the Swedish Riksbankens Jubileumsfond’s in 2022. The document summarizes work in progress and may therefore be updated and republished in different versions according to the requirements of the program. This interdisciplinary program aims to understand the economic, social, and political challenges and opportunities of the ongoing industrial transformation in northern Sweden. A key element of the program is to identify drivers, obstacles, and preconditions in a historical, present, and forward-looking process-perspective.

    • The great hopes in Brussels that a circular bioeconomy will help bridge the growing divide between urban and rural areas and allow the hinterlands to prosper from 'green growth' are addressed in this article, which reflects on insights from three Nordic case studies of brown, green and blue biomass use at different levels of technology readiness. A closer examination of the forward, backward, fiscal and final demand linkages at regional level from increased biomass utilization, from eastern Finland and northern Sweden to Jutland and North Atlantic islands, suggests that linkages are and will remain relatively weak, predominantly dashing the expectations. As suppliers and exporters of natural resources, disadvantaged regions may all too easily get locked into a 'staples trap', where the value creation evaporates owing in part to the steep start-up costs and the associated boom-and-bust cycles, which place them in a weak position vis-a-vis the resource manufacturers and consumers. To make the prospects of development, employment and prosperity in the hinterlands materialize, measures are needed to strengthen the regional-level economic linkages. Regional-level revolving funds based on benefit-sharing instruments related to natural resources can be used to bolster economic development, as reflected in such schemes present in both China and Canada. We call for further research into whether and how such approaches can be replicated successfully by channeling revenues from biomass cultivation to regional-scale revolving funds, with mandates to strengthen long-term economic linkages and prosperity within the hinterlands.     • This paper addresses human capital in the Arctic in relation to tourism. More specifically, with an ever-increasing number oftourists recognizing the attractiveness of the Arctic, tour companies are increasingly recognizing the opportunities. The media(typically southern media) sells the image, either before or after the tourists arrive, and communities are often left to deal with therepercussions – whether those are social, economic, environmental, or the like. Many of the repercussions are negative; however,even when perceived as positive they can create tensions within small communities and showcase a variety of capacity issues.This paper focuses on the realities and possibilities of tourism in the Arctic. It offers an up-to-date descriptive overview of tourismnumbers and valuations. In addition, ‘realities’ also focuses on the current suite of challenges and ‘possibilities’ addresses criticalquestions that need to be asked as tourism grows. We are in an uncertain age and academic critique of the Arctic tourismphenomenon is growing as quickly as the numbers. This paper is almost fully circumpolar in outlook, written by individuals fromthose jurisdictions, and aims to intersect with other sectors active in the Arctic.

  • Policy mixes and policy feedback: Implications for green industrial growth in the Swedish biofuels industry

    • In recent years, innovation systems scholars have advanced the understanding of the evolution of industries around renewable energy technologies as well as the role of policy feedback (and indeed politics) surrounding the development of domestic green industrial development policies. To take a step towards combining these literature streams, the purpose of this paper is to investigate the role of policy mixes and policy feedback in the emergence of domestic green industries. This is achieved in the empirical case of biofuels in Sweden, and the findings show that policy feedback dynamics created difficulties in aligning the national policy mix with the technology and industrial developments in the country. The resulting political uncertainty predominantly hampered the scaling up of domestic production capacity, while R&D and import of biofuels instead could grow strong. Based on this empirical case, a process model is developed to explain the role of policy feedback in the development of domestic industries, thus demonstrating how the growth of domestic industries is driven by the interplay of policy effects and various feedback processes. The findings suggest that future research into the role of policies in “green” domestic industry growth should devote more attention to the dynamics driving the co-evolution of policy, technology and industry structures.

    • The COVID-19 pandemic has been first and foremost a health crisis, but it has also had severe negative impacts on the global economy. It has shaken regional economies, especially labour markets, over the last two years. Arctic regions are no exception. The aim of this article is to analyse the regional economic impacts, as well as the recovery processes, of the COVID- 19 pandemic in Arctic 5 cities in Northern Finland, Sweden, and Norway (Oulu and Rovaniemi in Finland, Luleå and Umeå in Sweden and Tromsø in Norway).In many countries, including Finland, Sweden and Norway, governments decreed various types of lockdown policies to prevent the spread of the COVID-19 pandemic. Due to such policies, the pandemic has had an asymmetrical impact not only on individuals but also on communities and regions. This has given new urgency to a place-based approach to regional development, mitigating territorial inequalities. Our goal is to study how hard the Arctic 5 cities have been hit by the COVID-19 shock and how well they have been able to absorb, adapt to and recover from the crisis. The research question thus focuses on the resilience of the regions.In this study, we focus on the analysis of public statistics concerning the development of labour markets. We also analyse changes in human behaviour during the pandemic using the information provided by Google Mobility data. These mobility data and labour market indicators are used to measure regional economic and social resilience. Our research shows that, for example, regional socioeconomic structures have played an important role in how well the regions have been able to withstand the pandemic and recover from it. Differences in national containment regulations have also affected this development. These cross-border comparisons provide information on how well different measures in different regions across national borders have functioned and what impacts they have had on regional economies, especially on labour markets and people’s mobility.

  • Mineral extraction in Swedish Sápmi : The regulatory gap between Sami rights and Sweden’s mining permitting practices

    • In Sweden, extractive industries are placing increasing pressure on the traditional indigenous Sami livelihood of reindeer herding. Consequently, the intersection of indigenous rights and mining-related development in Sweden has become an increasingly contested socio-legal space. In this article, we analyse the extent to which there are meaningful opportunities for Sami reindeer herding communities in Sweden to effectively influence the permit procedures concerning proposed mines, in order to protect their rights and interests. We provide a comprehensive socio-legal analysis that highlights the weak level of recognition of Sami rights and related impact assessments within the mining permitting system in Sweden. We demonstrate the weakness is caused by several factors: an a priori assumption by Swedish authorities that reindeer herding and mining can generally co-exist; the lack of a codified Swedish State duty to consult the Sami; the narrow scope and the weak status of cumulative impact assessments in Swedish EIA legislation and practice; and the weak recognition of Sami reindeer herding as a “property right” during the permit review process under the balancing of competing land-uses. Our results highlight the urgent need for legislative reform in Sweden, if the State is to fulfil its international obligations and improve its legal consistency concerning the rights of the Sami as an indigenous people.

  • Forests, Forestry and the Water Framework Directive in Sweden : A Trans-Disciplinary Commentary

    • The Water Framework Directive (WFD) is an ambitious piece of legislation designed to protect and improve water quality throughout Europe. However, forests are only mentioned once in the WFD, and forestry is not mentioned at all, despite its potential implications for streams, rivers and lakes. Here we present a transdisciplinary commentary on the WFD and its implications for forests and forestry in Sweden. This commentary has been prepared by forestry stakeholders, biophysical and social scientists. While we were cognizant of a large body of discipline-specific research, there are very few inter-or trans-disciplinary commentaries which link academic and stakeholder perspectives on the WFD. We had originally felt that there would be little commonality in our concerns. However, we found significant areas of agreement. Our key areas of concern about the implications of the WFD for forestry in Sweden included: (i) concerns about what is meant by good ecological status and how it is assessed; (ii) a perceived lack of clarity in the legal framework; (iii) an inadequate environmental impact assessment process; and (iv) uncertainties about appropriate programs of measures for improving water quality. We were also concerned that ecosystem services provided by forests and the positive effects of forestry on water quality are inadequately recognized in the WFD.

    • Change is considered a prominent feature of urban areas because of the various services and functions in cities, with complex functional relations. The study aims to build an informational foundation for urban planners and designers on the effects resulting from the imbalance in the organization and proportions of urban land uses, which in turn affects the performance of its functions in the city and its changes, and thus the necessity of using modern technologies to identify and define urban problems in cities, especially those related to land uses. An analytical approach to the research was taken, adopting geographic information systems as a tool for research by studying the reality of the region and determining the changes occurring from the functional side for the periods of 2,003,200,820,132,018. These periods witnessed substantial development and changes at the city and country levels. Through the results of the study, the changes were identified, remedies suggested, positive aspects were strengthened, and negative phenomena were reduced. The conclusions reached by the study indicate that planning for the use of the land is a very important practical aspect of achieving the needs of the population and limiting the noncultural aspects of expansion. Deliberate and planned change can generate positive results and vice versa.
