    • An overview of the current situation in the out-of-home care in Norway and Sweden is presented in this article; also the development in later years is described and discussed. Socially, politically and culturally there are few differences between Norway and Sweden. Child protection and out-of-home placement of children and young people are integrated parts in the welfare state that are shared by the Nordic countries. It is a model that builds on principles of universalism and decommodification of social rights. The welfare model presupposes high public legitimacy for a high level of social expenditure. However the idea of marketization and privatization has also affected the welfare model in Sweden and Norway. Although there are more similarities than differences between the two countries' child protection systems, the article discusses some differences, for example the after care services, new groups of children and young people in the out-of-home care, like young unaccompanied asylum seekers. There are also some differences when it comes to privatization, the introduction of evidence-based methods in the child protection system and the tension between general and residual services for children and young people in the child protection system.

    • ABSTRACT The transition to young adulthood is a complex process for all young people, but especially those leaving care who are at high risk of social exclusion. The adverse living conditions of young care leavers have been well documented in recent decades and constitute an established point of departure in the political discourse on care leavers, as well as within the international field of leaving care research. This article builds on twelve in-depth interviews with young people aged 17–24 from a Swedish research project on youth transitioning from out-of-home care and their paths to housing, work and education. From the perspectives of care leavers, the processes governing transitions are characterised by rigid managerialism and social administration that fails to address the extensive needs regarding housing, income, education and health as experienced by this group. The article explores leaving care from a lived citizenship perspective, arguing that the lack of responsiveness from the social services, as well as the lack of meaningful long-term interventions capable of addressing the material, psychological, emotional, relational and educational needs of young people leaving care, places this group on the margins of citizenship, unsupported and insufficiently prepared to enter the many trials of emerging adulthood.

    • This chapter discusses Finland and Sweden’s child protection which is based on the principle that children’s overall well- being need a wide range of universal services and benefits. Child protection measures are only evoked when the children and families’ universal services and needs are insufficient to ensure children’s well- being. However, vulnerability related to socio- economic factors is often overlooked when child protection issues are at hand. Out- of- home care gradually lessened in Finland and Sweden following the rise of universal state services. The chapter notes the differences between the Swedish and Finnish systems with regards to legislation, organisation, decision- making, and practice of child protection

    • This article aims to build knowledge, from a life-course perspective, of foster carers’ views of the transition from care to adulthood for young people with mental health problems. The following research questions were addressed: How do mental health problems affect the care-leaving process and the linked lives between young people and foster carers? What impacts do young people’s mental health problems have on the timing of lives and social age when they leave a placement in care? We interviewed 18 carers from 13 foster homes in Norway and 17 carers from 14 foster homes in Sweden. The results show how young people’s mental health problems could prevent carers from providing social support to and maintaining positive relations with the young people. This could be because of the young people’s unwillingness to accept support, because their difficulties made them avoid contact, or because they did not want their former carers to know about the problems they were encountering. Mental health problems were a source of concern for the foster carers and of worry for the young people. Carers continued to find ways to help and be available when the young people allowed contact – the lives of the carers and the young people were still linked. It is important to recognize and address the impact of mental health on the care-leaving process and to provide adequate and timely support to young people and foster carers.ARTICLE HISTORY Received 18 March 2023 Accepted 19 December 2023 KEYWORDS Foster carers; young people; care-leaving; mental health problems; life-course perspectiveIntroductionIn recent decades, the situation of young people leaving placements in out-of-home care (OHC) has been increasingly acknowledged in research. This group of young people face numerous challenges, and are often obliged to make the transition from care to adulthood in a much shorter time than their peers, and without adequate support from social networks and/or social services. In recent decades there has been an abundance of research evidence of the difficulties experienced by this group when they age out of care (see, e.g. Cameron et al. 2018; Cashmore and Paxman 2006; Courtney and Hughes Heuring 2005; Höjer and Sjöblom 2014; Stein 2019; Stein and Munro 2008). There is also evidence of young people who successfully exit from care placements.     • © 2018 Elsevier Ltd The aim of the article is to describe and discuss how issues related to schooling and educational achievement are recognized and addressed in social services case files for children and young people placed in out-of-home care (OHC) in the city of Gothenburg, Sweden. Four cohorts were included in the study: children born 1967, 1977, 1987 and 1992. 40 case files were selected from each cohort (38 from the 1977 cohort), in total 158 cases. The analyses were made through a counting of rows related to schooling and education in the documents. Results were then processed in the statistical program SPSS. The results show that the level of recognition of schooling/education was low, and that it was more frequent when the child/young person had behaviour problems and/or was placed in residential care. Little attention was paid to changes of schools. On a positive note, there was an increased attention to education and schooling for the two latter cohorts (1987, 1992), and the involvement of children, young people and parents was also more visible. To conclude, the acknowledgement of schooling and education that should be present in all placements in OHC was not generally visible in the documents in the case files, although the level of attention had increased. The message for practice is that this issue need more attention on several levels: better planning for the transition between old and new school, a developed cooperation between social services, foster/residential care and schools and a pro-active approach from social services concerning education and schooling.
