    • An increased use of data has swept through many policy areas and shaped procedural and substantive policy instruments. Hence, citizens and governments, as both producers and consumers of data, become intertwined in even more complex ways. But the inherent logic of data-driven services and systems sometimes challenges the prerequisites and ideals of liberal democracy. Though a democratically sound data-practice and data-culture is crucial for ensuring a democratic usage of citizens data, discourse tends to overlook these aspects. Drawing on insights from the project Democracy Data, this chapter explores the opportunities and obstacles for establishing democratically oriented public sector data cultures.

    • Hur kan kollektivtrafiken omdefiniera sin roll för att bli bättre på att dra nytta av möjligheterna med andra hållbara trafikslag, kombinerat resande och integrerade mobilitetstjänster? Den frågan ställer K2 Nationellt kunskapscentrum för kollektivtrafik till Rådslaget för hållbar omstart – ett initiativ för förnyelse av kollektivtrafik som uppkommit i kölvattnet av coronapandemin. I syfte att skapa en gemensam utgångspunkt för den diskussionen ämnar den här texten att i korthet ge en överblick över den samhällsorganiserade kollektivtrafiken och dess roll i Sverige idag samt hur rollens utveckling för närvarande diskuteras. Sammanställningen gör inga anspråk på att vara allomfattande och representerar inte nödvändigtvis vare sig K2s eller RISE position i frågan.

  • Technological development for sustainability : The role of network management in the innovation policy mix

    • Despite the key role of actor networks in progressing new sustainable technologies, there is a shortage of conceptual knowledge on how policy can help strengthen collaborative practices in such networks. The objective of this paper is to analyze the roles of such policies – so-called network management – throughout the entire technological development processes. The analysis draws on the public management and sustainability transitions literatures, and discusses how various network characteristics could affect the development of sustainable technologies, including how different categories of network management strategies could be deployed to influence actor collaborations. The paper's main contribution is an analytical framework that addresses the changing roles of network management at the interface between various phases of the technological development process, illustrated with the empirical case of advanced biorefinery technology development in Sweden. Furthermore, the analysis also addresses some challenges that policy makers are likely to encounter when pursuing network management strategies, and identifies a number of negative consequences of ignoring such instruments in the innovation policy mix. The latter include inefficient actor role-taking, the emergence of small, ineffective and competing actor networks in similar technological fields, and a shortage of interpretative knowledge.

  • Don't extinguish my fire – Understanding public resistance to a Swedish policy aimed at reducing particle emissions by phasing out old wood stoves

    • Wood stoves emit particulate matter when used for domestic heating. Consequently, the National Board of Housing, Building and Planning in Sweden enforced a prohibition of new installations of old wood stoves in 2017 to protect the public health. The prohibition caused a public backlash that organized itself as a “wood stove rising”, eventually leading to a cancellation of the new legislation in 2019. We performed comprehensive interviews with 11 signatories of the original appeal to analyze the underlying motives for combating the implementation of this pro-environmental energy policy. We find that domestic heating through fire-making is an age-old human behavior that is deeply connected to several social and emotional human needs, but also to survival in remote areas with cold climate. The likelihood of policy observance and acceptance is higher if the policy is not perceived as being in direct conflict with these needs: basic emotion regulation, sensations of tradition and connection to other people, and means of crisis management for the individual. We also find that the protesters acted out of a sustainability perspective, albeit one where the continued use of functional devices was valued more than the perceived wear-and-tear of replacing outdated technology. © 2022 The Authors

  • Mobility as a service : Comparing developments in Sweden and Finland

    • Mobility as a Service (MaaS) developments have thus far progressed along different trajectories in Sweden and Finland, two pioneering countries in MaaS. Still, little is known about why this is. Addressing this knowledge gap, we investigate the role of institutions as key structures given their capacity to bring about differentiated outcomes. Based on 31 interviews with key stakeholders, we first describe drivers and barriers of MaaS developments in the two countries. Thereafter, through an analysis of similarities and differences across the cases, we identify a set of general implications for MaaS policymakers and practitioners. Developments in Finland demonstrate the importance of top-level support, of inter-organizational collaboration and of trust among key stakeholders. The Swedish case reiterates the need for inter-sectorial collaboration, particularly with regard to creating the right conditions for commercialization, and to involving stakeholders on both strategic and operational levels of the transport sector in developing the vision for MaaS. Lastly, we assess the utility of the applied theoretical framework, and comment on the necessity of recognizing that both practice-based and structural changes are needed in order to facilitate institutional change.

  • Barriers to innovating with open government data : Exploring experiences across service phases and user types

    • Open government data (OGD) can enable outbound open innovation (OI) that is beneficial to society. However, innovation barriers hinder OGD users from generating value. While previous studies have detailed a large number of such barriers, little is known of how different types of OGD users are affected, and when the barriers appear in their innovation processes. To this end, this paper describes a case study of distributed service development in the Swedish public transport sector. The contribution to extant research is twofold. Firstly, based on an inductive analysis, three OGD user archetypes are proposed: employees, entrepreneurs and hobbyists. Secondly, the study finds that the significance of distinct innovation barriers varies across phases of the services’ lifecycles and depending on the OGD users’ motivation, objective, pre-conditions and approach. Drawing on these insights, we propose that OGD initiatives aimed at facilitating outbound OI to a greater extent should address the barriers that appear during diffusion of innovations, the barriers that are not directly related to the OGD provision, and the barriers that are experienced by non-obvious OGD user groups.

  • Shape it until you make it: A conceptual foundation for efforts to analyze and shape technological innovation

    • These are times of accelerating climate change and mass extinction of species on planet Earth. We are in the midst of an ecological crisis that will have profound consequences for human society and its natural environment. While the conditions for life have changed abruptly in the past, the current situation is characterized by the increasing power of a single species. Human beings are not only to blame for the unsustainable practices that brought us here, but also capable of harnessing their combined ingenuity to develop technology that may reduce environmental impacts and provide additional benefits for society. At the same time, the answer to the ecological crisis and other grand challenges is not found in the blind expansion of new technologies. Our success in accomplishing social and environmental objectives rather depends on how, where and when innovation influences patterns of production and consumption. This calls into question the focus of academics and policymakers on stimulating technological innovation. And it highlights the need for analytical tools that can be used to explore how policymakers and other actors may shape the direction of change. The research presented in this thesis therefore aims to develop a conceptual foundation for analyzing and shaping technological innovation. This effort draws on three qualitative case studies that investigate emerging renewable energy technologies from a Swedish perspective. The thesis is situated in the sustainability transitions research community and takes the literature on technological innovation systems as a theoretical point of departure. However, the research adopts a critical perspective and gradually departs from the core concepts used in this literature, over the course of a learning process that unfolds in five appended research papers. In the end, the thesis proposes the technological systems framework as a set of concepts that offers a multidimensional perspective on the dynamics and outcomes of technological innovation. It also presents empirical findings that demonstrate different development trajectories, reveal some of their underlying dynamics and highlight policy implications. This  will hopefully contribute to an ongoing shift in academia and politics – from stimulating the expansion of new technologies, to shaping the direction of change.

  • The use of concepts related to sustainable development in political and strategic documents

    • The Horizon 2020 project Green.eu, as part of the process of building and activating the Innovation for Sustainable Development Network, is undertaking work on clarifying the (operational) meaning of concepts related to sustainable development, green economy, and eco-innovation in different parts of the world, for different stakeholders and in different contexts. This paper is a first attempt to explore how these concepts are used in policy- and strategy-setting contexts, in the expectation that better understanding of commonalties and differences will improve stakeholders’ ability to identify opportunities and mechanisms for collaboration in practice.This analysis explores this situation through a review of documents produced by different stakeholders in different geographies and contexts, applying a consistent framework to make the conceptual content of a range of policy- and strategy-oriented documents comparable. The framework uses Sustainable Development as the central concept around which political objectives, strategies, processes for change, domains for action, and other related concepts are organized.Among broad Strategies for sustainable development, Low-Carbon Economy has been the most prevalent, and has the deepest connections to the other strategies. Likewise, in terms of political objectives, climate protection was strongly associated with all the strategies, confirming the apparent link between Low-Carbon Economy and the others. Ecosystem conservation was nearly as prevalent. Taken together, this suggests that the environmental dimension of sustainability is the most important commonality across different strategies.In terms of overall emphasis on purely economic objectives, no meaningful split is evident between the developed and developing worlds, with poorer countries and richer countries giving economics an equally prominent role in sustainable development. In a keyword-based analysis of international stakeholders, the European Union put more relative emphasis on development as compared to growth than any other stakeholder group.Developing measurement and metrics for sustainability was more than twice as important as any other process for change in the set of ‘global’ documents reviewed. This appears to be an area where global collaboration is widely expected to add value. In a comparison of international stakeholder groups, business emphasized governance, responsibility, and supply chain management, while civil society emphasized partnership and fossil fuel substitution more than other stakeholders.The domains for action based on ‘natural assets’ (land use-agriculture-marine/fisheries/aquaculture-forestry-water) were considered almost universally relevant to sustainable development. Energy is unsurprisingly central to many of the documents: only water received comparable priority as a domain for action.Overall the EU and Brazil seem to have the most similar approach to sustainable development as that which is visible in the ‘Global’ documents. The poorest countries included in the review appear to be the most conceptually isolated, with no obviously strong links (even to each other).
