  • More than just a carding system: Labour implications of the EU’s illegal, unreported and unregulated (IUU) fishing policy in Thailand

    • Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

  • Applying machine learning to media analysis improves our understanding of forest conflicts

    • Conflicts over the management and governance of forests seem to be increasing. Previous media studies in this area have largely focused on analysing the portrayal of specific conflicts. This study aims to review how a broad range of forest conflicts are portrayed in the Swedish media, analysing their temporal, spatial, and relational dimensions. We applied topic modelling, a machine learning approach, to analyse 53,600 articles published in the Swedish daily press between 2012 and 2022. We identified 916 topics, of which 94 were of interest for this study. Our results showed ten areas of forest conflicts: hunting and fishing (35 % of total coverage), energy (24 %), recreation and tourism (11 %), nature conservation (8 %), forest damages (6 %), international issues (5 %), forestry (5 %), reindeer husbandry (4 %), media and politics (2 %), and mining (1 %). The overall coverage of forest conflicts increased significantly over the study period, potentially reflecting an actual increase in forest conflicts. Some of the conflicts were continuously reported upon over time, while the coverage of others exhibited seasonal or event-related patterns. Four conflicts received most of their coverage in specific regions, while others were covered across the whole of Sweden. A relational analysis of the conflicts revealed three clusters of forest conflicts focused respectively on industrial, cultural, and conservation conflicts. Our results emphasise the value of using topic modelling to understand the overall patterns and trends of the media coverage of current land use conflicts, while also highlighting potential areas of emerging conflicts that may be of special interest for planners and policy-makers to monitor and manage.

  • The Swedish forestry model : more of everything?

    • "The Swedish forestry model" refers to the forest regime that evolved following the 1993 revision of the Swedish Forestry Act. It is key to Swedish forest politics and used to capture the essence of a sustainable way of managing forests. However, the ideas, institutions and practices comprising the model have not been comprehensively analyzed previously. Addressing this knowledge gap, we use frame analysis and a Pathways approach to investigate the underlying governance model, focusing on the way policy problems are addressed, goals, implementation procedures, outcomes and the resulting pathways to sustainability. We suggest that the institutionally embedded response to pressing sustainability challenges and increasing demands is expansion, inclusion and integration: more of everything. The more-of-everything pathway is influenced by ideas of ecological modernization and the optimistic view that existing resources can be increased. Our findings suggest that in effect it prioritizes the economic dimension of sustainability. While broadening out policy formulation it closes down the range of alternative outputs, a shortcoming that hampers its capacity to respond to current sustainability challenges. Consequently, there is a need for a broad public debate regarding not only the role of forests in future society, but also the operationalization of sustainable development.

  • Meta-Governance and Collaborative Crisis Management—Competing Rationalities in the Management of the Swedish Security Communications System

    • It is well recognized that contemporary crisis call for collaborative efforts across both organizational and jurisdictional boundaries. One of the key challenges for governments and public authorities responsible for organizing crisis management is to find adequate ways in which they can support decentralized and collaborative responses. This effort can be analyzed through the meta-governance approach that suggests that different instruments can be used to support decentralized collaborative efforts. This article analyzes the management of crisis communication in Sweden and the implementation of a new national Security Communications System (SCS) as a specific case of meta-governance. The main finding suggests that meta-governance may be impaired by combining different types of governance (sovereignty, markets, or network management) due to competing rationality invested in each governance style. The deadlock was, however, resolved by direct involvement and increased deliberation between the meta-governors and the end users as it generated a shared understanding of crisis management and the utility of a single SCS. Besides identifying the importance of direct involvement in terms of network management the article also suggests that meta-governors need to develop a deeper and more sensitive understanding of the self-organizing nature of networks in order to be able to support collaborative crisis management.

  • Att sätta fokus på landsbygder : del 2: Lärdomar från kommuner och regioner

    • Den nationella landsbygdspolitiken pekar ut vikten av landsbygdsperspektiv i offentlig sektor. I den studie som ligger till grund för denna rapport har vi undersökt vad detta kan innebära på kommunal och regional nivå. Strukturer för att aktivt bedöma och försöka påverka utfallet av all typ av politik generellt utifrån dess inverkan på landsbygder kan kallas integrering av landsbygdsperspektivet, eller landsbygdsintegrering. Den konkreta bedömningen av om, och i så fall hur, landsbygden utgör en relevant dimension i en specifik politisk fråga kallar vi landsbygdsbedömning. I rapporten har vi fokus på de kommunala och regionala företrädarnas erfarenheter av hur landsbygdsintegrering kan organiseras som praktik.Syftet med rapporten är att beskriva landsbygdsintegrering som praktik på kommunal och regional nivå, samt lyfta fram lärdomar som kan bidra till förståelsen av landsbygdsintegrering i offentlig verksamhet generellt. Studien är baserad dels på kvalitativa intervjuer med 40 företrädare för kommuner och regioner (tjänstepersoner och politiker), dels på analyser av kommunala och regionala landsbygdspolitiska dokument.På kommunal nivå har landsbygdsintegrering kommit att kallas landsbygdssäkring medan regionerna utvecklar hållbarhetsbedömning som paraplybegrepp där territoriella/geografiska perspektiv eller platsperspektiv pekas ut som en del av flera vid bedömningen. I rapporten konstateras att förekommande landsbygdsbedömningar skiljer sig åt i två dimensioner. Dels gällande bredden i analysen, dels gällande formen av territoriellt fokus.Rapporten redogör även för hur de kommunala och regionala företrädarna uppfattar betydelsen av andra typer av strukturer och arbetssätt inom organisationen som kan samverka med strukturerna för landsbygdsbedömning. Vi lyfter betydelsen av landsbygdsinriktat dialogarbete, politisk förankring av landsbygdsperspektiven samt förvaltningssamordning.Rapportens övergripande slutsatser presenteras i form av en diskussion om ett antal identifierade principfrågor gällande hur landsbygdsintegrering kan utformas, samt i form av en tankefigur som illustrerar variationer i kunskapsgrunden för landsbygdsbedömningar. Vi finner stor variation gällande hur olika tjänstepersoner kombinerar vetenskaplig kunskap, erfarenhetsbaserad kunskap och politiska bedömningar som underlag för landsbygdsbedömningar. De utrycker dock närmast samstämmigt att en betydande utmaning gällande att göra landsbygdsbedömningar är att finna relevant kunskapsunderlag som belyser geografiska dimensioner. Landsbygdsbedömningar kan dock inte reduceras till en fråga om kunskap. Flera informanter uttrycker att rutiner för landsbygdsbedömning tenderar att bli tandlösa utan politiskt tryck för en viss landsbygdspolitisk ambitionsnivå, det vill säga landsbygdsbedömningar kräver också landsbygdspolitiska målsättningar. I slutänden är landsbygdsbedömningen en politisk bedömning.

  • Why Organization May Be the Primary Limitation to Implementing Sustainability at the Local Level : Examples from Swedish Case Studies

    • Much of the effort to address environmental issues at the local level has focused on defining principles and aims rather than addressing the operational difficulties of implementation. Drawing upon insights from sustainability scholarship, this study reviews two cases: the development of a Swedish standard for implementing sustainable development at municipality, county council, and regional levels, and attempts by a small rural municipality to establish a process towards implementing the Aalborg Commitments. The research illustrates the specific organizational and managerial complexity of these case study experiences. It concludes that an organizational focus on integration and mainstreaming deserves particular attention to achieve broader sustainability, or related environmental or adaptation goals. The results, in particular, highlight the role that integrated management systems can play for sustainability work at the local level.

  • Introducing the Sounds of Data to the Study of Politics : A Choir of Global Legitimacy Crises

    • This article introduces an innovative method to describe data with sounds in political science. The method, known in ecology, physics, and musicology as sonification, operates by linking sound signals to quantifiable observations. We us it to compose a choir of legitimacy crises in global governance from 1994 to 2014, and to negotiate a familiar divide in research on how legitimacy should be measured. Scholars predominantly prefer one of two approaches to measure legitimacy quantitatively, either looking at political trust or public contestation of political institutions. We illustrate the usefulness of sonification to subsume both positions in this divide. More generally, we argue that sonification can enhance public communication of scientific results and extract meanings from observations that go unnoticed in visual and verbal representations, in particular with relevance to describing time series data on anything from the spread of pandemics to violent conflicts and economic inequalities.
