  • Reassembling Local E-Government : A study of actors’ translations of digitalisation in public administration

    • The digitalisation of society decidedly affects public administration. Swedish public administration has long worked with information technologies for an effective and improved management of public services. But new and increased use of information technologies in society poses new challenges. New demands on information security are increasing, while accessibility and transparency are important priorities in policies on digitalisation in public services. However, the central government’s ambitions and expectations with regard to digitalisation face a slow and hesitant implementation in local governments. There are important differences between municipalities in priorities, local needs, and implementation mechanisms in connection with e-government. In this thesis, I argue there is a need to reconsider the role of governance mechanisms in e-government. There is a need to understand local translations of national policies and technological developments in relation to the goals of more effective and legitimate public administration. The main purpose of this thesis is to analyse tensions that emerge in the implementation of egovernment in local public administration. On the basis of a constructivist and interpretivist approach, I have undertaken two empirical studies. One focuses on municipal administration of education in Linköping. The other focuses on a governance network on digitalisation policy in Östergötland. The studies are presented in four papers. The issues addressed in the papers are further analysed with a focus on four fields of tension, using network governance theory and translation theory. This shows that the implementation of e-government in local public administration is a tension-laden process. The four fields of tension relate to: different logics and dilemmas for adoption and implementation; concerns and ambiguities in a context of unclear organisational and institutional arrangements; concerns and resistance from professional users; and a reassessment of the meaning of security as a reference for the interpretation of information security. I contend that established managerial and evolutionary models of e-government leave important process-related aspects out of the analysis of change in public administration. The contribution of this thesis lies in its description and analysis of the four identified fields of tension. One significant implication of my analysis is that reassembling current  governance mechanisms in local public administration is crucial.

I boken förankras begreppen kring lärande utvärdering i teori men huvuddelen av kapitlen utgår från exempel på lärande utvärdering och resonerar kring dessa. Viktiga delar i utvärderingsprocessen är exempelvis forskarens eller utvärderarens konstruktiva dialog med deltagarna, att granskningen är kritisk och att förhållningssättet växlar mellan närhet och distans. Gemensam kunskapsbildning är viktig i en lärande utvärdering och analysseminarier presenteras som ett sätt att nå dit. Målgrupp för boken är högskolestuderande bland annat inom sociologi, pedagogik, företagsekonomi och personalvetarprogram. Boken bör även kunna användas i högskolekurser och uppdragsutbildning för chefer, utvecklare, konsulter, projektledare och utvärderare.

    • Abstract Rationale, aims and objectives  In this article, ideal conceptions about teamwork are tested. The research question posed is: How are teams in psychiatry formed? Three theoretical concepts that distinguish groups from teams are presented: sequentiality, parallelism and synchronicity. The presumption is that groups cooperate sequentially and teams synchronously, while the parallel work mode is a transitional form between group and team. Methods  Three psychiatric outpatient teams at a university hospital specialist clinic were studied. Data were collected through 25 personal interviews and 82 hours of observations. The data collection was carried out over 18 months (2008–2009). Results  Results show: (1) that the three theoretical distinctions between group and team need to be supplemented with two intermediate forms, semiparallel and semisynchronous teamwork; and (2) that teamwork is not characterized by striving towards a synchronous ideal but instead is marked by an adaptive interaction between sequential, parallel and synchronous working modes. Conclusions  The article points to a new intermediate stage between group and team. This intermediate stage is called semiparallel teamwork. The study shows that practical teamwork is not characterized by a synchronous ideal, but rather is about how to adaptively find acceptable solutions to a series of practical problems. The study emphasizes the importance of the team varying between different working modes, so-called semisystematics.

    • This report examines policy drivers of electric vehicles (EVs), and what potential role policy can play in enhancing the innovation and market development of EVs. We start with a policy review of key targets in the Nordic countries and the EU, up to 2030, and discuss to what extent they are consistent with industry, government and expert estimates of how the EV innovation systems can grow. On the basis of this, the second part examines what policy drivers might be needed to enable a breakthrough scenario, using a technological innovation systems (TIS) perspective to describe the needed processes, drivers and developments in policy and technology.

  • Neither Fish nor Fowl : Educational Broadcasting in Sweden 1930-2000

    • 'The history of Swedish broadcast media' is a mulddisciplinary researchproject that began as a joint effort by the public broadcasting enterprises in Sweden and is still active under the administration of Stiftdsen Etermediernas Hisloria. It was initially divided into Threeprojects: 'Radio, TV, and authority'; 'Society, news, and audience'; and'Best room, playroom'. A separate research programme on educationalbroadcast media, financed by Riksbankens Jubileumsfond, UlbildningsRadion (UR), Stiftdsen Etermediernas Historia, and University of Linköping, ran between 1997 and 2006 and involved some twenty scholars. Professor Bengt Sandin at the University ofUnkiiping led the research programme and was responsible for its overall planning and design. The project resulted in seventeen anthologies and monographs, and a large number of articles. Sten-Åke Pettersson from UR served as the administrative head of the project, and brought valuable insight into the intricacies of media potitio; and its complicated history. The project also benefited immensely from an advisory committee with representatives from both academe and the educational media. The authors owe a debt of thanks to Lars Ag, Börje Dahlqvist, Sten-åke Pettersson, Gunilla Sterner-Kumm, and Jarl Torbacke for sharing their experiences and understanding of the processes studied. Together with the scholars who participated and wrote separate studies, we all formcd a vibrant and challenging multidisciplinary community, and the seminars and workshops were intellectually demanding and fun in equal measure. Thanks also to Charlotte Merton, who tnmslated the Swedish edition into elegant English, and Mark Davies, for the proofreading. We hope that this last book will convey some of the challenges. complications, and joys of coming to grips with the history and politics of educational media.

    • The post-NPM debate on government control of state authorities is un-decisive in both problem description and in terms of suggested remedies. ‘Wicked problems’ are said to call for re-integration of state executives, and for enhanced government control in order to increase coordination between public organizations. At the same time, excessive (performance) control is accused of posing a threat to professionalism in the public sector and to its problem solving capacity. In this paper we build upon Verhoest et al’s (2004) suggestion that we need to treat autonomy as a multi-dimensional phenomenon and argue the importance of adopting a nuanced analytical perspective on issues of too much or too little control. Using a unique data set containing information on nearly 20 years of governmental steering as this is expressed in yearly appropriation direction documents (N=1330) issued by the Swedish government, we a) map out how the government’s demand for performance information has developed over time, and b) as we treat performance information demands as one out of many policy instruments in a government’s toolbox we also look for specific and stable combinations of different policy instruments (represented by autonomy dimensions). Our findings show that the number of performance information indicators requested from governments in appropriation direction-documents have on a general level decreased over time. From our bivariate and multivariate analyses we have shown that any government’s inclination to e.g. demand less performance information from its state agencies in general comes with a less autonomous management model for the state agency.

  • Corruption in Sweden : Exploring Danger Zones and Change.

    • In this dissertation I study corruption in the public sector in Sweden, a country which the literature regards as having few corruption problems. Sweden is therefore classified as a “least corrupt” case, and such countries are seldom studied in corruption research. My work is thus an effort to fill a gap in the literature. This research is also motivated by a conviction that such a case provides a fertile ground for studying danger zones for corruption. For example, this work allows me to explore how institutional and contextual changes impact on corruption and danger zones. Though the main focus of this work is on Sweden, I also have comparative ambitions. First, I locate Sweden in a cross-national context. I then study corruption in Sweden using a comparative methodology and with an eye to international comparisons. I apply a combined theoretical approach and a multi-method investigation based on several empirical sources and both quantitative and qualitative techniques. This research strategy enables me to capture a phenomenon (corruption) that is more difficult to identify in countries with relatively few obvious corruption scandals than it is in countries in which the phenomenon has traditionally been studied. Regarding danger zones for corruption, the results show that some of the zones identified in the international literature, such as public procurement, are also important in Sweden. For the Swedish case, my empirical research also identifies the types of corruption that occur, perceptions of danger zones and corruption, how corruption changes over time, and how corruption is fought. With regard to the latter, one conclusion is that ingrained (male) sub-cultures can be problematic and may need to be opened up using a combination of measures like promoting a more heterogeneous group of politicians, creating more transparent proceedings in decision groups and conducting more effective audits. The research also highlights the importance of adapting control measures to existing structures of delegation. For example, if delegation arrangements are changed to improve efficiency and cut costs, new accountability measures may be necessary. In general, delegation and control structures should be structured in such a way as to make the cost of shirking quite high. Finally, based on the results of this multi-method investigation, I conclude that one avenue for further corruption research is to connect our knowledge of danger zones to what we know about mechanisms effecting corrupt behaviour, and then to apply this to discussions of new models of the politics of management in multi-level governance.

  • A policy analysis perspective on ecological restoration

    • Using a simple stages model of the policy process, we explore the politics of ecological restoration using an array of examples drawn across sector, different size and scale, and from different countries. A policy analysis perspective reveals how, at both the program and project levels, ecological restoration operates within a complex and dynamic interplay between technical decision making, ideologies, and interest politics. Viewed through the stages model, restoration policy involves negotiating nature across stages in the policy making process, including agenda setting, policy formulation, implementation, and evaluation. The stages model is a useful heuristic devise; however, this linear model assumes that policy makers approach the issue rationally. In practice, ecological restoration policy takes place in the context of different distributions of power between the various public and private actors involved at the different stages of restoration policy making. This allows us to reiterate the point that ecological restoration is best seen not only as a technical task but as a social and political project.
