  • The why, how, and what of public policy implications of tourism and hospitality research

    • We synthesized policy implications of tourism and hospitality research by reviewing 12,269 articles published in 10 leading journals from 2011 to 2021. The most common rationale for policies (i.e., the why) is market failure, while the most typical role of policies (i.e., the how) is to create incentives. In addition, policies are typically hybrid and include suggestions for formal and informal institutional setups (i.e., the what). Because our review revealed that only 114 articles (i.e., 0.93%) included the why, how, and what of actual policies, we offer a theory-based research agenda on policy-making focused on making tourism and hospitality more inclusive and focusing on evolutionary dynamics, providing an understanding of the impact of crises and contemporary solutions, focusing on resilience and institutional complexity, and addressing the actors and time dimension. Our results, combined with those of our suggested research directions, will benefit organizations and society and simultaneously enhance the perceived societal value-added, contributions, and stature of tourism and hospitality research. © 2023 The Authors

    • In the governance of housing provision, the public sector is considered unable efficiently to manage such problems through the traditional bureaucratic organizations and associated governing tools. Instead, municipalities are expected to engage in collaborative processes across sectors and with external stakeholders, with the overarching objective to deliver more efficient planning outcomes. As the processes are carried out across sectors, it opens up the opportunity to privilege certain sectors’ perspectives and marginalize others. By drawing from Mouffe's agonistic political theories, this article makes an empirical account of the political in organizing cross-sectoral collaborative planning in Swedish municipalities, with the empirical example of developing municipal programmes for housing provision. The article concludes that social service is severely marginalized in what is generally a depoliticized housing provision planning process. Underpinning the collaboration is the conceptualizing of housing provision as primarily a general deficit in constructing housing. Primarily organizing objectivist knowledge, housing provision is constructed as a technical and procedural matter rather than ideological and political. Through such organizing principles, the overarching housing provision problem remains undealt with, e.g. how do we provide housing to ‘all’ our citizens?

    • Swedish municipalities are obliged to formulate housing provision policies in housing programs, as part of municipal strategic planning. This article explores how municipalities interpret this responsibility. We analyze housing provision programs by drawing from prospective responsibility and policy analysis. Our analysis shows three different prospective responsibilities in the municipality’s production of housing provision responsibility. The results show that municipalities take actions by different means, leading to ambiguities and inequalities in housing provision planning. © 2022 The Author(s).     • The Defense Advanced Research Projects Agency (DARPA) in the United States is renowned for its success in funding radical innovation. This chapter provides an overview of various government agencies that have adopted the core DARPA model outside the defense space in a wide spectrum of areas, such as for homeland security (HSARPA), intelligence (IARPA), energy (ARPA-E), health (ARPA-H), and climate (ARPA-C) in the United States, as well as several other notable examples in Europe and Asia, such as JEDI and ARIA. The chapter compares these groups to the DARPA model and identifies key differences that can offer lessons to others seeking similar outcomes. The chapter also notes the existence of other agencies that were missed due to time constraints, so that a deeper analysis may continue of government agencies around the world pursuing radical innovation.

    • Trust in public services is a driving force of socio-economic development. It ensures effective dialogue between citizens and government and becomes especially relevant in the digitalization. The lack of trust in the public sector can make reforms ineffective and the achievement of the goals of the Ministry of Digital Transformation within the framework of the State Strategy for Regional Development of Ukraine until 2027 in question. For this reason, marketing tools in public services should be directed toward achieving greater trust in those services and the government. This paper analyzes the current research on public sector marketing and its role in building trust as a foundation for the country’s digital development. Implementing multi-level bibliometric (Scopus tools), network (VOSviewer), and comparative (Google Trends) analysis, this study traces the development of marketing research on the process of public services delivery transformation from traditional to digital. 922 studies published between 1968 and 2022 were analyzed. The results show that public sector marketing is a multidisciplinary field of scientific research that is actively developing. Cluster analysis demonstrated that its modernization and the relationship between marketing in services and consumer behavior are the smallest and newest spheres of research. Researchers consider relationship marketing the principal mechanism for building trust in the public sector. This study found little research on the impact of marketing tools on consumers’ trust in public services.   • Key Drivers for Infrastructure Public-Private Partnership Adoption in Sweden

    • This paper explores key drivers and their underlying rationales for infrastructure Public-Private Partnership (PPP) adoption in Sweden. A related aim is to compare the identified key drivers for Sweden in relation to what is known for other countries. Data was collected via semi-structured interviews with 16 Swedish private sector and public sector stakeholder PPP experts. The results reveal risk transfer to the private sector, reduction of total project costs, and increase in investment alternatives as particularly important key drivers in the case of Sweden. In a country comparison of key drivers Sweden was not found to mirror any specific country or group of countries, calling for deeper analysis. Moreover a few underlying rationales put forth for key drivers were in addition to those reported in the literature. This study contributes to the literature by identifying conducive factors for PPP adoption given sparse and infrequent past country use. Hence, the findings should be considered for Sweden and countries similar to it.
